Application requirements for all doctoral programs (phd).

All of our doctoral programs are designed to develop outstanding educational researchers who have a deep understanding of the scientific, practical and policy issues they study. All require full-time study, and we promise five years of full-time financial support for every student we admit. Our doctoral programs are small, typically ranging from about 25 to 35 new students a year. The small size of our doctoral cohorts creates big educational advantages for students: the classes are almost always small, students receive individualized attention from their advisors, and they have many opportunities to develop close collegial relationships with fellow students.

It is extremely important to demonstrate in your statement of purpose that your interests converge closely with the current research of faculty who work in the program to which you are applying. Other doctoral applicants will certainly do this, and if you don't, you will forfeit an important competitive advantage to them.

  • Tuition: fellowship/assistantship salary and tuition guaranteed for first five years of the program (autumn, winter and spring quarters) for all students, including international students. Funding includes two summers.

Application Fee

The application fee is $125 , is non-refundable, and must be received by the application deadline.

Application Fee Waivers

Stanford offers three types of application fee waivers for which GSE applicants may apply and be considered:

  • GRE Fee Reduction Certificate-Based Waiver
  • Diversity Program Participation-Based Waiver
  • School-Based Waiver

Statement of Purpose

A Statement of Purpose is required. Your statement should be typed, single-spaced and should be between one to two pages . Describe succinctly your reasons for applying to the proposed program, your preparation for this field of study, and why our program is a good fit for you, your future career plans, and other aspects of your background as well as interests which may aid the admissions committee in evaluating your aptitude and motivation for graduate study. You may indicate potential faculty mentors as part of your study and research interests. Be sure to keep a copy for your records. What's a Good Statement of Purpose?

A resume or CV  is required of all applicants, depending on which document is most appropriate for your background. There is no page limit for resumes or CVs, though we typically see resumes of one page in length. Please upload your resume or CV in the online application.

Three (3) Letters of Recommendation

Applicants are required to submit three letters of recommendation . In the online application, you will be asked to identify your recommenders and their email addresses. Please notify your recommenders that they will receive an email prompt to submit their recommendation online. You can submit your request for letters of recommendation through the system without submitting the entire online application.  Stanford GSE only accepts online recommendations through the application system ; Stanford GSE cannot accept mailed, emailed or faxed recommendations.

Recommendations should be written by people who have supervised you in an academic, employment, or community service setting. We very strongly recommend that at least one of these letters be from a university professor familiar with your academic work. Your recommendations should directly address your suitability for admission to a graduate program at Stanford GSE.

It is the applicant's responsibility to ensure that all three letters of recommendation are submitted through the system by the application deadline , so please work closely with your recommenders to remind them of the deadline.

College and University Transcripts

Transcripts are required from every college and university you have attended for at least one academic year as a full-time student. When submitting your online application, transcripts should be uploaded to the application as a scanned copy or PDF ; this is sufficient for the application review process. Please refrain from sending a secured PDF/transcript with a digital signature as our system cannot upload these properly. The best way to ensure we receive an upload-able document is for you to print out the secured transcript, scan it, and upload the scanned copy (not to exceed 10MB) as a PDF. 

If you earned a degree at the institution from which you are submitting a transcript, please ensure that the degree conferral date and the degree conferred is clearly visible on the document. If you are currently enrolled in a degree program and will not have earned the respective degree by the time of submitting your GSE application, you should submit your most recent in-progress transcript from your institution.

Only if admitted will we contact you with instructions on sending two copies of your official transcripts to our office. We cannot accept mailed, emailed or faxed copies of your transcripts during the application process. Please note: the instructions for sending transcripts on the online application and on the general Stanford Graduate Admissions Office website differ from this Stanford GSE requirement.

Concerning course work completed in a study abroad program

If the coursework and grades are reflected on the transcript of your home institution, you do not need to submit original transcripts from the study abroad institution.

Concerning foreign institutions

If your institution provides a transcript in a language other than English, we require that you submit a translation of the transcript that is either provided by the institution or a certified translator. Translations must be literal and complete versions of the original records.

If your transcript does not include your degree conferral date and the degree conferred , please submit a scanned copy of your diploma, a conferral statement, or a conferral document in addition to your transcript . If you are currently enrolled in a degree program and will not have earned the respective degree by the time of submitting your GSE application, you should submit your most recent in-progress transcript from your institution.

Stanford University requires the Test of English as a Foreign Language (TOEFL) from all applicants whose native language is not English. The GSE requires a minimum TOEFL score of 250 for the computer-based test, 600 for the paper-based test or 100 for the internet-based test in order to be considered for admission. The Test of Written English (TWE) portion of the TOEFL is not required. Applicants who have completed a four-year bachelor's degree or a two-year master's program (or its equivalent) in the U.S. or at an institution where English is the main language of instruction are not required to take the TOEFL. For more information on TOEFL requirements, please refer to the Required Exams  page on the main Stanford Graduate Admissions website. You may register for the TOEFL test directly at the ETS website .

TOEFL Dates and Deadlines

PhD applicants who are required to take the TOEFL should plan to take the internet-based TOEFL test and have official TOEFL scores sent electronically to Stanford at institution code 4704 (department code does not matter) no later than November 1 . This will give your official TOEFL scores time to be sent from ETS and be received by our system in time for the December 1 deadline. PhD applicants to Knight-Hennessy Scholars should plan to take the internet-based TOEFL test no later than October 16 so your scores can be received by our system in time for the November 16 KHS GSE deadline. Please note that the TOEFL may be taken no earlier than 18 months prior to the application deadline.

Does Stanford accept tests other than TOEFL?

No. We accept only TOEFL scores; we do not accept IELTS or other test scores.

Are both GRE and TOEFL a must for a PhD program in the US? Or only TOEFL will suffice?

I have completed my masters in English Literature from India and now want to do my PhD from the US. Should I take both the tests, i.e. TOEFL and GRE? Or only TOEFL will be enough? And if I need to take the GRE, then is it a must to take the subject test as well?

The TOEFL and the GRE are quite different. The 'point' -- in as much as standardized tests have one -- of the TOEFL is to figure out if you have sufficient mastery of English to study (and potentially be a Teaching Assistant/Instructor) in an English-speaking environment. The TOEFL is generally required of all non-native English speakers. Graduate programs often waive this requirement if the student is enrolled in and about to complete a degree from a US institution (or did so recently). It's possible that they might waive the requirement for a similar student from a university in other English-speaking countries such as the UK, Australia/NZ, etc. but I am not sure (I don't know anyone who has tried.) Sometimes graduate programs will state that they will waive the TOEFL requirement for a student from a bachelors/masters program with English as a language of instruction. Most Indian colleges/universities I know of are English-medium, but I've never heard of an Indian student applying from India who has had the TOEFL requirement waived this way. (I am an international student from India. I was an undergraduate in the US, and the TOEFL requirement was waived for me by all the graduate programs I applied to.)

The GRE on the other hand is generally required for all applicants, domestic and international. Wikipedia says that it aims to measure ''verbal reasoning, quantitative reasoning, analytical writing, and critical thinking skills that have been acquired over a long period of time and that are not related to any specific field of study.''

The TOEFL is more of a checkbox - programs just want all their international students to have some minimal mastery of English so they can perform the usual duties of a graduate student. The GRE is more of an actual comparative tool for all the candidates which can actually affect an admission decision. The two tests are quite different in content and questions --- the TOEFL might contain a question which will play an audio clip of a 'usual' conversation between a student and a professor and ask you whether you can understand what was said; whereas GRE questions might ask you to critique the logic of an argument or perform some high-school level problem-solving task.

Notably the TOEFL obviously does not have a quantitative section whereas the GRE does.

At this point in the US, I believe there are very few graduate programs that do not require at least the general GRE of all its applicants. Subject tests are not as widely required, but in my experience the better programs require them.

tl;dr: you will probably need to take both the GRE (general) and the TOEFL. Look into the programs you want to apply to to figure out whether you should take the GRE subject test.

There is no general rule here. The only solution is to look up the requirements of each program you are interested in applying to. Some schools may require both, others the TOEFL but not the GRE, or vice versa. (As for the subject test, it will most likely be required of all applicants or not required for all students. Domestic versus international likely won't matter.)

The TOEFL is one of the most popular and established options for students who need to prove their language skills in a PhD application, with around 30 million people taking the test in the past 50 years. It originated in America but the TOEFL is widely accepted by universities and education providers around the world.

This page will give you an overview of the TOEFL for PhD students, covering essential information on the exam format, test locations, scores and fees.

What is the toefl.

First launched in the 1960s, the TOEFL is currently administered by a non-profit organisation in Princeton, New Jersey called Educational Testing Service (ETS).

The exam has two formats:

  • The TOEFL internet-based test (iBT)
  • The TOEFL paper-delivered test (not to be confused with the paper-based test, which is no longer administered)

The most common version of the test is the TOEFL iBT, which is taken by around 97% of candidates at thousands of TOEFL centres across the globe. Meanwhile, the paper-delivered TOEFL is only available in locations where internet access is rare. The content of the two tests is the same.

Do I need to take the TOEFL for a PhD?

Universities and grad schools usually have varying policies when it comes to deciding whether a doctoral candidate needs to provide an English language qualification score.

Generally speaking, if you’ve completed university-level studies in a majority English-speaking country you won’t need to provide a TOEFL score when applying for a PhD. Institutions sometimes have different ideas of what constitutes a majority English-speaking nation, but these are the most common:

  • Canada (not including French-language studies)
  • New Zealand

How does the TOEFL work?

There are four sections in the TOEFL, measuring your listening , reading , writing and speaking skills. The TOEFL takes an integrated approach to these skills, meaning that you might be assessed on more than one element during a single section.

Taking 180 minutes to complete, this is how a TOEFL exam is structured:

  • Reading – You’ll answer multiple choice questions on three or four excerpts from academic texts. This section lasts for between 54 and 72 minutes.
  • Listening – You’ll answer multiple choice questions about the content of audio recordings from various settings (usually lectures and discussions). This section is between 41 and 57 minutes long.
  • Speaking – This section uses a computer microphone to record your thoughts on a certain subject. You’ll also answer questions about the previous two parts of the TOEFL (this is part of the test’s integrated structure). The duration of this session is around 17 minutes.
  • Writing – In 50 minutes you’ll write two essays in response to the reading and listening tasks.

There’s also a 10-minute break between the listening and speaking sections.

Each section is graded out of 30, with the TOEFL as a whole given an overall score out of 130 .

TOEFL iBT scores can be viewed around 10 days after taking the test, while ETS will post the results of a paper-delivered test around five weeks after the exam.

What TOEFL grade do I need for a PhD?

Usually you’ll need to achieve a TOEFL score of around 90 to be accepted onto a PhD programme, with no less than 20 in each section. This grade is generally the same as the language requirements for a Masters.

Bear in mind that required TOEFL scores can vary quite widely by university and discipline. If you’re applying for a PhD in a subject that requires a high degree of literacy (English Literature, for example), you may need a score of at least 100.

Who recognises the TOEFL?

The TOEFL is recognised by more than 10,000 universities, colleges and education providers in over 130 different countries across the world.

It’s the most common English language qualification in the USA but it’s also widely accepted in the UK , Ireland , Canada , Australia and New Zealand .

Where and when can I take the TOEFL?

You can take the TOEFL at one of the many authorised test centres in a well-established and wide network across the world. This network encompasses more than 4,500 locations in over 165 countries – this is the full list of TOEFL centres . The TOEFL is offered around 50 times a year at these locations.

Although the TOEFL can be taken as many times as you like , it can only be taken once in any 12-day period.

Online TOEFL

In 2020, ETS introduced the TOEFL iBT Home Edition in response to the COVID-19 situation. It's a fully-online version of the traditional TOEFL exam that can be taken from the comfort of your own home. Available worldwide (with the exception of mainland China and Iran), the TOEFL iBT Home Edition can be taken 24 hours a day, four days a week.

Trump rally shooter Thomas Crooks: Neighbors, classmates, employer speak

A 20-year-old man from Pennsylvania fired multiple shots at former President Donald Trump at a rally on Saturday evening.

A bullet grazed the presumptive Republican presidential nominee's upper right ear , leaving him bloodied but not seriously injured. One rally attendee was killed in the gunfire and two others were "critically injured," authorities later said.

Here's what we know:

Who is the shooter at the rally?

The FBI identified Thomas Matthew Crooks of Bethel Park, Pennsylvania, as the person behind the assassination attempt. Agency officials released little additional information, saying its investigation remains active and ongoing. They did not indicate what Crooks' motive might have been.

Crooks worked at a nearby nursing home. An administrator there told USA TODAY that the company was shocked to learn of the shooting and that Crooks had passed a background check for his job.

What did Thomas Crooks do at the crime scene?

During the shooting Saturday, Trump's right ear was injured, seconds before he was whisked off stage by Secret Service personnel.  One man attending the rally was killed  and two others were injured; Crooks was then killed by Secret Service agents , authorities said.

FBI special agent Kevin Rojek said on a call with media Sunday afternoon that authorities found "a suspicious device" when they searched the shooter's vehicle. Bomb technicians inspected the device and rendered it safe. 

"I'm not in a position to provide any expertise on the specific components of any potential bombs or suspicious packages," Rojek added. 

Rojek said law enforcement is sending the rifle and Crooks' cell phone, along with other evidence, to the FBI lab in Quantico, Virginia "for processing and exploitation."

"We're in the process of searching his phone," Rojek said.

What is Crooks' background?

Crooks is registered to vote as a Republican in Allegheny County, Pennsylvania, according to county voter records. His voter registration status has been active since 2021.

Federal Election Commission records show that in January 2021, Crooks made a $15 donation to the Progressive Turnout Project, a group working to increase voter turnout for Democrats.

Born Sept. 20, 2003, Crooks does not have a criminal record in Pennsylvania, nor has he been sued there, according to state court records. There is no record of him in federal court databases, either.

Where did Thomas Crooks work?

Crooks worked as a dietary aid, a job that generally involves food preparation, at Bethel Park Skilled Nursing and Rehabilitation, less than a mile from his home. In a statement provided to USA TODAY on Sunday, Marcie Grimm, the facility's administrator, said she was "shocked and saddened to learn of his involvement."

"Thomas Matthew Crooks performed his job without concern and his background check was clean," Grimm said. "We are fully cooperating with law enforcement officials at this time. Due to the ongoing investigation, we cannot comment further on any specifics. Our thoughts and prayers go out to Former President Trump and the victims impacted by this terrible tragedy. We condemn all acts of violence."

The facility is owned by Kennett Square, Pennsylvania-based Genesis Healthcare. A job posting from the company for a dietary aid in the Pittsburgh area puts the pay at $16 an hour.

Crooks' home address is listed in Bethel Park, a suburb in the Pittsburgh metropolitan area, voter records show. That three-bedroom brick house has been owned since 1998 by Matthew and Mary Crooks, who appear to be his parents. Telephone calls to the couple were not returned overnight.

Near the Crooks home, Dean Sierka, 52, said he had known Crooks and his parents for years, as neighbors separated by only a few houses. Sierka’s daughter attended school with Crooks from elementary school through Bethel Park High School, and said she remembers him as quiet and shy.

Dean and his daughter said they would see Crooks at least once a week, often when Crooks was walking to work.

“You wouldn’t have expected this,” Dean Sierka said. “The parents and the family are all really nice people.”

Thomas Crooks graduated two years ago from Bethel Park High School, the Bethel Park School District confirmed. He was included in a 2022 local news article about recipients of a National Math & Science Initiative Star Award at the public high school, which enrolls about 1,300 students.

Jason Kohler attended Bethel Park High School with Crooks and said he remembers the 20-year-old sat alone at lunch and was “bullied almost every day.” Kids picked on Crooks for wearing camouflage to class and his quiet demeanor, Kohler, 21, said.

Since hearing Crooks has been named as the shooter, Kohler has been speaking with classmates who knew him, most of whom are stunned by the news.“It’s really hard to comprehend,” he said.

Sean Eckert said he went to school with Crooks from 5th through 12th grade. He said Crooks always went by “Tom.“

They shared classes together in elementary and middle school. Eckert said Crooks, though "fairly smart," was quiet and rarely spoke up.

Eckert said Crooks did not seem to have many friends. He didn't recall Crooks being playing any sports, being involved in any clubs or student groups or going to popular campus events. He often wore hunting clothes, so Eckert assumed he hunted.

No one in Eckert's group text from high school seemed to know Crooks very well, he said. They were shocked that someone from their town had done this. They were even more surprised that it was Tom Crooks.

The gaming-oriented online site Discord said Sunday that it had found an account that appeared to be linked to the shooting suspect. The site removed the account, which “was rarely utilized, has not been used in months, and we have found no evidence that it was used to plan this incident, promote violence, or discuss his political views,“ according to a statement from a Discord spokesperson, adding that the company will coordinate closely with law enforcement.

Crooks was a member of the Clairton Sportsmen’s Club, a shooting club about 8 miles from his home. It is a sprawling complex of 180 acres with rifle, pistol and archery ranges, an area for dog training and a clubhouse, according to the club website.An attorney for the club, Robert Bootay III, confirmed Crooks' membership in an email to USA TODAY, but would not offer additional details.

Where is Bethel Park, Pennsylvania?

Bethel Park is a suburb of Pittsburgh and home to more than 32,000 people – about one thousand fewer than four years ago, according to the latest Census estimates. 

The majority-white, mostly college-educated community has a median household income of $102,177. 

Described as a charming retreat from the hustle and bustle of the big city to its north, Bethel Park boasts tree-line streets, friendly neighborhoods and a low crime rate.

Bethel Park is about 42 miles south of Butler, where the Trump rally was held. The leafy suburban street was alive with law enforcement overnight amid a multi-agency response to the shooting. A member of the Allegheny County bomb squad told reporters his team was headed into the house around midnight, but did not say why.

For hours afterward, the scene remained quiet, with deer passing under the police tape and an occasional neighbor stepping out of their house to see what was happening.

John Wolf, a local construction superintendent who lives down the road, said he’d talked with several worried neighbors.

“People are scared,” Wolf said.

How did Crooks shoot at Trump?

Crooks had been positioned on a rooftop more than 100 yards from the rally site, Secret Service spokesperson Anthony Guglielmi said. Law enforcement recovered an AR-style rifle from the scene.

Joseph Price, special agent in charge of the ATF in Pittsburgh, said the weapon used by the shooter was a rifle.“It was nothing special,” he said in an interview in the parking lot of the Butler Township Municipal Building.

Law enforcement is following up on a “number of suspicious occurrences,” said Lt. Col. George Bivens of the Pennsylvania State Police, including accounts from witnesses who said they tried to flag police about the activity of a person outside the rally moments before the shooting.

The FBI said in a news release that the situation “remains an active and ongoing investigation, and anyone with information that may assist with the investigation is encouraged to submit photos or videos online at  FBI.gov/butler  or call 1-800-CALL-FBI.”
