  • Continuously drives strategic direction and planning process for the program in country in coordination with US-based HJF and WRAIR personnel and WRAIR staff located at the Embassy in Dar es Salaam.

HJF Medical Research International, Inc. (HJFMRI) over the past two decades has played a key role in the success of hundreds of international medical programs. Working side-by-side with medical researchers from across the globe, HJFMRI provides a wide range of services that facilitate basic research, scientific trials, clinical care, training, capacity-building, facility management and more. From mentoring small entities to managing large consortiums, we partner with the medical community, academia and private industry to pursue the most advanced research.

A Global Partner for Medical Research

To assist with the implementation of medical programs, HJFMRI provides scientific and technical personnel, administrative and logistical support. HJFMRI also provides support services in program operations, sub-award management, regulatory compliance, technology enhancement and necessary manpower for execution. The allows HJFMRI to focus on a variety of global civilian and military health efforts. Diseases currently under study with just one key partner, the Walter Reed Army Institute of Research, include HIV, Middle East respiratory syndrome (MERS), Marburg virus, Lassa fever, tick-borne encephalitis and others. In addition, HJFMRI has extensive experience in training civilian and military personnel located in a host of countries. HJFMRI also supports the implementation of the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) in collaboration with the Military HIV Research Program (MHRP) in several countries throughout Africa.

East Africa

Working in Kenya, Uganda and Tanzania, HJFMRI focuses on infectious disease surveillance and outbreak response in conjunction with multiple government partners. Our work enables clinicians and lab technicians at more than a dozen facilities to study antimicrobial resistance, malaria drug resistance, influenza, enteric pathogens, acute febrile illness, sexually transmitted infections, Rift Valley fever, vector-borne illnesses and other infectious diseases.

The Kericho Clinical Research Center operates the first laboratory in Kenya to be accredited by the College of American Pathologists in 2008. The lab is staffed jointly by HJFMRI and the Kenya Medical Research Institute.

West Africa

Working with U.S. government partners, HJFMRI collaborates with the Joint West African Research Group to build labs that offer a variety of clinical research capabilities, including diagnostics, therapeutics and vaccines.

An RV144 HIV vaccine trial in Thailand that concluded in 2009 demonstrated for the first time a modest ability to protect against HIV infection. This work subsequently led to a series of follow-up studies public and private partners around the world.

HJFMRI’s parent organization, HJF, is also involved with four other partners in developing a human vaccine that ended the quarantine of more than 2,000 people in India in 2018 due to an outbreak of Nipah virus. After the Indian government requested an experimental antibody for the virus, which has been traced to fruit bats, HJF assisted in completing agreements authorizing the transfer.

HJFMRI recently extended its geographic reach to Jordan with the establishment of the Partnership for Research in the Middle East, which is a military-to-military partnership between the Walter Reed Army Institute of Research and the Jordanian Royal Medical Services. Site development and training activities are currently under way.

Mbeya Tanzania

HJFMRI in Tanzania

HJFMRI Tanzania has worked in-country since 2004 to implement global health improvement programs and support clinical and laboratory research. In collaboration with the U.S. military, HJFMRI has developed longstanding partnerships with Tanzanian national, regional and military health departments and nonprofit organizations to provide prevention, care, and treatment services for people affected by HIV. HJFMRI research support in Tanzania spans research activities ranging from disease surveillance to vaccine and drug clinical trials. 

The U.S. Ambassador to Tanzania Michael Battle commended outreach initiatives implemented by HJF Medical Research International (HJFMRI) for bringing HIV prevention services, including voluntary male circumcision (VMMC), closer to the community using a new mobile clinic.

HJFMRI Tanzania supports the Walter Reed Army Institute of Research in conducting medical research with the National Institute for Medical Research (NIMR) - Mbeya Medical Research Center (MMRC), one of Tanzania’s most active research centers. Surveillance

Since 2010, HJFMRI has partnered with the U.S. Army Medical Research Directorate-Africa to implement infectious disease surveillance and outbreak response activities in sub-Saharan Africa. HJFMRI works with the Tanzania People’s Defence Force at medical sites throughout the mainland and Zanzibar to conduct influenza surveillance.

JOB DETAILS: Position Overview The Finance Director oversees the HJFMRI Tanzania finance and accounting function. The incumbent directs all finance and accounting department activities including mentoring, coaching, and supervising finance, and accounting staff. The position provides financial-strategic leadership and guidance to department heads and external stakeholders to ensure that HJFMRI Tanzania PEPFAR HIV Program financial goals and objectives are met in the most efficient and effective manner possible. The position oversees the development and implementation of key financial models and strategies, departmental annual operational plans, HJFMRI Tanzania budgets as well as development and / or review of systems and internal controls and ensuring that they are operating effectively. The position oversees the interpretation and implementation of financial concepts for financial planning and control; development and maintenance of complex financial reports to track HJFMRI Tanzania financial indicators. The position is based in Dar es Salaam and reports to the Executive Director of the HJFMRI Tanzania but works closely with MHRP finance. Main Roles and Responsibilities 1. Direct the day-to-day operations of the finance and accounting department. 2. Direct the development and implementation of key financial models and strategy, departmental annual operational plans, organizational budgets as well as development and / or review of systems and internal controls and ensuring that they are operating effectively. 3. Mentor, coach, guide and / or train the finance and accounting staff to ensure they have the requisite skills to successfully support the implementation of the HJFMRI Tanzania PEPFAR HIV Program, including taking the lead in providing timely and practical solutions to emerging finance issues or financial challenges. 4. Provide effective oversight of all HJFMRI Tanzania financial planning, accounting, and reporting activities as well as policies and processes. 5. Oversee the development and / or review, implementation and monitoring of financial risk management plans. 6. In collaboration with Home Office (HO) finance and Program teams, guide the development and monitoring of HJFMRI Tanzania budgets. 7. Direct the design, implementation and maintenance of a functional financial-control environment plan and provide effective oversight in developing and / or reviewing HJFMRI Tanzania financial systems, policies, guidelines, procedures, and tools, as appropriate or needed. 8. Ensure that all HJFMRI Tanzania financial and accounting practices are in line with HJFMRI policies, procedures, Tanzanian laws, and regulations as well as donor regulations. 9. Act as a trusted advisor to HJFMRI Tanzania executive leadership team and MHRP; work as an expert counselor when key financial decisions are being made. 11. Provide effective oversight in conducting financial analysis, preparing reports, metrics, and analysis to extract meaningful and strategically important information from financial data including but not limited to project level expense-to-budget reports; carry-forward analysis by department and stakeholder; and reporting including key monthly/quarterly financial information. 19. Collaborate with project leads to direct the provision of timely and practical solutions to financial challenges emerging during the design and implementation of Program activities to ensure seamless implementation of PEPFAR Program work. 20. Oversee the monitoring of accounting data accuracy to ensure accurate monthly reporting and proper cost allocation per project and funder. 21. Oversee the provision of guidance, capacity building, technical assistance, and mentorship to finance and accounting staff in accounting, budget, financial planning, and reporting. 22. Oversee HJFMRI Tanzania financial and accounting practices to ensure compliance with Tanzania statutory requirements, HJF/MRI policies, guidelines, procedures and donor rules and regulations. 23. Demonstrate continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively to provide the highest quality customer service. 24. Oversee all audits, including tax audits and spot checks. 25. Oversee the formulation, submission, and defense of the budget to MHRP / HJF HO and other various funding agencies. 26. Oversee the execution of other finance and accounting related roles as directed by the supervisor. Minimum Qualifications • Degree in finance or accounting required. Master’s degree in finance or MBA preferred. • Public Accountant Certification (CPA-T) or equivalent certification recognized by NBAA required. • At least ten (10) years’ relevant experience in financial management and reporting, five (5) years of supervisory experience required. • PEPFAR experience required. DOD, USAID, CDC, or experience working with international NGOs in a cross-cultural setting preferred. • Knowledgeable in International Public Sector Accounting Standards (IPSAS). • Must possess project and business management skills. • Demonstrate high integrity and strong values, including confidentiality. • Thorough knowledge and understanding of the Tanzanian regulatory and business environment including understanding of health systems and administrative structures, including working with the Regional Government (RC/RAS offices with the RHMT teams and DC/DED Offices with the CHMT teams). • Knowledge of HJFMRI’s strategic goals and objectives as well as corporate strategy. • Analytical, solution oriented and exceptional organizational skills. • Ability to meet and communicate schedules and deadlines. • Proficiency in MS Office applications and accounting software. • Demonstrate exceptional professional judgment. • Excellent interpersonal, communication and relationship skills, including flexibility, diplomacy, intercultural communicative competence, and respect for colleagues. • Able to build and maintain sound relationships with internal and external stakeholders. • Ability to handle multiple tasks, work under pressure and under no or minimum supervision. • Proven experience in developing and implementing systems and internal controls. Job Description

The Program Manager, HIV Case Finding is the senior-most leader providing the strategic direction, oversight, and technical support for all HIV case finding activities in the South Rift Valley. S/he will work collaboratively with his/her counterpart, the Program Manager, HIV Prevention. The Program Manager will ensure efficient and effective implementation, management, and monitoring of HIV case finding programs in community and facility settings.

The HIV Case Finding Program Manager will supervise and mentor one Community-based HIV Case Finding and Linkage Program Officer. He/she will mentor and technically support four County HIV Case finding Technical Leads. He/she will technically support all HTS implementing partners (including community partners) at all PEPFAR-supported facilities.

The HIV Case Finding Program Manager may support the representation of the SRV PEPFAR program at National Technical Working Groups (TWGs) and Government of Kenya (GoK) and Ministry of Health (MoH) meetings.

This position report to the SRV PEPFAR Program Director

Primary Position Responsibilities:

  • Oversee planning, implementation, and monitoring performance of HIV case finding programs. This includes working closely with program staff, partners including local government health officials, health facilities, and community implementing partners in Kericho, Bomet, Nandi, and Narok counties to support HIV testing and linkage to care and treatment.
  • Review and approve Partners’ case finding work plans, budgets, and targets \to ensure alignment with PEPFAR goals and National HIV/AIDS strategic goals and targets.
  • Lead partners’ performance review meetings to ensure achievement of targets and provide technical support, as appropriate.
  • Work with partners and county-based HIV case finding officers to provide oversight on the availability of sufficient and skilled staffing to deliver high-quality HIV testing services, and advocate for changes, when needed.
  • Provide technical program leadership, guidance, and accountability for successful implementation of programs, address gaps in programs, and technical advice to ensure that program activities reflect the most recent relevant and science-based data and that programs translate scientific knowledge into practice.
  • Responsible for the strategic design, implementation oversight, and scale-up of facility-based HIV case finding interventions to ensure results are on a trajectory to meeting agency and partner-level annual PEPFAR Country Operation Plan targets.
  • Implement innovative and effective approaches and strategies for HTS optimization, including but not limited to eligibility screening and index/family testing, HIV self-testing to increase case identification and linkage of HIV positive people to care and treatment, including Linkage Case Management or other evidence-based models.
  • Provide Technical Assistance to partners by organizing and participating in joint support supervision and mentorship activities, tracking partner performance, and providing timely technical guidance to ensure prompt performance remediation.
  • Liaise with site leadership representatives to discuss and address any site-specific challenges that may impede service delivery, including the adequacy of staffing, workflow, and other considerations.

Provide strategic direction to:

  • Attain the first 95 of the 95-95-95 cascade, optimizing HIV case finding services to improve case identification and linkage to care and treatment.
  • Provide HIV testing services for vulnerable and key populations; and ensure appropriate linkage to prevention, care, and treatment services to complete the cascade among the key populations.
  • Support the implementation of HIV testing approaches, including optimized PITC, ICT, SNS, CBS/recency testing, and HIV self-testing.
  • Liaise with the Strategic Information team for real-time data collection and analysis of HIV case finding programs, including MER indicators, EMR, and SIMS, to improve program performance.
  • Use strategic information programmatic data to continuously improve HIV case finding and ensure at least 95% of newly identified HIV-positive clients are linked to care and treatment.
  • Coordinate and oversee the dissemination of HIV testing guidelines and other job aids to implementing partners; ensure that activities are implemented with fidelity and in line with the latest guidelines across all implementing partners and service delivery points.
  • Plan and coordinate HIV testing training to ensure that providers are skilled in providing quality program service in line with NASCOP and PEPFAR requirements and ensure participation in External Quality Assurance (EQA).
  • Prepare program reports on time for all relevant stakeholders.
  • Lead HIV case finding representations in core local government, WRAIR-Kenya, IHPT, and other forums for performance monitoring and quality improvement processes.
  • Perform other duties as assigned.

Supervisory Responsibilities:

  • Provide direct technical and administrative supervision to five program staff (one Community-based HIV Case Finding & Linkage Program Officer and four county-level HIV Case finding Program Officers).
  • Assist in recruitments
  • Manage performance and workload distribution of HIV case finding program officers
  • Provide mentorship and supervision for optimal HIV case finding team’s performance

Additional Responsibilities within SRV

  • Participate in Site Improvement through Monitoring System (SIMS) and remediation in line with PEPFAR requirements.
  • Develop and review abstracts for dissemination through national and International conferences presentations and manuscripts for publication in peer-reviewed journals.
  • Participate in Research Activities as assigned.
  • Document best practices and lessons learned of programmatic approaches for dissemination within PEPFAR and national spaces.

Regional / National Responsibilities:

  • Support as required the National Technical Working Groups (TWGs) to National Committees (MOH) on Health Policies and Guidelines by participating in development and review of National/County level Health strategic plans, policies, guidelines, operational manuals and procedures, teaching modules, informational, educational and communication materials for HIV case finding.
  • Participate in GOK/PEPFAR site support visits for Quality Assurance/Technical Support/Mentorship for Continuous Quality Improvement in HIV case finding programs in line with national guidelines.

Job Requirements:

  • A Bachelor’s Degree in Social/ Biological/ Medical Sciences, and a Master of Public Health (MPH)/health-related master’s degree from a recognized Institution. Education requirements may be replaced with equivalent experience.
  • Professional trainings in HIV testing
  • Possess 5-8 years of experience in supporting PEPFAR HIV/AIDS programs.
  • Experience in program design, implementation, monitoring, and evaluation.
  • Experience in Country Operational Planning (COP) and TWG processes will be an added advantage.
  • Excellent organizational, analytical, and report writing skills
  • Experience in the development of abstracts and manuscripts for publications.
  • In-depth understanding of MER indicators
  • Experience with the provision of Technical support to partners through joint support supervision, External Quality Assurance (EQA), and Assessments of partner performance
  • Experience working in multi-sectoral settings
  • Proficiency and strong skills in Microsoft Office (Word, Excel, Access, PowerPoint) and data analytical skills are required
  • Knowledge of National, WHO, and PEPFAR Policies and Guidelines in HIV testing
  • Excellent team player with good oral/written communication and interpersonal skills
  • Ability to perform under pressure with tight deadlines, and minimal supervision
  • Ability to travel to partners in SRV-supported counties and Nairobi
  • Terms of Employment: One year renewable contract. The first three months will be probation period.

The Program Officer will coordinate case finding activities in the assigned PEPFAR South Rift Valley County. The position involves working with PEPFAR partners, relevant stakeholders, and government departments to ensure quality HIV testing and linkage services under the guidance of the Case Finding Program Manager. S/he will also offer technical assistance to SRV PEPFAR partners on case finding Programs and activity implementation. Technical duties include implementing efforts to ensure HIV testing is based on the most recent, relevant, and science-based approaches. The officer will also ensure that the services meet the required service quality standards. S/he will facilitate integration of case finding interventions into other service delivery platforms in community and facility settings within their assigned county. S/he will participate in review of partner proposed work plans and budget activities to ensure that they align with PEPFAR and MoH guidelines. General responsibilities of the position are to ensure that all activities contribute to the achievement of SRV program HTS objectives and targets for HIV prevention program. The Officer shall generate periodic program reports as required as well as perform any other duties as assigned. This position reports to the HIV Case Finding, Program Manager

Key Responsibilities:

  • Provide county level technical oversight to implementing partners in HTS program implementation and monitoring to deliver quality HTS services.
  • Ensure that HTS strategies are implemented, and performance tracked for high yields; including effective referrals and linkages from HTS delivery sites to care and treatment and other services.
  • Provide capacity building and technical assistance to implementing partners on all aspects of case finding programming.
  • Coordinate implementation, monitoring and evaluation of case finding program activities, to facilitate achievements of high-quality results and timelines of all the program deliverables.
  • Facilitate integration of HTS activities to promote achievement of the 95-95-95 cascade.
  • Assist in the assessment of sub-recipients’ performance, conduct regular site visits to monitor availability and quality of services, and recommend measures to improve performance.
  • Assist the Program Manager in developing and reviewing annual work plans and budgets.
  • Work closely with the case finding Program Officer for community testing to support community related testing in the assigned county.
  • Work in partnership with county and subcounty health officials to ensure that national and PEPFAR case finding guidelines are implemented with fidelity.
  • Support the implementation of case finding trainings for facility and community HTS counsellors, peer educators, and expert clients.
  • Conduct regular supportive supervision and mentoring visits to the HIV testing sites in the assigned county.
  • Closely monitor and report on the availability of commodities needed for case finding.
  • Monitor the adequacy of staffing and site layout and report any noted deficiency to the case finding Program Manager.
  • Conduct annual assessment of sites that offer index testing services in the assigned county to ensure compliance with the safe and ethical index testing standards.
  • Liaise closely with other program team members to prepare analyses and reports as required including those for presentations at county and national levels and at other technical/ scientific forums.
  • Perform other duties as assigned by the Program Manager.

Minimum Qualifications Required:

  • Degree in Biomedical Sciences or health-related disciplines
  • At least 3 years of successful experience in implementing complex, integrated HIV Testing Services
  • Understanding of Kenyan policies and guidelines in HIV Testing Services

Additional Requirements:

  • Must have strong technical knowledge of HTS technical procedures and all testing modalities, with particular focus on targeted testing (optimized PITC, index testing, social network testing) and ANC
  • Proven experience in providing HTS technical support and/or related technical support to implementing partners
  • Must be able to plan, coordinate, integrate and prioritize complex interventions in HIV testing and linkage to prevention or care and treatment
  • Demonstrate ability to build collaborative relationships and facilitate coordination with diverse partners and stakeholders
  • Understanding of MER indicators
  • Excellent understanding of the functioning of Kenya Health Delivery System, current health sector programs, strategies, and implementation plans
  • Familiarity with national, county and sub-county health systems
  • Must have strong computer skills and able to use spreadsheets and software packages for data analysis, interpretation and use for decision making
  • Knowledge of experience with PEPFAR funded programs in Kenya
  • Basic knowledge and experience in research
  • S/he should be result-oriented, self-driven, and able to work under minimum supervision
  • Must have strong communication skills and cultural competency to address the needs of various subpopulations.

Job Summary:

Under the guidance of the HIV Case Finding Program Manager, the Program Officer will design and implement evidence-based and innovative community-based HIV Case Finding and Linkage Initiatives in PEPFAR South Rift Valley Region. The position involves working with PEPFAR partners, relevant stakeholders, and Government departments to ensure roll out of high yielding initiatives to identify and link HIV infected individuals to care and treatment. Technical duties include leading efforts to strengthen targeted HIV testing recommended approaches based on the most recent, relevant, and science-based approaches, particularly index case testing, social network testing and other high impact strategies among targeted populations.S/he will also strengthen the implementation of effective linkage strategies, including linkage case management for all persons diagnosed with HIV.

The Program Officer shall generate periodic program reports as required as well as perform any other duties assigned.

  • Provide technical direction to implementing partners for the planning, implementation, delivery and monitoring of high-quality community based HTS and linkage services.
  • Ensure that community HIV testing optimization strategies are implemented, and performance tracked for high yields.
  • Implement and maintain a system of effective referrals and linkages from all HTS delivery sites to care and treatment and other services.
  • Provide capacity building and technical assistance to implementing partners on community-based case finding and linkage initiatives.
  • Liaise with GoK local health officials and other community-based actors to facilitate efficient case finding and linkage between facilities and communities.
  • Coordinate implementation, monitoring and evaluation of community based HTS and linkage program activities, to facilitate the measurable results and timelines of all program deliverables.
  • Work in close collaboration with the program officers supporting the implementation of OVC, VMMC, and key populations programs to ensure that their HTS component is implemented according to national and PEPFAR standards.
  • Support the implementation of case finding trainings for community HTS counsellors, peer educators, and expert clients.
  • Assist to assess implementing partners’ performance, conduct regular site visits and Site Improvement through Monitoring System (SIMS) visits to monitor availability and quality of services, and recommend measures to improve performance.
  • Ensure compliance with PEPFAR program priorities and guidelines; as well as MOH guidelines and strategies concerning all aspects of community based HTS and linkage programs.
  • Liaise closely with other program team members to prepare analysis and reports as required including those for presentations at County, National and International meetings, and conferences.
  • Knowledge and/or training of community HTS optimization approaches including ICT and SNS
  • Strong understanding of current approaches for linkage to care and treatment
  • At least 3 years of successful experience in implementing complex, integrated public health programs; experience in HIV Testing Services is preferred
  • Knowledge of Kenyan policies and guidelines in HIV prevention, particularly on HIV Testing and Linkage Services
  • Proven experience leading and providing HIV testing or related technical support to implementing partners
  • Must be able to plan, coordinate, integrate and prioritize complex interventions in HIV testing and linkage to care and treatment
  • Demonstrated ability to build collaborative relationships and facilitate coordination with diverse partners and stakeholders
  • Exceptional HTS and linkage technical skills and experiences working with large, multifunctional sectors
