Vigilance is the pre-requisite (Award Winning Essay)

After independence, we, the people of India, agreed on our shared road to prosperity, and that is Democracy. Our democracy, as it is today, faces perils not from outside but from within, from its constituents. The current threats to our democracy are covert and lie deep within the societal structures that we have built. We are the agents of such structures. Hence, the words of Thomas Jefferson that “Eternal vigilance is the price of democracy” hold more weight today than ever before.

Vigilance is not an easy task. It demands an alert civil society if not the entire citizenry. Being vigilant requires one to be fearless and question those in power, those reposed in authority and above all oneself. Only an aware and a questioning mind can perceive the subtle manoeuvres of those at the helms of power. Constant vigilance works like a negative feedback system. It ensures that those who are entrusted with power by the public are kept reminding that they are under the perpetual public gaze. ‘The janta is watching’, and those representing the janta must act accordingly. Vigilant citizens create a vibrant and a real democracy which in turn ensures that the fruits of prosperity reach the last person. There are four specific issues which require our utmost vigilance- corruption, crimes of hate, cybersecurity and climate change.

After the 1990s, with skewed economic growth came income inequality. Moreover, in a country with inherent graded social inequality in the form of caste, the picture is grimmer than what meets the eye. Inequality is a breeding ground for corruption. However, corruption in its traditional form is not the real cause for concern. Petty bribery at the lower rungs of administration would be taken care of by the digitization drive of the government. Today, we are witnessing a metamorphosis of operational corruption into structural corruption.

Structural corruption is the reason why, despite complete digitization of banking services in India, large banks still fail. The leading cause for bank failures like in the case of PMC Bank or Yes Bank is the corruption pervading in their governing boards. Political pressure forces banks to lend to defunct projects with the minimal scope of repayment and allow individuals with clout to siphon off public money. No mechanism put in place can detect such corruption. Here, a vigilant citizen can come to the rescue. Stakeholders can form an independent committee outside the purview of a bank. Bank failures do not happen overnight; they are the outcome of a long process. Hence, such a committee can collate all the necessary information to keep a watch on the bank’s performance parameters. A vigilant stakeholders’ committee can identify the abnormality in their bank’s functioning and notify the RBI as well as the rest of the depositors. Banks are the engines of a country’s economic prosperity. Hence, such prompt collective action would contribute a long way in India’s prosperity.

A nation cannot prosper by staying indifferent towards the predicament of a significant section of its population. Such an attitude nurtures divisiveness in society. The recent Hathras incident is an indication that hate crimes against women and socially deprived castes and communities are on the rise in India. Adding fuel to the fire is the phenomenon of fake news. Hence, vigilance is the need of the hour in this age of post-truth politics. Political parties to garner support may project lies or distorted facts through social media. Also, people tend to follow similar pages and accounts on social media platforms. Thereby, confining themselvesto echo-chambers where a repeated lie is projected as the truth.

In such a scenario, one must be a vigilant consumer of social media content. This means not believing in things as they are shown, following genuine sources and, most importantly, verifying before forwarding. One needs to stay alert against online toxicity and be wise enough to distinguish between facts and fakes. India’s prosperity rests on her social cohesiveness. Prosperity is possible only when all social groups contribute towards it. Thus, a vigilant citizen who breaks the chain of ‘WhatsApp forwards’, potential of stoking communal passions, serves the national cause.

Digitization and penetration of the Internet, like any other technological intervention, has inadvertently opened an arena for fraudsters. Rampant digitization in a society with no prior digital literacy has shot up cybercrime in India. This is corroborated by the fact that the National Crime Records Bureau’s data for 2019 showed a 63.5 percent increase in cybercrime. Cybercriminals tap into the innocence and ignorance of the Indian user. Flashy advertisements of Ponzi schemes on websites or calls from fake job providers are used to trap people and extort money and extract their crucial data. The government has legal instruments like the Information Technology Act, 2000, to combat cybercrime. Also, it has set up the National Computer Emergency Response Team (CERT-in) as the nodal agency for cybersecurity.

However, a digitally vigilant citizen is an essential component of Digital India. One should not divulge any personal information, passwords, addresses, etc. to an unreliable website or page. Also, rather than rushing to ‘I agree’, one must read the ‘Terms and Conditions’ before entering any deal online. In the age of big data, one cannot afford to be incautious about one’s digital footprint. Just as an alert driver saves lives on the road, a digitally aware user can save money and reputation on the information superhighway. Furthermore, youngsters can ensure prosperity by disseminating digital literacy to the elderly and the less-educated.

Climate Change is an imminent danger to India. With millions living in ecologically vulnerable areas, its effects will be disproportionate towards the poor. Mass migrations caused due to floods or droughts are detrimental to the working of democracy. A socially and economically battered crowd is susceptible to a populist political agenda. Hence, vigilant citizens can play an important role in combating Climate Change and its adverse effects.

First and foremost, as a vigilant citizen, one must reflect on one’s lifestyle. As one attains social mobility, one should not give into extravagance and flamboyance. Experience of the West has shown that consumption-based lifestyle is a significant cause of pollution. One must strive to achieve an eco-friendly way of living to the extent possible. Moreover, purchasing earthen diyas instead of plastic lanterns would contribute to the prosperity of indigenous artisans. Secondly, as vigilant citizens, we must be the guardians of our country’s natural wealth. Forests and wildlife are an inseparable part of national prosperity. We must be aware of any nexus between politicians and industrialists to encroach upon forest areas. Collective vigilance is a roadmap to sustainable development.

Citizens are the base of a democratic polity and their vigilance is the cement that holds it together. As humans, we are susceptible to buy propaganda and lower our vigil. Indifference on the part of citizens can push democracy down the slippery slope. Hence, vigilance is the pre-requisite for prosperity in a democracy. Ultimately, the question is ‘who will guard the guard?’ The Buddha’s eternal message can be our guide in this task- “Be vigilant; guard your mind against negative thoughts”.

The Chauri Chaura incident happened on February 4 th , 1922 in the village of Chauri Chaura in Gorakhpur district of Uttar Pradesh and immediately the Non-Cooperation Movement was called off by Mahatma Gandhi. The Satyagraha movement of non-violence and non-cooperation was in the second year when in 1922 the incident occurred in Chauri Chaura and then Mahatma did not hesitate to call off the movement that had matured over the past two years as the act was not ‘non-violence’. The principles were breached and that he considered his own responsibility and not only called off the movement but went to jail for two years. Gandhiji read out a statement in the court that said ‘I wanted to avoid violence.

Non-violence is the first article in my faith, it is also the last article of my creed. But I had to make my choice. I had either to submit to a system which I considered had done an irreparable harm to my country or incur the risk of the mad fury of my people bursting forth when they understood the truth from my lip. I know that my people have sometime gone mad. I am deeply sorry for it and I am therefore, here to submit not to a light penalty but to the highest penalty. I do not ask for mercy. I do not plead my extenuating act.’

The above experience teaches lessons for the future. The leader was vigilant on the developments, rooted to the objective, clear in his conscience and accepted the responsibility with humility that reaffirmed the resolve in the team many times higher to be successful in the objective of a prosperous India. If we look at the incident from another perspective, we find that Gandhiji as a leader acquired enormous power and unflinching support of the entire nation through his principles and practice of non-violence in resolving disputes.

The power was not borrowed from external sources like the position we hold or the material wealth we possess or the aggression someone portrays but came from within. His self-realization was much above normal that drew people to him for his knowledge and guidance. Here the physical stature, wealth, position, arms and ammunitions or aggression falls short to self-realization, knowledge, determination, a vigilant self. Appropriate power and a vigilant self and society are inseparable . Both are required for any individual, an institution or the government to perform and a society to maintain its equilibrium.

Unexpectedly, neither society nor its organizations can function without the appropriate power. This is also true that without vigilant citizen the country cannot prosper. Government cannot fulfill its basic functions without the power to tax and spend, to make law, and to enforce them. At the same time a vigilant eye brings perpetrators to book. Roadways would be chaotic if police lacked the power to enforce traffic regulations. Similarly, without vigilant traffic and technology maintaining regulation would be impossible.

Our business organizations would quickly go to pieces if boards and managers lacked the power to make and implement strategy, to hire and fire, and to compensate employees. Here also vigilant employees perform as alert checks and balances. Recognizing the necessity of power, democratic societies allow certain individuals and institutions to have power if they use it within the bounds of policy, custom, or law, and in the service of ends that the majority accepts as legitimate. However, the misuse of this power can be traced by vigilant citizen and its leaders.

In an organizational context this means that power gives someone the potential, to perform activities like determine compensation for subordinates, obtain funding, material and staff for key projects, have access to important information, resolve dispute, clear any barriers to progress and determine key goals and marshal resources around them.

Here comes the role of a vigilant employee who observes violation and alerts the system to rectify and plugs the gap. Power that is used wisely in workplace is more likely to produce effectiveness and motivation than oppression and poor morale provided there are vigilant employees to reassure self and the team that all are as per procedure. While effectiveness brings prosperity the role of vigilant self is of immense importance is bringing about the transformation.

Failing to possess and use power when the situation calls for it results in indecision, delays, and sometimes mischief. At every point in time taking decisions and leading the team the above need to be realized. As an individual we need to be vigilant of our self-first. The obvious question that should be asked to self whether the actions of mine are in the interest of the country and organization and as per the laid down norms. A vigilant India starts with a vigilant self . The moral rectitude shown by Gandhiji taught us to lead within the framework of norms and national objective to prosper.

If as a leader, a team member, a subordinate, a peer, a superior, we are vigilant to the concept of adhering to the larger objective of the organization that draws its power from the mission and the vision of the organization and are guided by the policies framed to navigate, prosperity will follow automatically. In nation building each individual need to be vigilant to make the organization prosper and the collective action will deliver a prosperous India.

The sixth chapter of the Bhagavad Gita teaches us self-realization or Aatma Saiyam yoga. The science of self-realization says one should lift oneself by one’s own efforts and should not degrade oneself; for one’s own self is one’s friend and one’s own self is one’s enemy. He who has overcome attachment both to sense objects and to actions, and who is free from all ego-instigated planning- that man is said to have attained firm union of soul with spirit. Gandhiji taught us through the decision after the Chauri Chaura incident how a leader lift one’s self for a greater cause and prosperity of the nation. The incident in my views depicts a Satark Bharat for Samriddh Bharat.

The Prime Minister inaugurated the National Conference on Vigilance and Anti Corruption on the theme सतर्क भारत, समृद्ध भारत (Vigilant India, Prosperous India) today through video conferencing. The event was organized by the Central Bureau of Investigation focusing on Vigilance issues aimed at raising awareness and reaffirming India’s commitment to promotion of integrity and probity in public life through citizen participation.

Addressing the Conference, the Prime Minister said Sardar Patel is the architect of United India as well the country’s administrative systems. As the first home minister of the country, he made efforts to build such a system which is meant for the common man of the country and where the policies are based on integrity. Shri Narendra Modi lamented that the following decades witnessed a different situation which lead to scams worth thousands of crores of rupees, establishment of shell companies, tax harassment and tax evasion,

The Prime Minister said in 2014, when the country decided to make a major change and to move in a new direction, there was a big challenge in changing this environment. He added the constitution of the committee against black money was in limbo despite the Supreme Court’s directions. The committee was formed immediately after formation of this Government. This shows the commitment of the government against corruption. He said since 2014 the country witnessed reforms in many sectors including banking sector, health sector, education sector, Labour, Agriculture, etc. He said based on these reforms, the nation is now moving ahead with its full strength to make the AtmaNirbhar Bharat campaign successful. He envisioned making India one of the leading countries of the world.

The Prime Minister stressed the necessity for the administrative systems to be transparent, responsible, accountable, answerable to the public. He added that the biggest enemy against this is any form of corruption. He said one hand corruption hurts the development of the country and on the other it destroys the social balance as well as the trust that people should have in the system. And therefore, he said tackling corruption is not just the responsibility of any single agency or institution but that it is a collective responsibility. He said corruption cannot be dealt with a stand-alone approach.

He said When it is the question of the country, then the scope of vigilance becomes very expansive. Be it corruption, economic offences, drug networks, money laundering, terrorism, terror funding, it has been seen quite often that they are all linked.

He said hence there is a need for systematic checks, effective audits, and capacity building and training with a holistic approach to fight corruption. The Prime Minister emphasized that it is the need of the hour that all agencies work with synergy and a cooperative spirit.

He wished the conference to emerge as an effective platform to suggest new ways to make सतर्क भारत, समृद्ध भारत (Vigilant India, Prosperous India).

The Prime Minister recalled what he said during the 2016 Vigilance awareness program that corruption does not have even an iota of place in our country which is fighting poverty. He said that for decades, the poor did not get their entitlements but now owing to the DBT the poor are directly receiving their benefits. He said owing to DBT alone more than Rs 1.7 lakh crore are being saved from getting into wrong hands.

He expressed satisfaction that peoples faith in the institutions is being restored again.

He stressed that there should be neither any strong interference from the government nor an absence of Govt. Government's role should be limited to the extent that is needed. People should not feel that the Govt is unnecessarily interfering or that the govt is not acting when needed.

Shri Modi said that over the last few years more than 1500 laws have been abolished and many rules simplified. He said that many applications for pension, scholarship, passport, startup, etc. have been made online to reduce the hassle to the common people.

The Prime Minister quoted a saying

“'प्रक्षालनाद्धि पंकस्य

दूरात् स्पर्शनम् वरम्'।”

meaning, it is better not get dirty rather than trying to clean it later

He said similarly preventive vigilance is better than punitive vigilance. He urged the need to remove the circumstances that lead to corruption.

He quoted Kautilya’s saying

“न भक्षयन्ति ये

त्वर्थान् न्यायतो वर्धयन्ति च ।

नित्याधिकाराः कार्यास्ते राज्ञः प्रियहिते रताः ॥”

meaning, those who do not siphon government money but try to utilize it for public good, should be appointed to important posts in the interest of the state.

He said earlier there was a nefarious industry to lobby for transfer & postings. Now the government has taken many policy decisions, has shown the will to change this situation and the lobbying for appointments to higher posts has ended. The Government has abolished the interview for the post of Group B & C. He said the formation of the Bank Board Bureau, has ensured the transparency in appointments to senior positions in banks.

The Prime Minister said many legal reforms were undertaken and new laws introduced to strengthen the vigilance system of the country. He cited the new laws enacted to strengthen the vigilance system like laws against Black money, Benami properties. Fugitive Economic Offenders Act. He said India is among the few countries in the world where a face-less tax assessment system has been implemented. India is among those few countries where technology is being used more and more to prevent corruption. He said the priority of the government has been to provide better technology, capacity building, latest infrastructure and equipment to agencies related to vigilance so that they can work more effectively and deliver better results.

The Prime Minister stressed that this campaign against corruption is not just a one-day or just a one-week affair.

He mentioned generational corruption as a major challenge that has been gradually growing in the past decades and has taken a formidable form in the country. He explained generational corruption as the corruption transferred from one generation to another. He said when a generation of corrupt people does not get the right punishment, then the second generation commits corruption with more vigour. Mr Modi said, due to this, it became part of political tradition in many states. He said, this corruption and dynasty of corruption from generation to generation makes the country hollow. He said this situation is a major hurdle in the development of the country, for a prosperous India and a self reliant india. He wished that this topic would also be discussed in the national conference.

The Prime Minister urged to pay attention to the corruption related news. He said when examples of strong timely action against corruption are shown prominently it would increase the trust of the people and sends a message that it is difficult for the corrupt to escape.

He said that the country gets strengthened if it can defeat corruption and achieve the dream of Sardar Patel by making India prosperous and self reliant.

The Central Bureau of Investigation organizes this National Conference coinciding with Vigilance Awareness Wee’, which is observed in India every year from 27th October to 2nd November. Activities in this conference would be focused on Vigilance issues aimed at raising awareness and reaffirming India’s commitment to promotion of integrity and probity in public life through citizen participation.

The three day conference would discuss the Challenges in investigation in foreign jurisdictions, Preventive Vigilance as a Systemic Check against Corruption, Systemic improvements for financial inclusion and prevention of bank frauds, Effective Audit as an Engine of Growth, Latest amendments to the Prevention of Corruption Act as an impetus to the fight against corruption, Capacity Building and Training, Multi Agency Coordination-an enabler for faster and more effective Investigation, Emerging Trends in Economic Offences, Cyber Crimes and Transnational Organized Crime-measures to Control and Exchange of Best Practices among Criminal Investigative Agencies.

The Conference shall bring policy makers and practitioners on a common platform and will act as an enabler to combat corruption through systemic improvements and preventive vigilance measures, thereby ushering in good governance and accountable administration. This is a significant contributing factor for enabling ease of doing business in India.

The participants of the Conference include Heads of Anti-Corruption Bureaux, Vigilance Bureaux, Economic Offence Wings or CID from States and UTs, CVO’s, CBI officials and representatives from various Central agencies will also participate. The inaugural session was also attended by Chief Secretaries and DGsP of States and UTs.

Fortnight of Vigilance Awareness - 2020 (सतर्कता जागरूकता पखवाड़ा)

The Central Vigilance Commission as the apex anti-corruption body of the country endeavours to promote integrity, transparency and accountability in public life. Observance of Vigilance Awareness Week every year is a part of multi-pronged approach of the Commission wherein one of the strategies is to encourage all stakeholders to collectively participate in the preventive vigilance measures and fight against corruption, raise public awareness regarding the existence and gravity of and the threat posed by corruption.

The Central Vigilance Commission has decided that this year the Vigilance Awareness Week would be observed from 27th October to 2nd November, 2020 with the theme सतर्क भारत, समृद्ध भारत (Vigilant India, Prosperous India) . The Commission expects all Central Government and its organizations to conduct various activities with zeal and enthusiasm to achieve the objective to eliminate corruption in public life. Although the activities need to be conducted during the Vigilance Awareness Week, however, in case of exigencies/holidays etc. the same can be conducted before or after the Vigilance Awareness Week. In terms of the advice of the Commission, the Ministry of Electronics and Information Technology (MeitY) has decided to observe सतर्कता जागरूकता पखवाड़ा 2020 (Fortnight of Vigilance Awareness 2020) commencing from 27th October to 10th November, 2020.

The observance of the सतर्कता जागरूकता पखवाड़ा 2020 has commenced with the Integrity Pledge administered virtually by Shri Sanjay Dhotre, Hon'ble Minister of State for Electronics and Information Technology to all officers and employees of MeitY and its organisations. Various activities like Essay Competition, Poster Competition, Slogan Writing Competition, Webinar, Quiz etc. to be held during the Fortnight have been planned for participation by not only officials of MeitY and its organisations but also their families and citizens in general. A Training session was also held on Administrative and Preventive Vigilance for creating awareness on vigilance for the officials of MeitY and its organisations.

Let us join hands to fight against corruption.

On the occasion of Vigilance Awareness, Shri Sanjay Dhotre, Hon'ble Minister of State for Electronics and Information Technology has administered the Integrity Pledge virtually to Shri Ajay Sawhney, Secretary, MeitY, Ms. Jyoti Arora, Special Secretary & Financial Adviser, Dr. Rajendra Kumar, Additional Secretary, Ms. Simmi Chaudhary, Economic Adviser and Chief Vigilance Officer, Shri Saurabh Gaur, Joint Secretary, Shri Rajiv Kumar, Joint Secretary and other employees of the Ministry.

Training on 'Administrative Vigilance and Preventive Measures' was conducted on 27.10.2020 from 1000 Hrs to 1300 Hrs. by ISTM. The training was imparted virtually to employees of MeitY and its organizations by Shri P K Jaiswal, Deputy Director, ISTM faculty member.

Vigilant india - it means where people are careful about their actions and are thoughtful. they make wise decisions such as electing one political party. they don't follow people and have their own views. first, you may tell what vigilant india means. then, go ahead to tell what all bad things happen if we are not vigilant. we have democracy, it means all the power is with people. with this power, comes the responsibility to ensure that the representatives to whom we give the power to create laws for us are genuine. it should be our responsibility to fact check information before directly forwarding it. social media has become a fake land in india. any random irrelevant information is spread to create communal violence. we need to be vigilant here. that means we need to see the source of that post; we need to check if it is true or not, before we simply forward it. we need to be vigilant of our actions. we need to understand the impact of our action on the larger public - the country. we need to be watchful of the tv media and newspapers. if they spread fake news or misinformation, then we must take action against them, at least by not watching those channels. we should be watchful of the actions of government. just because it is the government of political party you support, doesn't mean all actions taken by them are right. some of these actions can be motivated by self-interest. decisions related to a country should be in interest of the people and not political parties. if a government plans to pass laws which violate the constitution or harm the country at large, then we need to demonstrate our opposition to it even if you had previously voted that party. if we don't be watchful and stand against it today, then government will think that there's no opposition and they are free to do whatever they want. if we are aren't aware the country won't grow..

Ministry of Electronics & Information Technology (MeitY), Government of India is observing the ‘Vigilance Awareness Fortnight’ ‘सतर्कता जागरुकता पखवाड़ा’ from 27 October to 10 November 2020 to emphasize the importance of integrity in public life. The Theme for the Vigilance Awareness Fortnight is – Satark Bharat, Samriddh Bharat (Vigilant India, Prosperous India) . The theme puts the impetus on the thought that the development and progress of the nation take place when individuals and organizations are vigilant in safeguarding integrity as a core value. All sections of society need to be vigilant in order to uphold integrity in all aspects of our national life. Being vigilant also means improvement of internal processes, time-bound disposal of work, and systemic improvements leveraging technology. Technology can play a significant role in making India vigilant and prosperous through process improvements leading to inclusion, simplification, efficiency, and transparency.

Following the same, to enthuse employees and the public at large towards values of honesty, integrity, sincerity, responsibility, transparency, and service to the nation, MeitY has undertaken a slogan writing competition through the MyGov platform.

We invite you to write a slogan on the theme 'Vigilant India - Prosperous India' and be part of the Vigilance Awareness Week.

Prize: The winning entry will be awarded a cash prize of Rs. 15,000/ Top 25 best entries will receive commendation certificate from Ministry of Electronics and IT.

He wished the conference to emerge as an effective platform to suggest new ways to make सतर्क भारत, समृद्ध भारत (Vigilant India, Prosperous India).

He expressed satisfaction that peoples faith in the institutions is being restored again.

He stressed that there should be neither any strong interference from the government nor an absence of Govt. Government’s role should be limited to the extent that is needed. People should not feel that the Govt is unnecessarily interfering or that the govt is not acting when needed.

The Prime Minister quoted a saying

“’प्रक्षालनाद्धि पंकस्य

दूरात् स्पर्शनम् वरम्’।”

meaning, it is better not get dirty rather than trying to clean it later

He said similarly preventive vigilance is better than punitive vigilance. He urged the need to remove the circumstances that lead to corruption.

He quoted Kautilya’s saying

“न भक्षयन्ति ये

त्वर्थान् न्यायतो वर्धयन्ति च ।

नित्याधिकाराः कार्यास्ते राज्ञः प्रियहिते रताः ॥”

meaning, those who do not siphon government money but try to utilize it for public good, should be appointed to important posts in the interest of the state.

The Prime Minister stressed that this campaign against corruption is not just a one-day or just a one-week affair.

He said that the country gets strengthened if it can defeat corruption and achieve the dream of Sardar Patel by making India prosperous and self reliant.

Modi’s Temple of Lies

Mr. Deb is the author of the novel “The Light at the End of the World.”

The sleepy pilgrimage city of Ayodhya in northern India was once home to a grand 16th-century mosque, until it was illegally demolished by a howling mob of Hindu militants in 1992. The site has since been reinvented as the centerpiece of the Hindu-chauvinist “ new India ” promised by Prime Minister Narendra Modi.

In 2020, as Covid-19 raged unchecked across the country, Mr. Modi, the leader of the Hindu right, went to Ayodhya to inaugurate construction of a three-story sandstone temple to the Hindu god Ram on the site of the former mosque. Dressed in shiny, flowing clothes and wearing a white N95 mask, he offered prayers to the Ram idol and the 88-pound silver brick being inserted as the foundation stone.

I traveled to Ayodhya a year later and watched as the temple was hurriedly being built. But it seemed to me to offer not the promise of a new India so much as the seeds of its downfall.

Mr. Modi’s Hindu nationalism has fed distrust and hostility toward anything foreign, and the receptionists at my hotel were sullenly suspicious of outsiders. There was no hotel bar — a sign of Hindu virtue — and the food served was pure vegetarian, a phrase implying both Hindu caste purity and anti-Muslim prejudice.

Outside, devotional music blared on loudspeakers while bony, manure-smeared cows, protected by Hindu law, wandered waterlogged streets in the rain. The souvenir shops at the temple displayed a toxic Hindu masculinity, highlighted by garish shirts featuring images of a steroid-fed Ram, all bulging muscles and chiseled six-packs. Even Hanuman, Ram’s wise but slightly mischievous monkey companion, appeared largely in the snarling Modi-era version known as Angry Hanuman , which went viral in 2018 after Mr. Modi praised the design.

After a decade of rule by Mr. Modi and his Bharatiya Janata Party, Hindu-majority India maintains the facade of a democracy and has so far avoided the overt features of a theocracy. Yet, as Ayodhya revealed, it has, for all practical purposes, become a Hindu state. Adherence to this idea is demanded from everyone, whether Hindu or not.

This is not sustainable, even if it seems likely that Mr. Modi will ride to a third victory in national parliamentary elections that begin Friday and conclude June 1. Mr. Modi’s India is marked by rampant inequality, lack of job prospects, abysmal public health and the increasing ravages of climate change. These crises cannot be addressed by turning one of the world’s most diverse countries into a claustrophobic Hindu nation.

Perhaps even the prime minister and his party can sense this. Their crackdowns on opposition political leaders, manipulation of electoral rolls and voting machines and freezing of campaign funds for opposition parties are not the actions of a confident group.

In January of this year, a wave of Hindu euphoria swept the nation as the temple I had watched being put together with cement and lies (there is no conclusive evidence supporting Hindu claims that Ram was a historical figure or that a temple to him previously stood there) was about to be inaugurated .

Newspapers devoted rapturous front pages to the coming occasion, and when I flew to my former home Kolkata on the eve of the big day, my neighbors there declared their anticipation by setting off firecrackers late into the night. The next morning, on Jan. 22, loudspeakers and television screens tracked me through the city with Sanskrit chants and images of the ceremony taking place at the temple. Mr. Modi, as usual, was at the center of every visual. Friends in Delhi and Bangalore complained about insistent neighbors and strangers knocking on their doors to share celebratory sweets. Courts, banks, schools, stock markets and other establishments in much of the country took a holiday.

The inauguration date seems to have been chosen carefully to overshadow Republic Day, on Jan. 26, which commemorates India’s adoption of its Constitution, amended in 1976 to affirm the country as a “socialist, secular, democratic” republic. Those values are fiercely in opposition to what Hindu nationalism has ushered in. The temple inauguration date, which will be celebrated annually, reduces the republic to secondary status next to Mr. Modi’s Hindu utopia.

A similar effort has been underway to diminish the importance of Aug. 15, marking Indian independence in 1947. In 2021, Mr. Modi announced that Aug. 14 would henceforth be Partition Horrors Remembrance Day, referring to the bloody division of the country into Hindu-majority India and an independent Muslim Pakistan in 1947, a murderous affair for Hindus, Muslims and Sikhs alike.

This was sold to the Indian public as underlining the need for unity, but it was also a reminder from Hindu nationalists that a section of Muslims broke off to form their own nation and that the loyalties of India’s remaining 200 million Muslims were suspect. Given that Hindu rightists participated in massacres, rapes and forced displacement during the partition, Mr. Modi’s weaponization of the suffering seems particularly reprehensible. I was born to a Hindu family, and my father, a refugee from the partition, never blamed Muslims his entire life.

There have been countless other such stratagems with the Hindu right in power. The old Parliament building, whose design features refer to India’s syncretic history — Hindu, Buddhist, Muslim and Christian — was replaced last year by a new structure that explicitly reduces India’s past to a monochromatic Hindu one.

In the new Parliament, the lotus flower, common in Hindu iconography and the symbol of the Bharatiya Janata Party, runs amok as a motif. A statue atop the building of four back-to-back lions — India’s national symbol and a look back at its Buddhist past — has been altered so that the lions are no longer serene and meditative, as in the original, but snarling, hypermuscular Hindu beasts . Everywhere in India, roads and cities have been renamed to sever connections to centuries of Muslim history in favor of a manufactured Hindu one. On new highways through the state of Uttar Pradesh, where I traveled last summer, gleaming signboards pointed toward concocted Hindu sites but almost never toward the state’s rich repository of Muslim mosques, forts and shrines.

Knowledge and culture are being attacked along similar lines. Bollywood , Indian television and the publishing industry have become willing accomplices of Hindu chauvinists, churning out content based on Hindu mythology and revisionist history. In the news media, the few journalists and institutions unwilling to shill for the Hindu cause face legal threats and police raids .

In education, government institutions are run by ignorant functionaries of the ruling party , and from school textbooks to scientific research papers , the Hindu nationalist version of India is pushed forward, myth morphing into history. In the private universities that have begun to crop up in India, Mr. Modi’s government keeps a close eye on classes, panels or research that might be construed as criticizing his government or its idea of a Hindu India.

This cultural shift and the accompanying reduction of Muslims to alien intruders has been made possible by Mr. Modi delivering on his party’s three main promises to Hindu nationalists .

In 2019 he repealed the notional autonomy enjoyed for decades by the disputed Muslim-majority state of Jammu and Kashmir, which the Hindu right had assailed as favoritism toward Muslims and victimization of Hindus. Later that year, Mr. Modi delivered on a second promise by introducing a law that ostensibly opened a pathway to Indian citizenship for persecuted minorities from neighboring countries but whose true motive lay in that it pointedly excluded Muslims. In the northeastern state of Assam , a registration process had already been underway to disenfranchise Muslims if they could not provide elaborate documentation of their Indian citizenship. The Bharatiya Janata Party’s declared intention to establish a similar registration system nationwide hangs the threat of disenfranchisement over all of India’s Muslims.

The inauguration of the Ram temple delivered on the third and most important electoral promise. It announced, triumphantly, the climax of the battle to turn India into a Hindu nation. And yet after 10 years under Mr. Modi’s government, India is more unequal than it was under colonial British rule. In 2020 and 2021, it surpassed China as the largest source of international migrants to O.E.C.D. countries. Many of the undocumented migrants to be found pleading for entry on the U.S.-Mexico border are from India , and they include Hindus for whom India should be a utopia.

The Hindu right’s near-complete control of India may indeed deliver a third term for Mr. Modi, maybe even the absolute parliamentary majority his party wants in order to expand on the transformation it has begun.

But the truth is harder to hide than ever. Mr. Modi and his party are giving India the Hindu utopia they promised, and in the clear light of day, it amounts to little more than a shiny, garish temple that is a monument to majoritarian violence, surrounded by waterlogged streets, emaciated cattle and a people impoverished in every way.
