Purpose of the study: The main purpose of this study is to provide a new, macro-level model of strategic staffing to bridge the gap in the knowledge regarding how practices within recruitment and selection systems can work to provide a competitive advantage among various sectors. This study identifies the various methods of recruitment and selection process through a systematic review of literature, which would be the right fit for attracting and selecting employees in an organization.

Design/methodology/approach: Content analysis method is adopted to review the literature and subcategories were formed to analyze the research. Literature was collected from 40 articles of a reputed journal from 2010 to 2018.

Main findings: The review of literature revealed that the recruitment and selection process is carried out in organizations by adopting latest technologies like online portals, outsourcing, job fair, campus interviews, and mobile recruitment applications. The representation of this practice is to find the best candidate for an organization. Besides adopting the latest technology, consideration of the expatriate factor would lead to an effective way of recruitment practices in finding out the right candidate for the right job and thus create a healthier work environment. The expatriate factors have not been considered well in the Indian context, but have been given importance in the global context in the process of recruitment and selection.

Social Implications: Highlighting the significance of various recruitment practices results in the selection of the right person in the right job, which enhances a healthier working environment in organizations, in turn rendering high quality products and services to the society.

Originality of the study: Prior research has studied various factors that influence internal recruitment, external recruitment, and selection process. This study is an attempt to analyze the expatriate factors and other factors through the content analysis method.

The recruitment is the main function of HR department and the recruitment process is the first step towards making the competitive quality and the recruitment strategic advantage for the association. A quantitative method used to analyze this study, the researchers prepared questionnaire and distributed at Telecommunication Companies in Erbil-Kurdistan. The objective of this research paper is to determine the recruitment and selection procedures in organizations, and finding out the methodologies that are involved in the process. Moreover, finding out how being qualified and having certificates affects the recruitment process, and how different criteria such as gender, race, and culture effect on it as well. The survey was conducted at Telecom Companies. Employees filled the survey. Data was collected and Statistical Package for Social Sciences (SPSS) version 23 was used as the statistical analysis tool while descriptive statistics were calculated and used in the interpretation of findings. The population of this study is approximately 220 employees, The researchers distributed 80 questionnaires, but 69 questionnaires received from participants, however only 60 questionnaires were properly filled out by the participants, accordingly my sample size was initially a total of (60) surveys, and %100 was turned back which means 60 surveys. Data for the research paper was collected through a questionnaire paper distributed to employees working at Telecom Companies. The researchers found that there is no difference in candidates' race and gender in internal promotion at Telecommunication Companies in Erbil-Kurdistan, therefore the researchers answered the first research question, and the second research question which stated that Within our organization, for second question the researchers found that the majority of participants believed that selection methods used (application forms, assessment centers, psychometric tests, interviews, CV data, references, group interviews) are important.

The purpose of the research was to identify the problems relating to the recruitment and selection methods and sources used in different ways by organizations. The finding of the research was merely or purely based on the opinions and results from the Human Resource Department of English Heritage. To provide the best available information and research materials on the different procedures adopted by organizations on the recruitment and selection methods and analyze their expectations and outcome of the procedures. A design of questionnaire was produced and was given to different executives in this field to provide us with the results based on that questions and a questionnaire was used in it. The feedback from the questionnaire has findings which are based on the primary and secondary researches. This Research study includes the feedback from the HR personnel's from the Organization's and my own research findings from previous and primary reports. This research is very practical study which provides further insights for academics and managers of both large and small organizations.

This study investigates the impact of recruitment and selection criteria on performance using Fidelity Bank Plc, Lagos Nigeria as focal point. The analyses of 130 valid responses obtained through a questionnaire that was administered to randomly selected respondents revealed that recruitment and selection criteria have significant effect on organization's performance (X 2 = 35.723; df = 3; p<0.05). The more objective the recruitment and selection criteria, the better the organization's performance (X 2 = 20.007; df = 4; p<0.05).

The Mahatma Gandhi Institute of Education for Peace and Sustainable Development (MGIEP) is UNESCO’s first category 1 institute in the Asia and the Pacific region focusing on achieving the Sustainable Development Goal (SDG) 4.7 towards education to foster peaceful and sustainable societies. The Institute is a leader in the conceptualization, design, and implementation of global and regional research projects and educational programs designed to inform policy, raise awareness, and foster the development of knowledge and skills of critical importance for the promotion of peace and sustainable development.

Toward achieving its mandate, MGIEP is systematically evaluating the effectiveness and impact of all of its projects and programs. With this objective, it is now conducting, or planning to conduct, a large number of empirical evaluation studies aimed at assessing the effectiveness of its online courses and in-person workshops. In particular, the MGIEP conducts pre- and post-program assessments of learning outcomes, longer-term follow-up surveys, pre- and post-program classroom observational studies, and experimental studies. aimed at rigorously evaluating the effectiveness of the programs and providing insights for their continuous improvement.

For this purpose, MGIEP seeks to recruit a National Project Officer (Research) to contribute to this line of empirical evaluation of the Institute’s research programs using state-of-the-art scientific designs, instruments, and analytic techniques to provide valid, reliable, and actionable insights.

Under the direct supervision of the Research Officer and overall guidance of the Director of the Institute, the incumbent will serve as the National Project Officer (Research) and will carry out the following tasks and responsibilities:

  • Design, develop, and implement evaluation research studies to test the effectiveness of MGIEP’s online courses.
  • Design, develop, and implement evaluation research studies to test the effectiveness of MGIEP’s in-person workshops and hybrid (online and in-person) educational programs.
  • Contribute to the development of the institute’s evaluation and monitoring framework.
  • Use robust scientific methodologies, both quantitative and qualitative, in all aspects of research studies.
  • Contribute to the development and implementation of new measurement instruments and research designs.
  • Prepare study reports and disseminate research findings in a format appropriate for key stakeholders, including government officials, educational practitioners, and academic researchers.

Co-ordination and Management

  • Supervise junior research staff directly implementing research projects and promptly inform management of project status, implement agreed courses of action and propose risk mitigation measures.
  • Act professionally and constructively with all colleagues and external partners and stakeholders.
  • An advanced university degree (Master’s Degree) in psychology, education, research methods, the science of learning, behavioral sciences, or a related field. 

Work Experience

  • At least 4 years of experience related to empirical research in the areas of education, teaching, curriculum development, pedagogy, technology, social and emotional learning, sciences of learning.
  • Experience in program evaluation research, measurement, evaluation and learning (MEL) studies or similar types of evaluation and monitoring research studies, particularly in areas related to education.
  • Experience working on international projects.
  • Experience in publishing empirical research work in peer-reviewed publications.

Skills and competencies 

  • Ability to collect, analyze, and interpret complex information to make informed decisions.
  • Excellent knowledge of comprehensive research, interpretation, and data analysis skills.
  • Knowledge of research methods and various intermediate and advanced data analytic techniques.
  • Ability to get things done under agreed-upon timelines while exercising good judgment and ensuring rigorous quality standards.
  • Ability to take responsibility for the outcomes of program delivery and facilitate improvement and innovation in the delivery of products and services.
  • Excellent written and communication skills. Experience in writing for different target audiences, in different formats, and in independent settings.
  • Ability to listen, adapt, persuade, and transform and create confidence among stakeholders by delivering authoritative positions, compelling analysis, and contextual acumen.
  • Excellent knowledge (written and spoken) of English and Hindi.
  • Ph.D. desirable in psychology, education, research methods, the science of learning, behavioral sciences, or a related field. 
  • Experience in leading and/or participating in evaluation studies is a major asset.
  • Experience in educational research.
  • International experience in research.
  • An H-Index of 3 and above is an asset.
  • Working knowledge of another UNESCO language (French, Arabic, Chinese, Russian, Spanish).

UNESCO’s salaries consist of a basic salary and other benefits which may include if applicable: 30 days annual leave, family allowance, medical insurance, pension plan etc.

The approximate annual starting salary for this post is INR  4,091,427 .
