ಡಾ.ಅಂಬೇಡ್ಕರ್ ಅವರು ತಮ್ಮ ಜೀವನದುದ್ದಕ್ಕೂ ಅಸ್ಪೃಶ್ಯತೆಯಂತಹ ಸಾಮಾಜಿಕ ಅನಿಷ್ಟಗಳನ್ನು ನಿರ್ಮೂಲನೆ ಮಾಡಲು ಮತ್ತು ದಲಿತರು ಮತ್ತು ಇತರ ಸಾಮಾಜಿಕವಾಗಿ ಹಿಂದುಳಿದ ವರ್ಗಗಳ ಹಕ್ಕುಗಳಿಗಾಗಿ ಹೋರಾಡಿದರು. ಡಾ.ಅಂಬೇಡ್ಕರ್ ಅವರನ್ನು ಜವಾಹರಲಾಲ್ ನೆಹರು ಅವರ ಸಂಪುಟದಲ್ಲಿ ಭಾರತದ ಮೊದಲ ಕಾನೂನು ಮಂತ್ರಿಯಾಗಿ ನೇಮಿಸಲಾಯಿತು. ಅವರಿಗೆ ಮರಣೋತ್ತರವಾಗಿ 1990 ರಲ್ಲಿ ಭಾರತದ ಅತ್ಯುನ್ನತ ನಾಗರಿಕ ಗೌರವವಾದ ಭಾರತ ರತ್ನ ನೀಡಲಾಯಿತು.

ಭೀಮರಾವ್ ಅಂಬೇಡ್ಕರ್ 14 ಏಪ್ರಿಲ್ 1891 ರಂದು ಮಧ್ಯ ಪ್ರದೇಶದಲ್ಲಿ ಜನಿಸಿದರು. ಅವನು ತನ್ನ ಹೆತ್ತವರ ಹದಿನಾಲ್ಕನೆಯ ಮಗು. ಅಂಬೇಡ್ಕರ್ ಅವರ ತಂದೆ ರಾಮ್‌ಜಿ ಭಾರತೀಯ ಸೇನೆಯಲ್ಲಿ ಸುಬೇದಾರ್ ಆಗಿದ್ದರು ಮತ್ತು ಎಂಹೋ ಕಂಟೋನ್ಮೆಂಟ್‌ನಲ್ಲಿ ನೇಮಕಗೊಂಡರು. ಅಂಬೇಡ್ಕರ್ ಅವರ ಪೋಷಕರು ಹಿಂದೂ ಮಹರ್ ಜಾತಿಯಿಂದ ಬಂದಿದ್ದರಿಂದ ಸಮಾಜದ ಮೂಲೆ ಮೂಲೆಯಿಂದ ತೀವ್ರ ತಾರತಮ್ಯಗಳನ್ನು ಎದುರಿಸಬೇಕಾಯಿತು. ಮಹರ್ ಪಾತ್ರವರ್ಗವನ್ನು ಮೇಲ್ವರ್ಗದವರು  “ಅಸ್ಪೃಶ್ಯರು”  ಎಂದು ನೋಡಿದರು.

ಬ್ರಿಟಿಷ್ ಸರ್ಕಾರ ನಡೆಸುತ್ತಿರುವ ಸೇನಾ ಶಾಲೆಯಲ್ಲಿಯೂ ತಾರತಮ್ಯ ಮತ್ತು ಅವಮಾನ ಅಂಬೇಡ್ಕರ್ ಅವರನ್ನು ಕಾಡುತ್ತಿತ್ತು. ಅವರು ಹೋದಲ್ಲೆಲ್ಲಾ ತಾರತಮ್ಯ ಅನುಸರಿಸಲಾಯಿತು. 1908 ರಲ್ಲಿ, ಅಂಬೇಡ್ಕರ್ ಅವರು ಮುಂಬೈನ ಎಲ್ಫಿನ್ ಸ್ಟೋನ್ ಕಾಲೇಜಿನಲ್ಲಿ ಅಧ್ಯಯನ ಮಾಡಲು ಹೋದರು. ಅಂಬೇಡ್ಕರ್ ಬರೋಡಾದ ಗಾಯಕವಾಡ್ ದೊರೆ ಸಯಾಜಿ ರಾವ್ ರಿಂದ ತಿಂಗಳಿಗೆ ಇಪ್ಪತ್ತೈದು ರೂಪಾಯಿಗಳ ವಿದ್ಯಾರ್ಥಿವೇತನವನ್ನು ಪಡೆದರು. ಅವರು 1912 ರಲ್ಲಿ ಬಾಂಬೆ ವಿಶ್ವವಿದ್ಯಾಲಯದಿಂದ ರಾಜಕೀಯ ವಿಜ್ಞಾನ ಮತ್ತು ಅರ್ಥಶಾಸ್ತ್ರದಲ್ಲಿ ಪದವಿ ಪಡೆದರು. ಅಂಬೇಡ್ಕರ್ ಉನ್ನತ ಅಧ್ಯಯನಕ್ಕಾಗಿ ಯುಎಸ್ಎಗೆ ಹೋದರು.

ನ್ಯಾಯಕ್ಕಾಗಿ ಹೋರಾಟ

ಅಮೆರಿಕದಿಂದ ಮರಳಿ ಬಂದ ನಂತರ ಅಂಬೇಡ್ಕರ್ ಅವರನ್ನು ಬರೋಡಾ ರಾಜನ ರಕ್ಷಣಾ ಕಾರ್ಯದರ್ಶಿಯಾಗಿ ನೇಮಿಸಲಾಯಿತು. ಬರೋಡಾದಲ್ಲಿಯೂ ಅವರು ‘ಅಸ್ಪೃಶ್ಯ‘ ಎಂಬ ಅವಮಾನವನ್ನು ಎದುರಿಸಬೇಕಾಯಿತು. ತನ್ನ ಮುಂದಿನ ಅಧ್ಯಯನವನ್ನು ಮುಂದುವರಿಸಲು, 1920 ರಲ್ಲಿ ಅವನು ತನ್ನ ಸ್ವಂತ ಖರ್ಚಿನಲ್ಲಿ ಇಂಗ್ಲೆಂಡಿಗೆ ಹೋದನು. ಅವರಿಗೆ ಡಿ.ಎಸ್ಸಿ ಗೌರವ ನೀಡಲಾಯಿತು. ಲಂಡನ್ ವಿಶ್ವವಿದ್ಯಾಲಯದಿಂದ. ಜೂನ್ 8, 1927 ರಂದು, ಅವರಿಗೆ ಕೊಲಂಬಿಯಾ ವಿಶ್ವವಿದ್ಯಾಲಯವು ಡಾಕ್ಟರೇಟ್ ನೀಡಿತು. ಭಾರತಕ್ಕೆ ಹಿಂದಿರುಗಿದ ನಂತರ, ಭೀಮರಾವ್ ಅಂಬೇಡ್ಕರ್ ಅವರು ಜಾತಿ ತಾರತಮ್ಯವು ಬಹುತೇಕ ರಾಷ್ಟ್ರವನ್ನು ಛಿದ್ರಗೊಳಿಸುತ್ತಿರುವುದನ್ನು ಗಮನಿಸಿದರು ಆದ್ದರಿಂದ ಅವರು ಅದರ ವಿರುದ್ಧ ಹೋರಾಡಲು ನಿರ್ಧರಿಸಿದರು.

ಅಂಬೇಡ್ಕರ್ ಅವರು ದಲಿತರು ಮತ್ತು ಇತರ ಧಾರ್ಮಿಕ ಸಮುದಾಯಗಳಿಗೆ ಮೀಸಲಾತಿ ನೀಡುವ ಪರಿಕಲ್ಪನೆಗೆ ಒಲವು ತೋರಿಸಿದರು. ಅಂಬೇಡ್ಕರ್ ಅವರು ಜನರನ್ನು ತಲುಪುವ ಮತ್ತು ಪ್ರಚಲಿತ ಸಾಮಾಜಿಕ ದುಷ್ಪರಿಣಾಮಗಳ ನ್ಯೂನತೆಗಳನ್ನು ಅರ್ಥಮಾಡಿಕೊಳ್ಳುವ ಹಿನ್ನೆಲೆಯಲ್ಲಿ,  “ಮೂಕನಾಯಕ”  (ಮೌನ ನಾಯಕ) ಎಂಬ ಪತ್ರಿಕೆಯನ್ನು ಆರಂಭಿಸಿದರು. ಒಂದು ರ‍್ಯಾಲಿಯಲ್ಲಿ ಅವರ ಭಾಷಣವನ್ನು ಕೇಳಿದ ನಂತರ, ಕೊಲ್ಹಾಪುರದ ಪ್ರಭಾವಿ ಆಡಳಿತಗಾರ ಶಾಹು IV ನಾಯಕನೊಂದಿಗೆ ಊಟ ಮಾಡಿದರು. ಈ ಘಟನೆಯು ದೇಶದ ಸಾಮಾಜಿಕ-ರಾಜಕೀಯ ವಲಯದಲ್ಲಿ ಭಾರೀ ಕೋಲಾಹಲವನ್ನು ಸೃಷ್ಟಿಸಿತ್ತು.

ಸಮಾಜದ ಎಲ್ಲ ವರ್ಗದವರಿಗೂ ಶಿಕ್ಷಣ ನೀಡಬೇಕು ಎಂದು ಅಂಬೇಡ್ಕರ್ ಬಲವಾಗಿ ನಂಬಿದ್ದರು. ಬಿ.ಆರ್.ಅಂಬೇಡ್ಕರ್ ಮುಕ್ತ ವಿಶ್ವವಿದ್ಯಾನಿಲಯವನ್ನು 26 ಆಗಸ್ಟ್ 1982 ರಂದು ಆಂಧ್ರಪ್ರದೇಶ ರಾಜ್ಯ ಶಾಸಕಾಂಗದ ಕಾಯ್ದೆಯ ಮೂಲಕ ಸ್ಥಾಪಿಸಲಾಯಿತು. ಪ್ರಸಿದ್ಧ ನಿರ್ದೇಶಕ ಜಬ್ಬರ್ ಪಟೇಲ್ ಅವರು ಅಂಬೇಡ್ಕರ್ ಅವರ ಜೀವನ ಮತ್ತು ಇಂಗ್ಲಿಷ್‌ನಲ್ಲಿ ಬೋಧನೆಗಳ ಚಲನಚಿತ್ರವನ್ನು ನಿರ್ದೇಶಿಸಿದರು, ನಂತರ ಅದನ್ನು ಹಿಂದಿ ಮತ್ತು ಇತರ ಭಾರತೀಯ ಭಾಷೆಗಳಲ್ಲಿ ಡಬ್ ಮಾಡಲಾಯಿತು.

ಅಂಬೇಡ್ಕರ್ ಅವರು ಭಾರತೀಯ ರಾಷ್ಟ್ರೀಯ ಕಾಂಗ್ರೆಸ್‌ನ ಕಡೆಯಿಂದ ಅಸ್ಪೃಶ್ಯರ ಹಕ್ಕುಗಳ ಬದ್ಧತೆಯ ಕೊರತೆಯ ಬಗ್ಗೆ ಸಾಕಷ್ಟು ಟೀಕೆ ಮಾಡಿದರು ಮತ್ತು 1932 ರ ಪೂನಾ ಒಪ್ಪಂದದ ಫಲಿತಾಂಶವು ಅವರನ್ನು ನಿರ್ದಯ ವಿಮರ್ಶಕರನ್ನಾಗಿ ಮಾಡಿತು. ಪ್ರತ್ಯೇಕ ಮತದಾರರ ಹಕ್ಕನ್ನು ನಿರಾಕರಿಸುವ ಮೂಲಕ ಗಾಂಧಿ ತಮಗೆ ದ್ರೋಹ ಮಾಡಿದ್ದಾರೆ ಎಂದು ದಲಿತರು ಭಾವಿಸುತ್ತಲೇ ಇದ್ದಾರೆ, ಅದು ಅವರಿಗೆ ನಿಜವಾದ ರಾಜಕೀಯ ಅಧಿಕಾರ ಎಂದರ್ಥ. ಗಾಂಧಿ ಜಾತಿ ಹಿಂದು, ವೈಶ್ಯ. ಅಂಬೇಡ್ಕರ್ ಮಹರ್ ದಲಿತ ಮತ್ತು ತಾರತಮ್ಯವನ್ನು ನೇರವಾಗಿ ತಿಳಿದಿದ್ದರು. ನಾಲ್ಕು ಪ್ರಮುಖ ಗುಂಪುಗಳ ವರ್ಣ ಸಿದ್ಧಾಂತವನ್ನು ಗಾಂಧಿ ಎಂದಿಗೂ ತಿರಸ್ಕರಿಸಲಿಲ್ಲ,

ಆದರೂ ಅವರು ವರ್ಣಗಳ ಕೆಳಗೆ ಒಂದು ಗುಂಪಿನ ಕಲ್ಪನೆಯ ವಿರುದ್ಧ ಹೋರಾಡಿದರು ಮತ್ತು ಅವರು ಎಲ್ಲಾ ವರ್ಣಗಳನ್ನು ಸಮಾನವೆಂದು ಪರಿಗಣಿಸಿದರು. ಅಂಬೇಡ್ಕರ್ ಇಡೀ ಜಾತಿ ಶ್ರೇಣಿಯನ್ನು ತಿರಸ್ಕರಿಸಿದರು, ಅಸ್ಪೃಶ್ಯರಲ್ಲಿ  “ಸಂಸ್ಕೃತೀಕರಣ”  ಮಾಡಲು ಪ್ರಸ್ತುತ ಪ್ರಯತ್ನವನ್ನು ತಿರಸ್ಕರಿಸಿದರು, ಅಂದರೆ ಅವರ ಸ್ಥಾನಮಾನವನ್ನು ಹೆಚ್ಚಿಸಲು ಮೇಲ್ವರ್ಗದ ಪದ್ಧತಿಗಳನ್ನು ಅಳವಡಿಸಿಕೊಂಡರು.

ಗಾಂಧಿಯವರು ಅಸ್ಪೃಶ್ಯರ ಹಕ್ಕುಗಳಿಗಾಗಿ ನಡೆದ ರಾಜಕೀಯ ಯುದ್ಧಗಳಲ್ಲಿ ನಂಬಿಕೆಯಿರಲಿಲ್ಲ ಅಥವಾ ದೇವಾಲಯದ ಅಧಿಕಾರಿಗಳು ಒಪ್ಪಿಕೊಳ್ಳದ ಹೊರತು ದೇವಸ್ಥಾನಗಳನ್ನು ಪ್ರವೇಶಿಸುವ ಅವರ ಪ್ರಯತ್ನಗಳನ್ನು ಅನುಮೋದಿಸಲಿಲ್ಲ. ಅಂಬೇಡ್ಕರ್ ಅವರು ರಾಜಕೀಯ ಅಧಿಕಾರವು ಅಸ್ಪೃಶ್ಯತೆಯ ಪರಿಹಾರದ ಭಾಗವಾಗಿದೆ ಎಂದು ಭಾವಿಸಿದರು. ಮೂಲಭೂತವಾಗಿ, ಗಾಂಧಿಯ ನಂಬಿಕೆ ಹೃದಯದ ಬದಲಾವಣೆಯಾಗಿತ್ತು; ಅಂಬೇಡ್ಕರ್ ಅವರ ನಂಬಿಕೆ ಕಾನೂನು, ರಾಜಕೀಯ ಅಧಿಕಾರ ಮತ್ತು ಶಿಕ್ಷಣದಲ್ಲಿತ್ತು.

ಡಾ. ಭೀಮರಾವ್ ಅಂಬೇಡ್ಕರ್ ಅವರು ಮಧ್ಯಪ್ರದೇಶದ ಮೊವ್ ಜಿಲ್ಲೆಯಲ್ಲಿ 14 ಏಪ್ರಿಲ್ 1891 ರಂದು ಮಹಾರ್ ಜಾತಿಯಲ್ಲಿ ಜನಿಸಿದರು.

ತಂದೆ :- ಶ್ರೀ ರಾಮ್ ಜಿ ರಾವ್ ಸತ್ಪಾಲ್ ಅವರು ಸುಬೇದಾರರಾಗಿ ಸೇನೆಯಲ್ಲಿದ್ದರು. ಅವರು ಸ್ವಭಾವತಃ ತುಂಬಾ ಧಾರ್ಮಿಕರಾಗಿದ್ದರು. ಮಕ್ಕಳೊಂದಿಗೆ ಕುಳಿತು ಪೂಜೆ ಮಾಡುವುದು ಅವರ ನಿತ್ಯ ಕರ್ಮವಾಗಿತ್ತು.

ತಾಯಿಯ ಹೆಸರು :- ಭೀಮಾಬಾಯಿ. ಅವರ ಸ್ವಭಾವವು ತುಂಬಾ ಸರಳ ಮತ್ತು ಗಂಭೀರವಾಗಿತ್ತು. ಅವಳು ನಕಲಿ ಜೀವನದಿಂದ ದೂರವಾಗಿದ್ದಳು.

ಬಾಲ್ಯದಲ್ಲಿ ಡಾ.ಅಂಬೇಡ್ಕರ್ ಅವರು ತುಂಬಾ ತಮಾಷೆ ಮತ್ತು ಚೇಷ್ಟೆಯ ಸ್ವಭಾವದವರಾಗಿದ್ದರು. ಅವರು ಅಧ್ಯಯನಕ್ಕಿಂತ ಕ್ರೀಡೆಯಲ್ಲಿ ಹೆಚ್ಚು ಆಸಕ್ತಿ ಹೊಂದಿದ್ದರು.

ಅದೇ ವಯಸ್ಸಿನ ಮಕ್ಕಳನ್ನು ಹೊಡೆಯುವುದು ಅವನ ಸ್ವಭಾವವಾಗಿತ್ತು. ಅವರು ಬಾಲ್ಯದಿಂದಲೂ ನಿರ್ಭೀತ ಮತ್ತು ಹಠಮಾರಿ. ಶಾಲೆಯಲ್ಲಿ ಅವನ ಸುತ್ತಲೂ ಕಂಡ ಅಸಮಾನತೆ ಮತ್ತು ಅಸ್ಪೃಶ್ಯತೆಯ ವಾತಾವರಣವು ಅವನನ್ನು ಇನ್ನಷ್ಟು ಕಠಿಣ ಮತ್ತು ನಿರ್ಭೀತರನ್ನಾಗಿ ಮಾಡಿತು.

ಆ ಕಾಲದ ವಿಷಕಾರಿ ಪರಿಸರದಿಂದ ಉದ್ಭವಿಸಿದ ನಡವಳಿಕೆಯನ್ನು ಅಂಬೇಡ್ಕರ್ ಜಿ ಕೂಡ ಎದುರಿಸಬೇಕಾಯಿತು. ಆ ಸಮಯದಲ್ಲಿ ಅಸ್ಪೃಶ್ಯರನ್ನು ಅತ್ಯಂತ ಅಮಾನವೀಯವಾಗಿ ನಡೆಸಿಕೊಳ್ಳಲಾಗುತ್ತಿತ್ತು.

ಲಂಡನ್‌ನಲ್ಲಿಯೇ ಇದ್ದುಕೊಂಡು ಡಿಎಸ್‌ಸಿ ಪದವಿ ಪಡೆಯಲು ಬಯಸಿದ್ದರು ಆದರೆ ಸ್ಕಾಲರ್‌ಶಿಪ್ ಅವಧಿ ಮುಗಿದ ಕಾರಣ ಭಾರತಕ್ಕೆ ಮರಳಿದರು. ಬರೋಡಾದ ರಾಜನಿಗೆ ನೀಡಿದ ಭರವಸೆಯ ಪ್ರಕಾರ, ಅವರು 1917 ರಲ್ಲಿ ರಾಜಪ್ರಭುತ್ವದ ಸೇವೆಯನ್ನು ಪ್ರಾರಂಭಿಸಿದರು.

ಸಮಾಜದಲ್ಲಿ ತಾಂಡವವಾಡುತ್ತಿರುವ ಅಸಮಾನತೆ, ಅಸಮಾನತೆಗಳನ್ನು ಹೋಗಲಾಡಿಸಿ ಅಸ್ಪೃಶ್ಯರ ಉದ್ಧಾರ ಮಾಡುವುದು ಡಾ.ಭೀಮರಾವ್ ಅಂಬೇಡ್ಕರ್ ಅವರ ಏಕೈಕ ಗುರಿಯಾಗಿತ್ತು. ಈ ಗುರಿಯನ್ನು ಸಾಧಿಸಲು ಅವರು ಎಲ್ಲವನ್ನೂ ತ್ಯಜಿಸಿದರು. ಅವರು ಹೋರಾಟದ ಹಾದಿ ಹಿಡಿದರು. ಹಿಂದೂ ಧರ್ಮದಲ್ಲಿ ಪ್ರಚಲಿತದಲ್ಲಿರುವ ಜಾತಿ ವ್ಯವಸ್ಥೆಯ ಮೇಲೆ ಕಟುವಾದ ವಾಗ್ದಾಳಿ ನಡೆಸಿದರು.

ಕೆಲವೇ ದಿನಗಳಲ್ಲಿ ಅವರು ದಲಿತರ ಜನಪ್ರಿಯ ನಾಯಕರಾಗಿ ಹೊರಹೊಮ್ಮಿದರು. 1913ರಲ್ಲಿ ಎರಡನೇ ದುಂಡುಮೇಜಿನ ಸಮ್ಮೇಳನದಲ್ಲಿ ದಲಿತರನ್ನು ಪ್ರತಿನಿಧಿಸಿದರು. ದಲಿತರಿಗೆ ಪ್ರತ್ಯೇಕ ಪ್ರಾತಿನಿಧ್ಯದ ಬೇಡಿಕೆಯನ್ನು ಅಂಗೀಕರಿಸಲಾಯಿತು. ಡಾ. ಸಾಹೇಬರು ಹಿಂದೂ ಧರ್ಮದಲ್ಲಿ ಚಾಲ್ತಿಯಲ್ಲಿರುವ ಅಸಮಾನತೆಯ ಅಂಶಗಳನ್ನು ಕೊನೆಗೊಳಿಸಲು ತಮ್ಮ ಜೀವನದುದ್ದಕ್ಕೂ ಹೋರಾಡಿದರು, ಆದರೆ ಅವರಿಗೆ ಯಶಸ್ಸು ಸಿಗದಿದ್ದಾಗ, ಅವರು ಸಾಯುವ 2 ತಿಂಗಳ ಮೊದಲು ಅಕ್ಟೋಬರ್ 1965 ರಲ್ಲಿ ಲಕ್ಷಾಂತರ ದಲಿತ ಸಹಚರರೊಂದಿಗೆ ಬೌದ್ಧ ಧರ್ಮದಲ್ಲಿ ದೀಕ್ಷೆಯನ್ನು ಪಡೆದರು.

“Caste is not a physical object like a wall of bricks or a line of barbed wire which prevents the Hindus from co-mingling and which has, therefore, to be pulled down. Caste is a notion, it is a state of the mind. The destruction of Caste does not, therefore, mean the destruction of a physical barrier. It means a notional change. Caste may be bad. All the same, it must be recognized that the Hindus observe Caste not because they are inhuman or wrong headed. They observe Caste because they are deeply religious. People are not wrong in observing Caste. In my view, what is wrong is their religion, which has inculcated this notion of Caste. A 95-year-old's memory of Ambedkar's final speech as drafting committee chairman

Sulekh says rationalism and self-respect should be India's guiding lights

On January 26, 1950, we are going to enter into a life of contradictions. In politics, we will have equality, and in social and economic life, we will have inequality. In politics, we will be recognising the principle of ‘one man, one vote’ and ‘one vote, one value’. In our social and economic life, we shall, by reason of our social and economic structure, continue to deny the principle of ‘one man, one value’. How long shall we continue to live this life of contradictions?

Kartar Chand Sulekh, 22, was in the visitors’ gallery of the Constituent Assembly on November 25, 1949, when B.R. Ambedkar gave his final speech as chairman of the Constitution drafting committee. “It was an electrifying moment, and the memories are still fresh in my mind. After he finished his speech, there was a sense of happiness as a new nation was being born,” recalled Sulekh, at age 95.

Sulekh had come to Delhi from Jalandhar with Seth Kishan Das, president of the Scheduled Castes Federation, to meet Ambedkar. It was then that he learnt that Ambedkar was going to speak. “We got the passes from his home, and attended the session. There was pin-drop silence as he spoke for nearly an hour and a half, stopping only once to take a sip of water. When his speech ended, prime minister Jawaharlal Nehru was the first to shake hands with him, showing great warmth. Other members also congratulated and embraced him. The rigorous debates of drafting the Constitution were left behind as everyone was hopeful of the future. Thumping of desks continued for several minutes,” said Sulekh, who now lives in Chandigarh.

Sulekh had met Ambedkar several times at his 1 Hardinge Road residence in Delhi. Hardinge Road is now Tilak Marg, and the house is occupied by the Polish ambassador to India. It was here that Sulekh first met Ambedkar as a member of a delegation of the Scheduled Castes Federation, two days before the assassination of Mahatma Gandhi.

“The secretary of our organisation was nervous to speak to such a towering personality. He wanted Ambedkar’s help to end the discrimination we faced in Punjab. Even the women were not safe. But before he could finish, Ambedkar got very angry, saying that we should not remain weak, but should respond to atrocities. ‘You Punjabis are well fed and powerful, why don’t you answer back and break the legs of those who harm your women,’ he asked. After he calmed down, he called me and I explained to him our problems,” Sulekh said.

Sulekh was in the visitors’ gallery again when Ambedkar tendered his resignation as Union law minister in 1951, citing constitutional morality, after he was prevented from bringing the Hindu Code Bill. As an eyewitness to the birth of the republic and the dalit movement, Sulekh said, “The Constitution is a robust document which has provisions for all. But Ambedkar’s dream is far from being realised. He dreamt of a casteless society as stated in the Annihilation of Caste, but the divisions are still there and are only getting stronger.”

Ambedkar’s contribution to nation-building is enduring. The world’s lengthiest constitution he drafted over three years is a dynamic document, yet a resilient one. Serving the diversity of India, it has had 105 amendments, making it one of the most amended charters. Yet, its ‘basic structure doctrine’ remains the guiding principle, as upheld by the Supreme Court in the 1973 Kesavananda Bharati judgment. The court has used the doctrine to decide several crucial points of law, and to strike down many laws, including the National Judicial Appointments Commission Act.

On January 11, Vice President Jagdeep Dhankhar invoked Ambedkar to argue that the judiciary could not intervene in lawmaking. “Every constitutional institution must heed Dr Ambedkar’s observation: The Constitution can only provide the organs of the state such as the legislature, the executive and the judiciary. The factors on which the working of those organs of the state depends are the people and the political parties.” Referring to the striking down of the NJAC Act, Dhankhar said, “There is no parallel to such a development in democratic history where a duly legitimised constitutional prescription has been judicially undone.” The Congress criticised Dhankhar, saying his comments were “part of a game plan to orchestrate a confrontation”.

Ambedkar had acknowledged that while the Constitution was a good charter, people managing it could cause harm. The Constitution’s drafter-in-chief was willing to look at the pitfalls the document could cause. “It is by placating the sentiments of smaller communities and smaller people who are afraid that the majority may do wrong that the British parliament works,” said Ambedkar. “My friends tell me that I have made the Constitution. But I am quite prepared to say that I shall be the first person to burn it,” he said, in case it caused harm to anyone.

In his book on Ambedkar, Congress MP Shashi Tharoor said in order to further the goals of the Constitution, India needed strong and credible institutions. It is important to maintain checks and balances, and not allow power to centralise around one figure. “In Ambedkar’s view, one of the most important fundamental rights is embedded in Article 32, which allows any citizen to enforce his or her rights. This was described by Ambedkar as the heart and soul of the Constitution,” wrote Tharoor.

Unlike Gandhi, who batted for decentralisation, making villages the basic units of governance, Ambedkar was worried that discrimination against dalits would continue in the village structures. “What is the village but a sink of localism and a den of ignorance, narrow-mindedness and communalism? I am glad that the Constitution discarded the village and adopted the individual as its unit,” said Ambedkar. The Gandhian vision of empowering local governments was enshrined through the 74th and 75th amendments to the Constitution.

Educated in the US and the UK, Ambedkar drew inspiration from foreign countries while preparing the Constitution. B.N. Rau, adviser to the Constituent Assembly, travelled to many countries, including Ireland, the UK, the US and Canada. He prepared an initial draft which consisted of 243 articles and 13 schedules. The Government of India Acts of 1919 and 1935, too, had an influence over the Constitution.

The directive principles, which cannot be enforced by courts, were borrowed from the Irish constitution, while the concept of fundamental rights was inspired by the American constitution. The concepts of liberty, equality and fraternity came from France, and the emergency provisions from Germany.

When it was adopted in 1949, the Indian Constitution contained 395 Articles and had approximately 1,45,000 words. In contrast, the US constitution, among the oldest in the world, has just seven articles and around 4,200 words. The Indian Constitution is the most amended constitution in the world, with 105 amendments which were done primarily to address social and democratic causes, apart from creating new states and new constitutional bodies.

Congress leader Udit Raj said the Constitution had been weakened a lot, especially with the centralisation of power in the prime minister’s office. “There is no role for a minister or an MP,” he said. But BJP spokesperson Nalin Kohli said the differences between the political entities and institutions were a testimony to the robustness and the dynamic nature of Indian democracy. “In his last speech, Ambedkar welcomed his critics. The Constitution is an evolving and a living document. It is recognised within the Constitution that it cannot be cast in stone. That is why it has provided for amendments if there was a need to bring changes. The basic principles of the Constitution are, however, cast in stone.”

Regarding the slanging match between the opposition and the government over the manner in which constitutional bodies are handled or on the alleged subversion of certain provisions of the Constitution, Kohli said that was the nature of democratic functioning. “The BJP has not discarded any constitutional scheme. Ultimately, parliamentary democracy functions on numbers, and constitutional changes require a process in which it has to be accepted by 50 per cent of the states. Just because the opposition has a counter view, that does not mean that the BJP’s view is not constitutionally correct. The only subversion of Constitution had taken place during Emergency.”

The constitutional debate is likely to heat up again when the uniform civil code or the Citizenship (Amendment) Act is discussed. “The Constitution will prove to be good if the people running it are good. It is not the Constitution which let us down, but the people managing it,” said Vivek Kumar, who teaches at Jawaharlal Nehru University, Delhi. “The defining feature of the Constitution is its blend of rigidity and flexibility. It is not a law book, but a social text. It should be read and understood by everyone. The Constitution and citizenship should be made part of our collective psyche.”

Belgium-born development economist Jean Drèze said contrary to Ambedkar’s expectations, democracy in independent India had neither flourished nor perished. “Instead, it has limped along, burdened by the ‘contradictions’ Ambedkar identified, which are still with us today.”

While the contradictions which Ambedkar talked about still exist, Sulekh said the two main points of his philosophy should be our guiding lights―rationalism and self-respect. “There is a need to go deeper into these thoughts to realise the dream of a strong and vibrant nation.”

Long Speech on Ambedkar Jayanti

Hello everyone. It gives me great pleasure to present before you a speech on Ambedkar Jayanti. Ambedkar Jayanti is Dr Bhimrao Ambedkar’s birthday. He was born on 14th April 1891. Every year, this day is celebrated as Ambedkar Jayanti. We all know him as the father of the Indian constitution. But his contribution is not limited to just this. He was a very talented person. He was a politician, a social reformer, a jurist and an economist. He always fought against the injustices prevalent in Indian society. He was the leader of the Dalits.

Dr Ambedkar became the law minister in 1947. But he resigned in 1951 as he was disappointed with his lack of influence in the Indian government. Because of the perpetuation of untouchability in Hindu doctrine, Dr Ambedkar renounced Hinduism and became a Buddhist along with his 200000 follower Dalits. He wrote a book - “The Buddha and his Dhamma” which was published in 1957. This book was republished in 2011 with the name “The Buddha and His Dhamma: A Critical Edition”, introduced, edited and annotated by Ajay Verma and Aakash Singh Rathode.

In 1923, Dr BR Ambedkar established the “Bahishkrit Hitkarini Sabha” which aimed to spread awareness about the importance of education and enhancing the economic status of the low-class people of our country. He also ran a social movement to eradicate the caste system from India under the slogan “Educate - Agitate - Organize”. He wished to rebuild Indian society by following the rule of equality of all human beings. He also led a march at Mahad, Maharashtra for establishing equal rights for untouchable people in 1927. The Dalits were not allowed to touch or taste the water of “Public Chavdar Lake”. He is also remembered for starting social movements such as anti-caste, anti-priest and temple entry movements. In the year 1930, he led a temple entry movement in Kalaram Temple, Nashik, Maharashtra. He was a member of the Viceroy's Executive Council and in 1942, he got involved in making legal changes to protect the low-class people’s rights.

Let us now have a look at his personal life. Dr Ambedkar did his matriculation in 1907. He then completed his B.A. in Economics and Political Science. After that, he did his Masters’s from Columbia University and also got a PhD degree in economics in 1927. He was adept in 64 subjects. He could also speak 11 languages proficiently. Another fact about him is that he was the first Dalit to complete his education.

Dr Bhim Rao Ambedkar was honored with Bharat Ratna award in the year 1990, April for his tremendous contribution to our society. He also formed a political party known as the “ Indian Labour Party”. He is a true inspiration to the youth of our country. We should all follow him and his great principles. Thank You!

He was the first Dalit to complete his education. He had done a PhD. He was a master of 64 subjects and could speak 11 languages proficiently.

He had done a lot of work for our society. He was the first one to start movements against the caste system of India, and for temple entry of everyone. He had changed his religion from Hinduism to Buddhism along with his 20000 followers as Hinduism had perpetuated untouchability. He was the first Law Minister of Independent India. He gave a beautiful lesson of equality and fraternity through the Indian Constitution which he had drafted.

Throughout his life, he worked for the backward class people of India - the Dalits. He was the leader of the Dalits and always fought for equal rights for them. He was awarded Bharat Ratna in April 1990 for his contribution towards Indian society. He is a great inspiration to all the youth and the lawyers of India. Thank You!
