The education advisor is line managed by the Team Manager for the Extended Adolescent Service the team sits within the wider Adolescent Service. The role requires you to have an excellent knowledge of education and the challenges faced by young people who are not in full time education or have been out of an education setting for a significant period. The role requires you to have a good understanding of multi-agency working. You will be required to work with social workers, teachers, psychologist, and other professionals to carefully formulate bespoke packages for young people with complex needs.

The role is varied and rewarding. Working with social care networks, adolescent service advising and supporting parents, liaising with schools and some direct work with young people are key task of the role.

About the role

  • You will be responsible for education advice within the Adolescent Services and be the single point of contact to manage and address children and young people’s educational needs.
  • You will be working alongside the Local Education Authority and schools to ensure that all young people open to Brighton and Hove Adolescent Services have access to and are engaged in appropriate education.
  • You will direct, monitor, advise, and support schools working as part of a multi-disciplinary network alongside the Virtual School, the Educational Psychology Service, Special Educational Needs (SEN), Youth Employability Services, and local authority specialist education providers.

Additional information

Your starting salary will be pro rata if the above position is less than 37 hours or term-time only.

Part office / part home – hybrid -  We are a workplace that supports flexibility and employee wellbeing in the way we work whilst providing the best service for our customers. Team and service working arrangements are designed to support both employee work life balance and team collaboration. These would be part of your individual working arrangements alongside any personal preference agreed with your manager in advance of joining.

Working arrangements are subject to Government guidance at the time. Your contractual location will be the designated council office for your team and travel to and from your contractual location would be at your own expense.

The National Science Foundation (NSF) is seeking qualified candidates for a Senior Advisor position within the Directorate for Social, Behavioral and Economic Sciences (SBE), Office of the Assistant Director (OAD) in Alexandria, VA.

SBE has an immediate and urgent need for the following:

  • The formulation of the Directorate's scientific goals, objectives and priorities.
  • The integration of scientific and technical priorities into effective policies, strategies, and programs.
  • The implementation of program planning, implementation and evaluation procedures for the SBE Directorate, which includes four divisions.
  • The Senior Advisor will serve as a member of the SBE senior leadership team and assist the Assistant Director. 
  • The Senior Advisor will work with the Assistant Director and other senior SBE officials to facilitate the directorate's planning for and coordination of activities related to the social, behavioral and economic sciences. This includes the development of mission statements and goals, strategic plans, long-range plans, budgets and operating plans. 
  • The Senior Advisor will develop analyses, advice and recommendations on policy issues facing SBE, with major attention to their scientific aspects. 
  • The Senior Advisor will also play a central part in planning to ensure that program implementations effectively reflect policy decisions relative to social, behavioral and economic sciences research and education.                                                                     

Position Description

This position is in the Office of the Assistant Director, Directorate for Social, Behavioral and Economic Sciences (SBE), National Science Foundation (NSF). The Senior Advisor serves as a member of the SBE leadership team and assists the Assistant Director in a) the formulation of the Directorate's scientific goals, objectives and priorities, b) the integration of scientific and technical priorities into effective policies, strategies, and programs, and c) the implementation of program planning, implementation and evaluation procedures for the SBE Directorate, which includes four major components. The Division of Behavioral and Cognitive Sciences, the Division of Social and Economic Sciences, and the SBE Office of Multidisciplinary Activities support disciplinary and multidisciplinary research and education activities. The National Center for Science and Engineering Statistics is the nation's principal producer of policy-relevant, policy-neutral statistical information on the U.S. science and engineering enterprise. The Senior Advisor participates with the Assistant Director in the coordination and overall management of Directorate activities with the directorate's senior managers and a staff of approximately 144. 

Many of the directorate's activities have significant interagency dimensions in terms of scientific policy and programmatic development and operations. The incumbent, who takes a lead role in high-level interagency efforts, serves as a Senior Advisor for SBE by preparing analyses that will provide a basis for major decisions in priority setting, directorate and program planning and internal management, and for translating scientific decisions into effective budgetary and operational activities. Knowledgeable in the trends of research in the full range of the directorate's fields, is cognizant of current and proposed initiatives impacting the SBE directorate and provides advice on the implications of such on the Directorate's future programs and budgets. 

II. MAJOR DUTIES 

  • Works with the Assistant Director and other senior SBE officials to facilitate the directorate's planning for and coordination of activities related to the social, behavioral and economic sciences. This includes the development of mission statements and goals, strategic plans, long-range plans, budgets and operating plans. 
  • Develops analyses, advice and recommendations on policy issues facing SBE, with major attention to their scientific aspects. 
  • Plays a central part in planning to assure that program implementations effectively reflect policy decisions relative to social, behavioral and economic sciences research and education. 
  • Analyzes and integrates scientific input and policy guidance from the Office of Management and Budget (OMB), the Office of Science and Technology Policy (OSTP), Congress, the National Academy of Sciences, professional societies, the National Science Board, NSF policy groups, the SBE Advisory Committee, other agencies and organizations into the directorate's plans, and works with appropriate staff to formulate and assess major budget and program initiatives. 
  • Provides critical analyses for use by the Assistant Director in presentations, hearings and congressional testimony, and ensures that materials properly reflect the directorate's scientific priorities.
  • Coordinates and monitors activities that assess the overall effectiveness of the directorate's research portfolios and ensures performance measures are examined annually and reconfigured for maximum effectiveness. 
  • Establishes procedures and processes to monitor organizational goals and objectives. Upon request of the Assistant Director, functions as the Acting Deputy Assistant Director for SBE in the absence of the latter. 
  • Serves, as assigned, as the organizational representative on senior level policy and planning bodies, both technical and managerial, such as NSF-wide task groups, private and public bodies both foreign and domestic, and working committees.

  • Substantial research and strong evidence of scholarship and leadership in the social, behavioral, and economic sciences or a closely related field as evidenced in publications and other professional contributions. 
  • Ability to support the senior leadership of SBE in recommending and implementing new or modified policies and plans in scientific, fiscal, and administrative matters to improve the activities of management. 
  • Demonstrated ability to conceptualize effectively and communicate with others regarding complex issues and ideas in a clear and concise manner. 
  • Experience in interdisciplinary and multidisciplinary research areas, preferably including participation in a team research environment. 
  • Experience in interagency interaction and outreach to the scientific community. 

Appointment options

The position recruited under this announcement will be filled under the following appointment option(s):

Intergovernmental Personnel Act (IPA) Assignment: Individuals eligible for an IPA assignment with a Federal agency include employees of State and local government agencies or institutions of higher education, Indian tribal governments, and other eligible organizations in instances where such assignments would be of mutual benefit to the organizations involved. Initial assignments under IPA provisions may be made for a period up to two years, with a possible extension for up to an additional two-year period. The individual remains an employee of the home institution and NSF provides the negotiated funding toward the assignee's salary and benefits. Initial IPA assignments are made for a one-year period and may be extended by mutual agreement. 

Eligibility information

Qualifications

Candidates must have a Ph.D. in an appropriate field related to the social, behavioral, or economic sciences, plus after award of the Ph.D., candidates must have six or more years of successful research, research administration, and/or managerial experience pertinent to the position.

Quality Ranking Factors : Final ranking is based on an evaluation of experience, education, and training as they relate to the knowledge, skills and abilities specified in the following factors:

  • Knowledge of SBE research and of current and emerging trends in SBE research and education.
  • Awareness of existing and potential academic-industry-government partnerships necessary for furthering the frontiers of SBE research and innovation.
  • Knowledge of the relevance of SBE science to national priority areas such as building a resilient future, supporting emerging industries, designing infrastructure of the future, and creating human-centered technologies and technology rich environments that will enable people to pursue more satisfying and productive lives.  
  • Recognized professional standing in academe, industry, or government for the SBE sciences as evidenced by a sustained record of scholarship, professional, or and leadership activities.
  • Demonstrated ability to anticipate, design, plan, coordinate, and manage policy-related tasks to achieve organizational objectives.
  • Ability to effectively and convincingly communicate policies and plans to peer groups, high-level decision making and policy groups, and Congressional staff, with major attention to STEM education research and policy.

Senior Technical Advisor, Water, Environment and Climate Change Nexus - Kenya (Technical Specialist - Environmental) - Retainer Homebased

WEC Background: 

The Water, Environment and Climate (WEC) portfolio, based in Vienna, and with offices based globally is part of the UNOPS Global Portfolio Office. The Portfolio has built strong partnerships and is effectively managing a portfolio of over 500 million USD over the last 15 years to support key initiatives with fund management, project implementation and administrative support. 

WEC effectively operationalizes partners' agendas with global approaches, as well as regional and country specific activities focused on climate action, protection and conservation of the environment. Partners profit from WEC’s ability to operationalize and/or scale up their important substantive agendas, including in support of key multilateral environmental and climate agreements, such as the Paris Agreement, the Cartagena Convention as well as the Sustainable Development Goals. 

The NDC Partnership: 

The NDC Partnership is a global coalition of countries and institutions collaborating to drive transformational climate action through sustainable development. In 2015, the world endorsed the Paris Agreement and the 2030 Agenda for Sustainable Development. Nations signal their commitments to the Paris Agreement through Nationally Determined Contributions (NDCs) - each country’s strategy to cut its own greenhouse gas emissions and build resilience against the negative effects of a changing climate. The Partnership advances the goals of the Paris Agreement by bringing together nearly 200 countries and institutions in new ways to accelerate NDC implementation and enhance ambition over time. The Partnership’s work through 120 partners supporting almost 80 countries produces many examples of impact, lessons learned and ideas for the future. The Partnership is governed by a Steering Committee, co-chaired by two country representatives. The Partnership’s work is facilitated by a Support Unit based at World Resources Institute in Washington DC and the UNFCCC Secretariat in Bonn, Germany. UNOPS supports the NDC Partnership and its Support Unit through the Water, Environment and Climate (WEC).

Country Context

Kenya is experiencing devastating impacts of climate change that are negatively impacting the economy, well-being of the people and causing environmental disruptions. Kenya submitted its updated Nationally Determined Contribution (NDC) to the United Nations Framework Convention on Climate Change (UNFCCC) Secretariat December 2020, targeting 32% reduction in GHG emissions by 2030 compared to the BAU scenario (143 MtCO2eq). The Ministry of Environment, Climate Change and Forestry was created under Executive Order No. 1 of 2023 in the Organization of Government of Kenya. This Ministry is mandated to undertake to protect and conserve the natural environment, to control pollution, restore and protect water towers and wetlands and to develop policies in line with forestry development and management and climate change action. 

To implement the NDC, the Ministry of Environment, Climate Change and Forestry (MoECCF) has established initiatives under the National Climate Change Action Plan III (NCCAP) 2023-2027 and Long-Term low green-house gas Emissions Strategy (LT-LEDS) to achieve the Paris agreement targets. The Department of Environment and Climate Change is spearheading partner and stakeholder coordination for resource mobilization to achieve the Country’s ambitious targets on climate action. The recent inauguration of the Africa Climate Change Summit and the amended Climate Change Act 2023 has proven the Ministry’s commitments towards continued climate action. With much work arising from the various aforementioned programs and initiatives the Ministry is requesting additional support for technical advisory and administrative services in the office of the Principal Secretary, Department of Environment and Climate Change.

Contractual Arrangement

Contract Duration: 12 months, 220 days with possibility of extension depending on performance and on availability of funds.

This is a retainer home-Based position, and therefore the incumbent will need to use his/her own laptop and software.

As this is a local position, in order to be eligible, the incumbent should be a national of Kenya or have a valid residence permit in the Country.

Functional Responsibility

Technical Support

Knowledge Management, Communication and Reporting 

The incumbent will provide additional support for technical advisory and administrative services in the office of the Principal Secretary, Department of Environment and Climate Change in order to maintain climate action, environment and water and sanitation programs and projects efficiency and to ensure that services are provided in an effective and efficient manner. Additionally, the role will contribute towards enhancement of the Ministry’s coordination mandate to mobilize resources at the Principal 

Secretary’s level to achieve Kenya’s climate change action with a focus on Environment, Climate Change, Water and Sanitation. The position will be based in the office of the Principal Secretary, State Department of Environment and Climate Change. 

The Senior Technical Advisor will report to the NDC Partnership Country Engagement Specialist and/or Regional Manager. The incumbent will work closely with the Principal Secretary (PS) and the NDC Partnership Focal Point in MoECCF and the NDC Partnership Support Unit. He/she will need to bring his/her own laptop to the ministry's duty station. This is a national vacancy/position home based in Nairobi, Kenya for twelve (12) months with possibility of extension depending on performance and on availability of funds.

1. Technical Support

To maintain climate action Environment, Climate Change, Water and Sanitation programs and projects efficiency and to ensure that services such as liaison with other offices on technical issues, preparation of necessary technical documents are provided in an effective and efficient manner in the office of the Principal Secretary, State Department of Environment and Climate Change 

Develop technical guidance notes on priority topics in the ministry such as climate change adaptation and mitigation, water and sanitation and other cross-cutting themes such as circular economy, sustainable consumption and production to inform strategic positioning of the country through technical advisory to the PS and policy development/review. 

Advise the PS national and global work on water pollution, basic sanitation, loss and damage, carbon credits, climate risks and impacts, vulnerability, resilience. 

Enhance the Ministry’s coordination mandate to mobilize resources at the Principal Secretary’s level to achieve Kenya’s climate change action priorities through liaison with the NDC Partnership in-country facilitator to coordinate development partners. 

Research and provide technical input on global and national policies to inform national and sub-national policy and technical advisory on cutting edge and relevant innovation on water and sanitation and the broader environmental sector topics. 

Research and provide technical input on the nexus between climate change, water and sanitation to increase resilience and reduce impact of climate hazards in water sources and sanitation systems.

Lead drafting of technical reports of the Principal Secretary’s strategic engagements including field visits and meeting of minutes and following up on key action points of the visits/meetings 

Support external communication by contributing to drafting of public/media information on projects and programs 

Maintain records and databases of ongoing and incoming projects and consistently update the progress in coordination with technical staff. 

Lead the development of high-level event/meeting briefs, drafting high level speeches and talking points for the Principal Secretary 

2. Knowledge Management, Communication and Reporting  

Continually foster a positive working relationship between the Office of the Principal Secretary and its partners and stakeholders by exchanging pertinent updates and information and implementing engagement outcomes in coordination with other departments. 

Coordinating with officers and specialists to prepare responses to inquiries from stakeholders on technical matters directed to the Office of the Principal Secretary.

Prepare and edit reports, data, and information for various projects under the Department and oversee technical documentation

  • Bachelor’s degree preferably in water & Sanitation Engineering, Environmental & Biosystems Engineering, Development Studies, Environmental Science, Natural Resource Management, Environmental Law or any other related field from a recognized institution. 
  • Master's degree or higher is an added advantage. 

5 years of experience in environmental and/or water policies, environmental and/or climate change aspects of demand-driven development programmes/projects is required.

Experience in influencing development of adaptive policies, guidelines and regulations at national and/or sub-national levels.

Excellent qualitative and quantitative analytical skills and the ability to rapidly analyse and incorporate diverse information from a range of sources into concise reports.

  • Demonstrate ability to manage multiple technical and administrative tasks. 
  • Previous experience working with projects and with a range of stakeholders.
  • Experience in management and delivery of multi-donor funded projects.
  • Excellent communication skills; both verbal and written. 
  • Proficiency in English is required.
  • Fluency in Swahili is an advantage.
