Humanitarian Aid International (HAI) is constantly assessing the situation through its local member Dr. Ambedkar Sheti Vikas Va Sanshodhan Sanstha (ASVSS) and techno-humanitarian partner InventGrid. Lifesaving immediate relief assistance to the worst affected people in the districts of Kolhapur, Ratnagiri, and Sangli has also been initiated with the support from Sony Pictures Networks India Private Limited (SPNI), Himalaya Drug Company, and Lung Care Foundation. The current situation is summarized below.

Background:

Maharashtra witnessed high-intensity floods due to the incessant rains over the past few weeks. At least 209 people have died due to the floods in Maharashtra and eight still remain missing. A total of 4,34,185 people from eight districts have been evacuated to safer places, as rescue operations continue.1Among the 209 fatalities, the Satara district reported 46 deaths, followed by 35 in Ratnagiri, 15 in Thane, seven in Kolhapur, four in Mumbai, three in Pune, four in Sindhudurg and two each in eastern Maharashtra's Wardha and Akola districts.

A total of 3,221 animals have died. Meanwhile, the floodwater has entered the roads and fields, submerging many areas of the Sangli district in Maharashtra making it hard for people to commute from one place to another.

According to preliminary estimates, losses to public and private properties are over ₹4,000 crore ($53,88,00,000). Losses due to flooding in Kolhapur and Sangli are ₹700 crore ($94,290,000).

Electricity infrastructure worth ₹1,200 crore ($ 16,16,40,000) has been damaged, while damage to roads and bridges is over ₹1,500 crore ($202,050,000). Crops across 338,000 hectares have been damaged in western Maharashtra and Konkan. The state relief is expected to cover all affected elements by widening the scope of the set norms. Maharashtra is now dealing with twin disasters, i.e., the floods in the midst of the ongoing pandemic. The floods have posed a grave threat to the healthcare of patients who are being treated in hospitals, covid care centres and in home isolation. Both rural and urban centres have been equally hit. The situation in Kolhapur and Sangli towns isn’t good, and they have been evacuated to safer places where the situation is better. Some serious cases have been shifted to city hospitals to ensure safety and extra care of the patients.

The Krishna River basin in Western Maharashtra, India, has been facing acute flood problems since 2005. The Krishna River, which originates at Mahabaleshwar in Maharashtra, has a steeper gradient in the initial reach. When the river enters a flatter region after Karad in the Satara District, it travels in a zigzag pattern with many bends and turns with 17 meanders on it. With these meanders with flatter gradients, the river becomes saucer-shaped, which in turn increases flooding and inundation. Straightening and removing the meanders at some places may reduce the channel length and improve the bed gradient, increasing the discharge carrying capacity, which in turn will help to reduce the flood inundation. In this paper, a hydrodynamic analysis with HEC RAS is done with natural river conditions and by removing a meander on the Krishna River, which is just upstream of its confluence with a tributary called Panchganga. The study reveals that removing this meander helps in flood mitigation. The flood level reduction is 1.29 m at Miraj and 0.45 m at Sangli which are the two majorly affected cities along the banks of the Krishna River in the state of Maharashtra.

Eleven rescue teams including five of National Disaster Response Force were operating in Sangli, and he had sought five more teams from the Defence Ministry for the district, he said.

Talking about nine persons drowning after a rescue boat capsized in Sangli, Fadnavis said it was carrying over 30 people and it turned turtle when its engine got stuck in a tree branch. The incident happened because of panic, he said.

In Karad in Satara district flood water was receding, he said.

Air-lifting of stranded persons is the last resort as it requires stable weather to enable hovering, he said.

"As many as 223 villages in Kolhapur have been affected. 18 have been completely marooned. About 28,897 persons are affected out of which 8,923 people were shifted.

97,000 persons had moved out on their own earlier," Fadnavis said.

Some 38,000 people are staying in relief camps in 152 places in Kolhapur district and sixty boats have been pressed into rescue operations, he said.

Four deaths have been reported in Kolhapur in rain-related incidents so far, the chief minister said.

As many as 3,813 houses are affected in the district, out of which 89 are completely damaged, he said.

Those affected will get financial assistance along with food grains, and a compensation of Rs five lakh will be given to the kin of the deceased, the chief minister said.

As many as 390 water supply schemes in flood-affected areas have become dysfunctional while two lakh people are living without electricity, he said.

"Priority is being given to restoration of water and electricity supply," the chief minister added.

Crops over 67,000 hectares are damaged in Kolhapur district and there is the scarcity of petrol and diesel, he said.

The Mumbai-Bengaluru National Highway, which passes through Kolhapur, is closed.

"We are working to ease the shortages," he assured.

To a question on opposition's demand that the floods be declared a national calamity, he said the Centre was giving all assistance needed in the time of a national calamity.

He suspended his `Maha Janadesh Yatra', a pre-poll outreach campaign, due to the flood situation. "I will

undertake the second phase of the Yatra after August 18, after assessing the situation," the chief minister said.

Union Home Minister Amit Shah has asked Karnataka and Maharashtra to unanimously decide how much water should be discharged from the downstream Alamatti dam to ease the flooding in Maharashtra, he said.

Sangli, Kolhapur floods: No early warning issued by govt, says public

Daulat Desai, Kolhapur district collector, said, “While it is true that our mechanism of reaching out to the people with the pre-warnings did not completely succeed in these districts, from our end, we tried the best in our capacity to reach out to people with the flood warnings.”

The people of Sangli and Kolhapur districts in western Maharashtra were completely unprepared for the massive scale of the devastating floods which gripped the two districts over the last one week.

The situation was compounded by the absence of any effective early warning mechanism from the state government about the impending floods in Sangli and Kolhapur districts. At least 25 people lost their lives in the two districts and two persons were reported missing even as nearly 4.5 lakh people had to be evacuated and relocated to safer locations.

Explaining the process of issuing the warnings, Desai said, “The moment we were alerted by the IMD (India Meteorological Department), we immediately notified all our tehsildars who were given the responsibility of spreading the message further. While we alerted many people, however, I accept that our attempts were not enough.”

According to Desai, currently, the district administration has no other way of communicating with the people in case of such emergencies.

Ever since the floods occurred, multiple agencies including the district administrations and rescue teams from the army, navy, coast guard, NDRF (National Disaster Response Force), voluntary agencies and members of the public have been engaged in rescue and relief operations.

While citizens lauded the efforts taken by the administration, they were upset with the administration for not warning them about the floods.

Avdoot Budhale, 48, said, “The water was first at a low level. By the time the day ended, our house had almost submerged under water. The rescue teams have reached today. While we are thankful for the rescue, we were left without a warning or preparation, as our lives went down under.”

A number of people said that no warning was issued before water was released in large quantities from the Koyna, Warna and Radhanagari dams which led to the floods. A report by the South Asia Network on Dams, Rivers, and People (SANDRP) blamed the floods on the mismanagement in releasing water from various dams that resulted in the floods.

“While moving around on ground doing the rescue work and medical relief, our NGO realised that none of the flood-affected area residents were warned adequately regarding the disaster that was coming their way. I definitely feel that this is a lapse on the part of the departments concerned. More than 50 per cent of the losses could have been avoided if proper study, preparation and intimation of the situation was done in a timely manner,” said Milind Dhond, a city activist from Kolhapur.

The Maharashtra government has urged the Karnataka government to increase the water discharge from Almatti dam beyond 2 lakh cusecs for flood management in the western part of the state.

Water Resources Minister Jayant Patil on Friday said, “ Maharashtra is communicating with Karnataka government. At present, the water discharge from Almatti dam is up to two lakh cusecs. We are requesting the Karnataka government to increase the water discharge in Almatti dam.”

The rising water levels in the Krishna basin due to incessant rainfall has led to floods in several cities and villages.

While admitting that the situation in Sangli, Satara and Kolhapur cities in western Maharashtra was “very alarming”, Patil said, “The foremost challenge is to relocate the people living in flood-sensitive areas to safer destinations. This is a daunting task, and the entire state government machinery has swung into action.”

Making an ardent appeal to people not to risk their lives, Patil said, “The flood situation in Sangli, Satara and Kolhapur is likely to aggravate further. We have to take a realistic approach. Relocating people living along rivers and dams is a must.”

Festive offer

Patil said people should move with their family members and animals, and reassured that the state administration would provide shelter houses and essentials to cope with the crisis. He said people were sometimes apprehensive of shifted due to their animals, like cows and cattle, but emphasised that the government would provide them with necessary arrangements.

Due to the overnight rains, water discharge from Koyna dam has been increased to 10,000 cusecs from Friday. The water discharge from Warna dam is 32,000 cusecs.

Patil warned that the water discharge from Koyna and Warna will lead to floods in nearby villages. “Higher water discharge from these two dams was necessary to avert a bigger disaster ahead. If rains continue with same intensity, water levels in dams and catchment areas will also rise. So, we have to release the water at regular intervals,” he said.

Koyna has received 704 mm rainfall so far. Till now, the maximum record of water within 24 hours in Koyna dam has been 12 TMC. But, overnight rain saw Koyna dam receiving 18 TMC water.

“The NDRF team is on ground. They are doing their best to reach out to people,” Patil said.

He appealed to district officers, village sarpanch and elected representatives to prioritise the relocation of people from flood sensitive areas to safer locations.

“Don’t wait for rescue teams. Start the relocation of people living in danger zone immediately,” Patil said. “The administration should keep in mind that the situation could become worse in next 24 to 48 hours if the rains continue.”
