Your cover letter is as important as your resume because it is often read first and plays a vital role in your quest for an interview. A cover letter is not a transmittal letter, and you may be surprised at how time-consuming it is to craft a good one. A cover letter has a purpose, which is to let an employer know why they should bother reading your resume and why they should meet you. It also serves as an example of your written work product; thus it should be clear, brief, and written in a business letter style, without any typographical errors.

1. Cover letters for unsolicited applications come in three main types:

  • Personal Letter. These are the most effective cover letters and are sent to people you have met or with whom you have a mutual acquaintance. These letters should all start with the sentence: “_______ recommended that I contact you.” As this type of letter is most likely to get a response, if you have any possibility of establishing this sort of connection to a prospective employer in advance of sending your letter, you should try your best to do so.
  • Targeted Letters. Next best thing. Targeted letters are based on research of the employer, and are individually tailored. Your letter should incorporate the information learned through your research to show the employer that you have skills they will be able to put to use.
  • Mass Mailers. Least desirable. These are generic except for the name and address of the employer, and have a very low success rate of getting interviews.

2. When you respond to a job listing, you will usually be requested to submit a cover letter as part of your application. In this case, use the job description and requested qualifications as a guide. While not simply imitating the language of the listing, your letter should demonstrate that you have what the employer is looking for.

3. A few employers at OCI request that students bring a cover letter to the initial interview. This is essentially to require students to think about why they want to work for this employer, but it makes for a letter which deviates from the usual “please consider me for an interview” approach. See below for suggestions on OCI cover letters.

Cover letters should follow standard business letter format, as to spacing, salutation, etc. If you are not sure of the fine points, consult a business correspondence reference source. Avoid abbreviations, contractions and shortcuts (such as a slash instead of “or”), although if there is an accepted short form of the name of the organization you are writing to (e.g., ACLU or Coblentz) it is acceptable to use it in the text of your letter. Your telephone number and email address should appear somewhere in the letter, either at the top with your address, or in the closing paragraph, when you ask them to contact you. Note that your resume is “enclosed,” not “attached” (which means clipped or stapled).

If you are not sure to whom you should send your letter, it is always acceptable to write to the executive director of a nonprofit, or the hiring partner or head of recruiting at a firm; they can forward your application to the appropriate person within the organization. If at all possible, write to an individual by name, not to “Director” or “Recruiting Coordinator.” Firm and organization web sites are very useful in finding this information (and for confirming correct spellings and the like); it may be more difficult to find the name of an individual addressee for government job opportunities. If you do not have the name of an individual, the salutation should be “Dear Sir or Madam” (not “To Whom It May Concern”). Of course if you are responding to a job posting, address your letter exactly as instructed.

As for the appropriate salutation, traditionally, it is “Dear [Mr./Ms.] [Last Name].  However, we understand that this prevailing business norm may not be inclusive of individuals who do not use either of those titles (for example, because they identify as gender nonconforming). One alternative, “Dear [First Name] [Last Name]”, avoids presuming how the recipient may identify, but it is not without some risk.  

If you use this approach, a recipient less attuned to thinking about gender inclusivity (and accustomed to seeing only “Dear [Mr./Ms] [Last Name]”) may wrongly conclude that you were unfamiliar with professional etiquette or that you used a mail merge template and did not bother to customize it.  While awareness around these issues is increasing, we believe that, unfortunately, it is still not a small number of recruiting representatives and attorneys who might draw the wrong conclusion.

One way to navigate this tricky situation might be to see if the recipient has an online presence (e.g., on the firm website or LinkedIn) that might give you a strong clue as to how they would like to be addressed.  Otherwise, you will need to make your own judgment as to whether recipients are more likely to recognize your inclusivity or to view the greeting as awkward or erroneous.

In our office, we are also working to help employers become familiar with gender-inclusive approaches like “Dear [First Name] [Last Name],” but like any process of education, this will take time. In the meantime, our primary goal is to make sure that all Berkeley Law students are fully informed as you navigate legal job markets. We are always available to discuss individually what approach would be the best fit for you.

First Paragraph. Begin your letter with a statement of who you are and why you are writing. Introduce yourself as a law student (including the year you are in) or a graduate of Berkeley Law and specify what it is you are seeking: a summer job, an associate position, a clerkship, part-time work during the school year, etc.

The goal of this paragraph is to give the reader a reason to want to finish reading the letter. If you don’t have a personal connection to cite, try to establish a nexus between yourself and the employer, such as knowledge of their practice, an established commitment to or interest in their work, a connection to their city, or something else which conveys that you are not just writing to them as part of a mass mailing for any job in any location. (If that in fact is what you are doing, try not to be too obvious about it. An employer wants to think that you sought him or her out purposely rather than randomly.)

Body Paragraph(s). This is the section in which you “sell” your experience and qualifications to the employer. Your goal here is to answer the question, “Why should the employer meet you?”

Call attention to something which substantiates your interest in this particular employer. It could be coursework in their specialty, the recommendation of a professor in their area of practice, undergraduate residency in their city, or any other indication of your interest. Try also to show how your experiences will translate into skills which will be useful to this particular employer. Highlight relevant qualifications which are not on your resume, such as coursework, research, or a prior connection to the organization or the issues they work on. If you have general legal skills such as negotiation, litigation, client counseling, interviewing, mock trials, etc., you may want to include them. As much as possible, try to convey understanding of, and enthusiasm for, the aims of the organization.

Employers do not expect first-year students to have highly-developed legal skills to offer. Therefore, for first-year students writing to private firms, this section can be a single, short paragraph, unless you have a strong background in a relevant area. However, even inexperienced first-year students writing to public interest/sector organizations should make an effort to describe skills and interests that are relevant to the employer.

It is appropriate and not uncommon for a public interest cover letter to be somewhat more detailed or personal than a private sector cover letter. Of course, it is still very important to be concise, but it is acceptable for the letter to be a full page if your experience dictates. In a public interest cover letter, it is important both to highlight your demonstrated commitment to the mission/work/client base of the organization through your own relevant work or life experience, and to illustrate your relevant skills. Take another look at your resume for items that show your interest, commitment and skills. Even if you do not have experience in the specific area in which an organization works, it is still important to emphasize your demonstrated commitment to the public interest, and to draw connections between that general commitment and the specific work of the organization. As it is important not to merely regurgitate your resume, consider including a story that illustrates you are interested or qualified in the position.

If your application raises questions that are readily answered, such as availability after the Bar exam, judicial clerkship plans, etc., the letter can address those; other issues may be better deferred to the interview stage. Consult a CDO attorney-counselor if you’re not sure whether to include something in your cover letter.

Final Paragraph. In your last paragraph, thank them for their consideration, and say you hope to hear from them soon. For out-of-town employers, indicate when you plan to be in their geographic area and state your availability for an interview. Be sure to include your phone number and email in this paragraph unless you use a letterhead style that includes them at the top of the page. If you state that you will call the employer to follow up on your application, be sure you do so.

If you are bringing a cover letter to an on-campus interview (which you should do only if the employer requests you to), the content will be a bit different. You don’t need to introduce yourself, as you will be there in person, and you won’t request an interview at the closing. But you can thank the employer for interviewing you and say that you welcome the opportunity to learn more about the employer and to discuss the possibility of working for them. The important thing is to show why you are interested in this particular employer, and how you think your background makes you a good match for them.

The mistakes most commonly found in student cover letters are:

  • Restating your resume. “ I graduated from the University of Oregon in 2005, with a B.A., cum laude, in Political Science, then worked as a substitute teacher in an urban high school before starting law school in the fall of 2008 .” Don’t waste space with facts that are readily gleaned from your resume! Instead, you could say (briefly) how your work experience led you to pursue a legal career in an area practiced by the employer.
  • Focusing on what you stand to gain from the job . “ I am particularly interested in your firm’s excellent training program for summer associates, and in gaining exposure to a variety of different practice areas.” Remember, employers only grant interviews to candidates who offer something of potential use to the employer. Try to say how your skills and enthusiasm will help the employer serve its clients, or otherwise further its aims.
  • Being too informal or familiar. “I’m thrilled by the possibility of working with you this summer, and would love to meet with you in person/by phone to chat about what the options might be.” Enthusiasm is good, but it must be presented professionally.

Other cover letter mistakes include: being defensive or apologetic; appearing arrogant or entitled, and being too long and wordy. Unsupported statements of your qualities (“I am highly motivated and a quick study”) do not help your case. Generic reasons for your interest in the employer (e.g., its “excellent reputation”) tend to demonstrate your lack of specific knowledge. Of course typos and inaccuracies, such as misspelled names, or (please!) stating an interest in a practice area that the firm doesn’t have, are automatic application-killers.

The curriculum vitae (CV) is the traditional method of application and is widely used throughout the legal profession. You will still need a CV, even if you are applying to organisations that use application forms, for two main reasons.

  • The information on your CV forms the basis of many of the answers you will need to give on application forms
  • Having an up-to-date law CV is useful when applying for work experience or to give information to a useful contact.

Before you start drafting

Think about the type of organisation or specific organisation you are applying to. What are they likely to be looking for in a candidate? See your work from Step 1 and 4.

Know what skills and experience you have to offer a prospective employer. See your work from Step 2.

Know what you want to use the CV for. Is it to apply for work experience or a speculative application? See your work from Step 2 and 3.

Tips for a good law CV

  • Target your legal CV – you need to adapt your CV to each individual recruiter so that they are able to see how you could fit in with their organisation.
  • Length – keep it to no more than two sides of A4 paper.
  • Make it easy to read – create a clear structure, leave enough white space and make use of formatting like headings.
  • Look professional – use plain white paper, a size 11 standard font like Arial or Calibri, and avoid photos and exclamation marks.
  • Correct spelling and grammar is essential – don’t rely on spellcheck; proofread several times to make sure your CV is error free.
  • Be honest whilst ensuring you are making the most of what you have to offer.
  • Focus on your cover letter as much as your CV.

There is no single correct way to lay out a law CV and you will have to try different structures to see which one works best for you.

A traditional structure contains the following information:

Personal details

Include your name and contact details such as address, email address and phone number as a heading. You don’t need to put the words ‘Curriculum Vitae’ on your CV.

Education and training

Arrange your education in reverse chronological order, with your most recent example displayed first. Include the name of the institution, subjects, dates and your grades. Detail any professional legal qualification you have such as the Legal Practice Course (LPC) or the Solicitors Qualifying Examination (SQE) . Don’t forget to mention the areas of law that you studied and state your dissertation title if relevant.

Employment and work experience

Depending on how much experience you have, you might want to separate out and highlight any legal, commercial or voluntary experience. Describe your key tasks and responsibilities, mentioning the positive results of your actions. Apply your law work experience to demonstrate your passion and part-time or voluntary work to show your transferable skills such as teamwork and communication.

Additional skills

A brief mention of other relevant skills you have such as the languages you speak, a proficiency in software packages or technical skills such as programming languages.

Extracurricular activities

Mention things you do outside of work and the classroom such as sports and clubs. Experiences such as membership in the Law Society or starting a new club at the University will help you stand out.

Stating ‘references available on request’ will usually suffice.

Many law graduate jobs at solicitors’ firms in the UK will ask you to apply for a training contract with a covering letter. Read this advice from recruiters at Slaughter and May, Cleary Gottlieb and Ince & Co, then follow our law cover letter template.

Some recruiters will want you to upload your covering letter as part of an online application form (such as Baker McKenzie and Jones Day), while others – usually smaller, high street law firms – will want you to send the letter alongside a CV (see our law CV example here ).

How to write a law cover letter tip #1: use the letter to explain why you want to be a solicitor at that particular law firm

A covering letter is a golden opportunity to explain your motivations for becoming a lawyer and for applying to that specific firm. ‘My advice is to use the cover letter to introduce yourself and to explain why you are applying to that firm,' says Janine Arnold, trainee recruitment manager at Slaughter and May . ‘Be sure to include any additional information that you feel is relevant to your application.’

If you’re uploading a covering letter as part of a larger application form you should avoid repeating examples you’ve used to answer questions on the form. Give as broad a picture of your skills and experience as possible and only repeat something if you think it is particularly significant to that law firm. Your covering letter is an introduction to get the recruiter’s attention – a sample of your potential, if you like – not your overall application.

‘A well-written, succinct, persuasive covering letter crafted by an aspiring trainee solicitor who has really thought about the firm stands out,’ says Nichola Rowe, director of legal human resources at Cleary Gottlieb . ‘Ask yourself: what sets this firm apart from other law firms and how do my individual skills and experiences marry with that firm?’.

A covering letter should be a maximum of one page, with a font size of 11 or 12. Slaughter and May ’s Janine Arnold agrees: ‘A lengthy covering letter is not necessary; aim for it to be no longer than one side of A4.' Remember that some firms will give a word count for the covering letter they want you to write as part of your application. It's important to stick to that word count. It shows that you can write succinctly and follow instructions.

The best law cover letter examples have a clear structure, such as:

1. The introduction to your cover letter

Introduce yourself, explain what stage you are at in your degree course (including the university you’re attending), state that you are applying for a training contract and where you read about the law firm. This should only be a sentence or two.

2. A paragraph on why you want to work at that law firm

The second paragraph should cover why you want to be a solicitor and why you want to work for that law firm in particular. Highlight any experiences you’ve had that have convinced you that you want to be a solicitor, such as vacation schemes, open days or insight days. You can even mention mini-pupillages – it will impress graduate recruiters if you’ve put the effort into comparing the two sides of the legal profession, as long as you have good reasons for picking a career as a solicitor (this could come up at interview).

Make it clear why you want to work in the particular area of law that the firm focuses on. For example, if it’s a commercial firm you’ll want to draw on any work experience you’ve had at other commercial firms. Show off your research about the firm by explaining your interest in their main legal practice areas – don’t just say ‘I am interested in shipping law’, for example, but provide evidence of that interest.

You might also want to mention the firm’s training structure. Some firms will have compulsory seats, in which case you’ll need to show an interest in those areas. If you’ve chosen a firm that doesn’t have compulsory seats, or has no seat structure at all (such as Jones Day for example), then you could explain why this appeals to you above a more defined training contract structure.

3. A paragraph highlighting why you're a good fit for the law firm

Next, you need to pitch yourself to the recruiter. Make it clear that you are suited to a career as a solicitor: highlight achievements that show you have the competencies the firm has asked for. If the firm hasn’t specified exactly what it's looking for, see our article here on the skills most legal recruiters want from applicants. Don’t just say ‘I have good communication skills’ – you need to mention an achievement that hinged on your use of those skills.

4. The ending to your law covering letter

Close by referring the recruiter to your CV or application and stating your availability for interview(s) or assessment centre(s).

'Covering letters should also explain any mitigating circumstances relating to exam results and to address any questions that you may reasonably expect to arise from your application, such as any gaps in your CV,’ explains Janine.

Once you’ve put your covering letter together, don’t be tempted to rush it off. Ask friends, family and your university careers adviser to check it. ‘There is no good excuse for spelling errors, especially when you’re applying for a job that requires scrupulous attention to detail,’ points out a legal recruitment adviser at Ince & Co . ‘The number of applications we receive that contain errors is surprising. Your application is all we’ve got to go on, so you owe it to yourself to ensure it’s not let down by something so easily avoidable.’

The Office on Violence Against Women (OVW), a component of the U.S. Department of Justice, provides national leadership in developing the nation's capacity to reduce violence against women through the implementation of the Violence Against Women Act (VAWA).  Created in 1995, OVW administers financial and technical assistance to communities across the country that are developing programs, policies, and practices aimed at ending domestic violence, dating violence, sexual assault, and stalking.  OVW administers more than 20 grant programs, which were established under VAWA and subsequent legislation.  Since its inception, OVW has awarded over $9.5 billion in grants and cooperative agreements and has launched a multifaceted approach to implementing VAWA that accounts for the needs and interests of those most affected by these offenses.  By forging state, local, and tribal partnerships among police, prosecutors, victim and community advocates, health care providers, faith leaders, and others, OVW grant programs help provide victims with the assistance, support, and services they need to pursue safe and healthy lives, while simultaneously enabling communities to hold offenders accountable for their violence.

In addition to overseeing federal grant programs, OVW and its Director provide national leadership in the field of violence against women.  Recent OVW policy initiatives have included promoting the reauthorization of VAWA, enhancing workplace violence policies, strengthening Departmental guidance on law enforcement responses to domestic violence and sexual assault, and enhancing responses to Native American victims.  OVW also supports special initiatives to identify and disseminate promising practices, including the Domestic Violence Homicide Prevention Demonstration Initiative.  Pursuant to VAWA, OVW administers grant programs specifically designed to meet the needs of culturally specific, tribal, and rural communities, as well as individuals in later life, Deaf individuals and those with disabilities, and underserved populations.  The office is comprised of individuals from many different backgrounds and encourages sharing ideas openly, interdisciplinary collaboration, and professional development.

This law internship offers valuable hands-on experience in conjunction with formal education to provide the incumbent with the knowledge, skills, and/or abilities for Federal employment in the legal field. Selections are made based on many elements of a candidate’s background, including a demonstrated commitment to government service, academic achievement, leadership, law review or moot court experience, legal aid and clinical experience, past employment, and extracurricular activities that relate to the work of the Office.

As the federal agency whose mission is to ensure the fair and impartial administration of justice for all Americans, the Department of Justice is committed to fostering a diverse and inclusive work environment. This internship offers students an excellent opportunity to perform extensive legal research, writing, and analytical skills, and to expand their knowledge on the administration of OVW and its grant programs.

Works with attorneys on a broad range of projects and studies related to domestic violence, dating violence, sexual assault, and stalking, planning, and conducting special initiatives, studies, and projects. 

Intern may also assist the General Counsel in their roles in representing OVW in different capacities such as Reviewing legislation affecting violence against women issues, draft or prepare a variety of documents to include legal memoranda, responses to routine inquiries, reports, letters, and other related documents.

First-year (second semester), second- and third-year law students. Students who will graduate prior to or during the course of the internship are NOT eligible.

Must be a U.S. citizen. A background check is required because of the sensitive nature of the work performed by the OVW. Selected Interns are subject to a background investigation because of the sensitive nature of the work performed by this office. Background materials must be submitted timely as directed in order to begin work on time.

Applicants eligible for veterans' preference must include that information in their cover letter or resume and attach supporting documentation (e.g., the DD 214, Certificate of Release or Discharge from Active Duty and other supporting documentation) to their submissions. Although the "point" system is not used, per se, applicants eligible to claim 10-point preference must submit Standard Form (SF) 15, Application for 10-Point Veteran Preference, and submit the supporting documentation required for the specific type of preference claimed (visit the OPM website,  www.opm.gov/forms/pdf_fill/SF15.pdf  for a copy of SF 15, which lists the types of 10-point preferences and the required supporting document(s). Applicants should note that SF 15 requires supporting documentation associated with service- connected disabilities or receipt of nonservice-connected disability pensions to be dated 1991 or later except in the case of service members submitting official statements or retirement orders from a branch of the Armed Forces showing that their retirement was due to a permanent service-connected disability or that they were transferred to the permanent disability retired list (the statement or retirement orders must indicate that the disability is 10% or more).

On the day the Francis Scott Key Bridge in Baltimore collapsed, President Biden said the federal government would pay the “ entire cost ” of rebuilding it, which some suggest could run to more than $1 billion. Washington will foot the bill so the bridge and nearby port can reopen “as soon as humanly possible,” he said.

The hope is that much of the cost will be recouped from insurers, but determining who is ultimately on the hook for the deadly disaster is set to become one of the messiest and most expensive disputes of its kind. Rebuilding the bridge, repairing the cargo ship that hit it and compensating companies for the disruption at one of the nation’s busiest ports may take years to resolve.

“We’re not going to wait,” said Mr. Biden, who plans to visit Baltimore on Friday to survey the damage.

The legal wrangling began this week when the shipowner, Grace Ocean Private Ltd., and the ship manager, Synergy Marine, both based in Singapore, filed a petition in U.S. District Court to limit their liability to $43.7 million. They cited an 1851 law that allows a shipowner to cap financial damages mostly to the value of a ship after a crash, if the owner is determined not to have been at fault.

Claims against the ship’s owner and manager must be filed to the federal court in Baltimore by Sept. 24, a judge said.

Experts in maritime law and insurance said determining liability was particularly complex because of the many parties involved, from shipowners in Asia to insurers in Europe to companies around the world that move goods in and out of Baltimore. Numerous lawsuits are expected, and the six deaths caused by the disaster add a grim layer of complications.

“You can’t just necessarily settle with one party and make it go away,” said Franziska Arnold-Dwyer, a senior lecturer in insurance law at Queen Mary University of London.

Investigators are still determining what caused such a catastrophic failure on the cargo ship, the Dali; why the massive vessel appeared to lose power and propulsion before hitting the bridge; and whether negligence was involved. The answers will have implications for who is liable for damage that may cost insurers and reinsurers up to $4 billion, according to industry experts.

“You’re looking at historic, record losses” for maritime insurers, said Sean Kevelighan, chief executive of the Insurance Information Institute, a trade group. The higher estimates could exceed the roughly $1.5 billion paid out after the Costa Concordia crisis in 2012, when 32 people were killed as the cruise ship ran aground off the Italian island of Giglio .

Losses are accumulating, with the Port of Baltimore, a top destination for car shipments , largely closed. Officials said this week that they had opened a channel around the wreckage for limited traffic. A full reopening of the port is expected in late May .

Very little is known about the owner of Grace Ocean, a Japanese businessman named Yoshimasa Abe, except that he is very wealthy.

Most of his known wealth comes from his fleet of more than 50 vessels, including container ships, bulk carriers, tankers and refrigerated cargo ships. They are owned by two Singapore-based companies, Grace Ocean Private and Argosy Pte., that Mr. Abe controls through an offshore company. VesselsValue , which compiles shipping data, estimates that those ships, including the damaged Dali, are worth a combined $2.9 billion.

Shipowners often borrow large amounts of money to buy their fleets. There is little public information about Mr. Abe’s debts, but in 2010 Grace Ocean borrowed $250 million from Mitsui & Company, a Japanese trading firm.

Mr. Abe is also the majority owner of two Chinese shipyards on islands off the coast of Ningbo, according to Sayari and WireScreen , companies that compile and analyze corporate data. Combined, the two shipyards can repair more than 200 vessels a year.

It is unusual for foreign companies to control Chinese shipyards, especially in recent years as industry consolidation in the country has favored state-owned companies, said Matthew Funaiole, who has written about Chinese shipyards for the Washington-based Center for Strategic and International Studies. “There’s really not much space for there to be foreign ownership,” he said.

Among the 68 member companies, schools and associations focused on ship repair that belong to the China Association of the National Shipbuilding Industry, a trade group, three are foreign-owned shipyards, of which Mr. Abe has a majority interest in two.

Mr. Abe did not respond to a request for an interview or answer written questions about his business. “Out of respect for the investigation and the legal process we will not be making additional public statements,” Jim Lawrence, a spokesman for the Dali’s management company and for Grace Ocean, said in an email. He confirmed earlier that Mr. Abe owned Grace Ocean Investment Limited, a company based in the British Virgin Islands that owns both Argosy Pte. and Grace Ocean Private.

If the shipowner is found liable, its insurer, a mutual association called Britannia P&I Club, will cover the first $10 million of claims, which could include coverage for loss of lives, debris removal, property damage and cargo damage. The Dali was carrying products including paper, U.S. soybeans destined for China and some hazardous materials, according to Concirrus, a marine insurance data provider, and DG Global, an agricultural exporter with goods on the ship.

Beyond $10 million, the 12 clubs including Britannia that make up the London-based International Group of P&I Clubs, which collectively insure about 90 percent of the world’s oceangoing tonnage, would share the cost of claims of up to $100 million. For claims above $100 million, dozens of reinsurers will cover costs up to roughly $3 billion.

The $3 billion figure is so widely known that it could become a target for businesses making damage claims. “There are some reinsurers expecting the worst,” said Hugo Chelton, a managing director at Howden Re, a reinsurance broker.

The global reinsurance industry ended last year with $670 billion in capital, according to Aon , an insurance broker. Though the bridge damage promises to be costly, it is not likely to be among the largest payouts reinsurers have faced recently. Hurricane Ian, which hit Florida in 2022, caused more than $50 billion in insured losses.

Sridhar Manyem, an analyst for AM Best, a ratings agency for insurers, said the potential losses from the bridge collapse did not seem large enough to do long-term damage to any insurers or reinsurers. “It should not affect their balance sheets,” he said.

While a significant share of the claims may be directed at the ship’s insurers, other businesses affected by the bridge and port closure could make claims on other policies to cover their losses, adding to the insured losses caused by the incident.

Scott Cowan, the president of International Longshoremen’s Association Local 333, the union representing Baltimore dockworkers, said on Tuesday that nearly 2,000 workers were still doing jobs at the port, like unloading cargo that arrived before the bridge collapsed.

Mr. Cowan said union leaders had asked for help from the federal and state governments. “The longer the channel’s closed and the longer we’re out, the bigger the problem is going to be,” he said. Many jobs at the port are considered daily hire jobs rather than full-time positions, so they will last only as long as work remains to be done.

Government funds for companies whose operations have been disrupted may not be fully recouped from insurers, said Oscar Seikaly, chief executive of NSI Insurance Group, an insurance broker.

In recent years, when Washington has stepped in with emergency aid after a commercial disaster, taxpayers have later largely recovered the costs, although the international scope of claims in the Baltimore bridge collapse will add complexity to the process.

Representative Dan Meuser, Republican of Pennsylvania, said he was outraged that Mr. Biden had immediately offered to use federal money to pay for the bridge’s reconstruction without considering other sources of funds, including from the owners and insurers of the Dali.

“Insurance payouts could potentially cover the entire cost of rebuilding the bridge without any taxpayer dollars being spent,” he said.

Robyn Patterson, a White House spokeswoman, said the responsible party or parties must be held accountable, but added, “We’re not waiting to get started on this critically important infrastructure project.”

Former supreme court judges say UK arming Israel breaches international law

Exclusive: More than 600 prominent lawyers sign letter that calls for end to exports as a ‘measure to prevent’ genocide

Three former supreme court justices, including the court’s former president Lady Hale, are among more than 600 lawyers, academics and retired senior judges warning that the UK government is breaching international law by continuing to arm Israel.

In a letter to the prime minister, the signatories, who also include former court of appeal judges and more than 60 KCs, say that the present situation in Gaza is “catastrophic” and that given the international court of justice (ICJ) finding that there is a plausible risk of genocide being committed , the UK is legally obliged to act to prevent it.

The 17-page letter , which also amounts to a legal opinion, was sent on Wednesday evening and says: “While we welcome the increasingly robust calls by your government for a cessation of fighting and the unobstructed entry to Gaza of humanitarian assistance, simultaneously to continue (to take two striking examples) the sale of weapons and weapons systems to Israel and to maintain threats of suspending UK aid to Unwra falls significantly short of your government’s obligations under international law.”

It comes as Conservative MPs piled pressure on Rishi Sunak to act after seven international aid workers, including three British citizens , were killed by an Israeli airstrike in Gaza on Monday. Party sources believe that the foreign secretary, David Cameron, has been pushing for the government to harden its approach to Israel but has been met with resistance from Downing Street.

Three Tory backbenchers and one former minister now in the Lords said that the UK should stop exporting arms to Israel after the airstrike, while the findings of a YouGov poll, conducted before the strike, suggested that the government and Labour are out of step with public sentiment, with a majority of voters – by 56% to 17% – in favour of an arms ban.

The letter calls for the government to work towards a permanent ceasefire and to impose sanctions “upon individuals and entities who have made statements inciting genocide against Palestinians”. It says that restoring funding to Unrwa – which was withdrawn after Israel’s yet-to-be-substantiated allegations that 12 staff at the United Nations agency for Palestinian refugees were involved in the 7 October attacks – is necessary for “effective entry and distribution of the means of existence to Palestinians in Gaza, and by extension the prevention of genocide”.

On arming Israel, it says: “The ICJ’s conclusion that there exists a plausible risk of genocide in Gaza has placed your government on notice that weapons might be used in its commission and that the suspension of their provision is thus a ‘means likely to deter’ and/or ‘a measure to prevent’ genocide.”

The Conservative MPs David Jones, Paul Bristow and Flick Drummond, and the Tory peer Hugo Swire, all called for the suspension of arms exports to Israel after Peter Ricketts, who was a government national security adviser during David Cameron’s premiership and now sits in the Lords, expressed similar sentiments.

Drummond, the MP for Meon Valley, said: “This has been concerning me for some time. What worries me is the prospect of UK arms being used in Israel’s actions in Gaza, which I believe have broken international law.” Lord Ricketts told BBC Radio 4’s Today programme: “I think there’s abundant evidence now that Israel hasn’t been taking enough care to fulfil its obligations on the safety of civilians. And a country that gets arms from the UK has to comply with international humanitarian law. That’s a condition of the arms export licence.”

The Scottish first minister, Humza Yousaf, warned that by refusing to stop arms sales to Israel, “the UK is in danger of being complicit in the killing of innocent civilians”.

The letter’s significance lies not just in the number of signatories but the fact that it has been signed by senior retired judges, who normally shy away from commenting publicly on issues that are politically sensitive.

Prominent signatories include the former supreme court justices Lord Sumption and Lord Wilson, the former Lord Justices of Appeal Sir Stephen Sedley, Sir Alan Moses, Sir Anthony Hooper and Sir Richard Aikens, and the former chair of the Bar of England and Wales, Matthias Kelly KC.

They say in the letter: “The UK must take immediate measures to bring to an end through lawful means acts giving rise to a serious risk of genocide. Failure to comply with its own obligations under the genocide convention to take ‘all measures to prevent genocide which were within its power’ would incur UK state responsibility for the commission of an international wrong, for which full reparation must be made.”

The letter goes further – and has a more eminent list of signatories – than a previous one sent to Sunak in October, concerning the government’s obligations to avert and avoid complicity in serious breaches of international humanitarian law.

It says there have since been “significant developments” in relation to the situation in Gaza. These include the interim orders issued by the ICJ and the worsening situation in Gaza, with at least 32,623 Palestinians killed by the Israeli offensive, “imminent famine”, caused by Israel’s blocking of aid , the destruction of health facilities, killings of healthcare and humanitarian workers, and reports of torture and inhuman or degrading treatment.

One of the signatories, Phillippa Kaufmann KC, said: “That so many senior members of the UK legal profession are speaking with such force to urge the government to act upon its legal obligations, demonstrates the depth of our concern about the clear evidence of gross violations of international law in Gaza.”

The letter also calls on the government to continue to “use all endeavours” to secure the release of the Israeli hostages seized in the 7 October attacks in which Hamas and other militant groups killed approximately 1,200 people in Israel.

The UK government has refused to publish its own legal advice on the matter but a leaked recording suggests its own lawyers have advised that Israel has breached international humanitarian law in Gaza.

Sunak told the Sun on Wednesday night that arms licences were kept under “careful” review according to “regulations and procedures that we’ll always follow”.

SEC Freezes Climate Rules After Challengers Pushed for Pause (1)

The SEC put its climate reporting rules for public companies on hold Thursday in the face of multiple lawsuits challenging the regulations.

The Securities and Exchange Commission’s decision to pause the March 6 regulations on its own came after business interests and right-leaning challengers asked the US Court of Appeals for the Eighth Circuit to freeze the rules as their litigation there continues. The SEC’s latest move was another early victory for climate disclosure regulation opponents, which have said the agency exceeded its authority with requirements for companies to report their greenhouse gas emissions and disclose climate-related risks to their business.

The US Court of Appeals for the Fifth Circuit previously paused the rules from March 15 to 22, over opposition from the SEC. The litigation then moved to the Eighth Circuit, which was randomly selected in a lottery to hear lawsuits over the regulations. The SEC initially fought against a pause in the Eighth Circuit, as well.

The SEC “will continue vigorously defending” the rules despite issuing the hold, formally called a stay, the agency said in a three-page order . The pause will remain in place as the Eighth Circuit reviews the challenges, avoiding “potential regulatory uncertainty,” the SEC said. The hold also will help the Eighth Circuit focus its review on the merits of the challenges, according to the agency.

“In issuing a stay, the Commission is not departing from its view that the Final Rules are consistent with applicable law and within the Commission’s long-standing authority to require the disclosure of information important to investors in making investment and voting decisions,” the SEC said.

Fracking company Liberty Energy Inc. , the US Chamber of Commerce , Iowa , Texas Alliance of Energy Producers and conservative advocacy group National Legal & Policy Center had stay requests pending in the Eighth Circuit. A hold was necessary due to imminent harm companies face from compliance with the rules, they said.

“The Commission knows that it has way overstepped its bounds,” Luke Wake, a Pacific Legal Foundation attorney representing the Texas Alliance of Energy Producers, said in a statement.

Representatives of the other challengers didn’t immediately respond to requests for comment.

The SEC is fighting eight legal challenges in the Eighth Circuit from business and conservative interests, as well as 25 Republican attorneys general. Environmental groups also have two lawsuits pending in the court, after they said the regulations were too weak. Democratic attorneys general from 18 states and the District of Columbia are looking to join the litigation in support of the rules, as well.

Liberty Energy is fighting the rules in the US District Court for the Northern District of Texas, in addition to its ongoing case in the Eighth Circuit.

President Joe Biden could face legal hurdle to get on the 2024 Ohio ballot

COLUMBUS, Ohio — President Joe Biden might not get on Ohio’s general-election ballot this November because of a scheduling conflict, a top staffer for Secretary of State Frank LaRose has warned Democrats.

In a Friday letter to Ohio Democratic Party Chair Liz Walters, LaRose’s legal counsel Paul Disantis wrote that while state law sets a deadline of Aug. 7 to certify presidential candidates for the Nov. 5 general election, Biden won’t be formally nominated until the Democratic National Convention, which is set for Aug. 19-22 in Chicago.

Disantis wrote that Democrats have only two options to avoid Biden being left off Ohio’s statewide ballot: either move up the date of the convention itself or get the Ohio General Assembly to pass a law by May 9 that creates an exemption for Biden.

In the letter, Disantis asked Walters to provide “clarification” and “any information that can assure this office of timely compliance with Ohio law.”

Ben Kindel, a spokesman for the Ohio secretary of state’s office, stated in a text that the reason that LaRose’s office didn’t flag the issue until now was because staff had been focused on last month’s primary election and was only now starting to prepare for the general election.

It’s not clear whether the state legislature, which is dominated by Republicans, would be willing to pass such an exemption within the next few weeks.

Cleveland.com/The Plain Dealer has reached out to spokespeople for Republicans and Democrats in both the Ohio House and Ohio Senate for comment, as well as to the Biden campaign.

The Ohio Democratic Party is reviewing the letter, party spokesman Matt Keyes stated Saturday.

Copies of the letter, which was first reported on by ABC News , were provided to cleveland.com/The Plain Dealer by LaRose’s office and the Ohio Democratic Party.

Even if Biden makes the Ohio ballot, he faces an uphill climb to win the state in November. While Ohio has been a key swing state in the past, ex-President Donald Trump – the presumptive Republican presidential nominee this year – easily won the state in both 2016 and 2020.

However, if there’s no Democratic candidate for president on the November ballot, that could have ramifications for other races – including Ohio’s competitive U.S. Senate race between incumbent Democrat Sherrod Brown and GOP nominee Bernie Moreno. Moreno won last month’s GOP Senate primary over LaRose, as well as state Sen. Matt Dolan of Chagrin Falls.
