Electricity Shortages: Brace for Impact

Americans can expect to see electricity shortages this summer as traditional  power plants are being retired  more quickly than they can be  replaced by renewable energy  and their required battery storage, the electric grid’s independent system operators warn. Power grids are straining as conventional power plants fueled by coal and nuclear are being retired for intermittent forms of energy  such as wind and solar power that need back up from traditional plants or from battery storage. Wind and solar farms cannot produce electricity 24/7 as Americans demand it and need expensive and large batteries to store their output for later use. While some battery storage capacity is being added, independent grid operators have warned that the rate of the additions may not be fast enough to offset the closures of traditional power plants that can supply power 24 hours a day, 7 days a week.

Supply chain issues and inflation have slowed adding renewable energy capacity and storage batteries. Further, a probe by the Commerce Department into whether Chinese solar manufacturers are circumventing trade tariffs on solar panels has stopped imports of them and or key components needed to add solar capacity,  bringing the U.S. solar industry to a standstill .

Further exasperating the problem is the push by the Biden administration and many blue states to electrify home heating and cooking and the  sales of electric vehicles that will increase power demand in the future. In California, regulators have indicated that as much as 3,800 megawatts of new renewable capacity may face delays through 2025, posing a major challenge since the state is procuring a huge amount of renewable energy and storage to offset the closure of several gas-fired power plants and the Diablo Canyon nuclear plant. Governor Gavin Newsom indicated that he may consider keeping the nuclear plant online to reduce the risk of shortages, despite campaigning to shut California’s largest single source of carbon-free electricity.

The Midcontinent Independent System Operator (MISO), which oversees a large regional grid spanning much of the Midwest, indicated that capacity shortages may force it to take emergency measures to meet summer demand, mentioning that outages may occur. MISO has undertaken an effort to better value different types of resources based on their ability to support the grid at different times during the year and under various conditions. It is also working to improve the transfer of power across regions when needed.

Nevertheless, the whole strategy of such an energy transition is foolhardy at best.

President Biden and other world leaders believe that there is too much fossil fuel generation and not enough wind and solar power and that one can easily transition to “net zero” carbon by building wind and solar farms and having them replace existing fossil fuel generators. That is pure fantasy since these renewable generators need a reliable back-up. The belief is that battery storage can do the job, but when no wind is blowing and no sun is shining there will be no excess power to put in the batteries for later use. Plus, the cost of battery storage is very expensive and its cost is not built into the cost of wind and solar power that these promotors want the public to believe are inexpensive technologies.

The alternatives of reaching net zero carbon by expanding nuclear power has been made impractical by regulatory obstruction and locations for hydroelectric capacity have been mostly developed. The only option that remains is more generation from wind and solar facilities that have extensive government subsidies, tax benefits and state mandates. While existing fossil fuel generators, and particularly natural gas ones, are fully capable of providing the back-up needed by a principally wind and solar electricity generation system, that option is not allowed by President Biden.

To have an entirely wind and solar generation system and make it through a year without a catastrophic failure, one needs approximately a three-times overbuild (based on rated capacity) of the wind and solar system, plus storage for 24 to 30 days of average usage. As an example, California’s average electricity usage for 2020 was about 31 gigawatts . To calculate the storage needed in gigawatt hours, multiplying the average usage in gigawatts by 30 days and 24 hours per day, gives 22,320 gigawatt hours of storage. For “everything to be electrified” triple the number to 66,960 gigawatt hours. At current costs of a Tesla-type lithium-ion battery (~$150 per kilowatt hour), it will cost California around $10 trillion. But that figure does not include the cost of the three-times overbuild of the generation system to account for charging of the batteries when the sun is shining and wind blowing. Also, Tesla-style batteries cannot hold their charge for months on end.

Biden’s energy transition should be supported by engineering studies to show how much battery power is needed and at what national cost. But such studies do not exist. One analyst calculated the cost of such a system as well over $100 trillion , assuming that battery technology exists and can store large amounts of energy for months on end for discharge later and assuming current levels of electricity demand. That is more than the entire U.S. GDP, which is currently around $23 trillion. Nonetheless, President Biden wants to accomplish his carbon-free electricity goal by 2035. (The assumptions were a storage need of 250,000 gigawatt hours for the United States at current electricity usage and the second cheapest battery based on zinc technology, at $433 per kilowatt hour.)

The consequences of massively building wind turbines and solar panels, while forcing the closure of fully-operational power plants burning coal, oil and natural gas is dire. It could be that millions may be left without heat or that a fully-electrified transportation system gets knocked out, stranding millions. Military capabilities could also get disabled, making the United States vulnerable to attack, given Biden’s promise to make all vehicles in the military run on new forms of energy.

Independent system operators are warning that Americans can expect electricity shortages this summer, which will potentially cause blackouts. Those shortages are caused by the reckless move of transitioning the country to wind and solar power and retiring existing conventional generating technologies fueled by coal, natural gas and nuclear power. Despite the capital costs of most of the current conventional technologies having already been paid by consumers, President Biden wants Americans to spend trillions to obtain a net-zero carbon grid by 2035 and to further electrify the U.S. economy, which will increase electricity demand. After decades of subsidies and mandates, wind and solar units currently generate only 12 percent of the electricity in the United States, and a much smaller portion of overall energy consumption.

Energy markets have been on a roller-coaster ride this year. In response to Russia’s invasion of Ukraine, Western countries imposed financial sanctions on Russia and embargoed its oil exports. Russia cut its gas supplies to Europe in retaliation. Major importers such as Germany had to slash their energy use and look elsewhere for supplies. What is the energy crisis?

Record prices, fuel shortages, rising poverty, slowing economies: the first energy crisis that's truly global.

Energy markets began to tighten in 2021 because of a variety of factors, including the extraordinarily rapid economic rebound following the pandemic. But the situation escalated dramatically into a full-blown global energy crisis following Russia’s invasion of Ukraine in February 2022. The price of natural gas reached record highs, and as a result so did electricity in some markets. Oil prices hit their highest level since 2008. 

Higher energy prices have contributed to painfully high inflation, pushed families into poverty, forced some factories to curtail output or even shut down, and slowed economic growth to the point that some countries are heading towards severe recession. Europe, whose gas supply is uniquely vulnerable because of its historic reliance on Russia, could face gas rationing this winter, while many emerging economies are seeing sharply higher energy import bills and fuel shortages. While today’s energy crisis shares some parallels with the oil shocks of the 1970s, there are important differences. Today’s crisis involves all fossil fuels, while the 1970s price shocks were largely limited to oil at a time when the global economy was much more dependent on oil, and less dependent on gas. The entire word economy is much more interlinked than it was 50 years ago, magnifying the impact. That’s why we can refer to this as the first truly global energy crisis.

Some gas-intensive manufacturing plants in Europe have curtailed output because they can’t afford to keep operating, while in China some have simply had their power supply cut. In emerging and developing economies, where the share of household budgets spent on energy and food is already large, higher energy bills have increased extreme poverty and set back progress towards achieving universal and affordable energy access. Even in advanced economies, rising prices have impacted vulnerable households and caused significant economic, social and political strains.

Climate policies have been blamed in some quarters for contributing to the recent run-up in energy prices, but there is no evidence. In fact, a greater supply of clean energy sources and technologies would have protected consumers and mitigated some of the upward pressure on fuel prices.

Energy prices have been rising since 2021 because of the rapid economic recovery, weather conditions in various parts of the world, maintenance work that had been delayed by the pandemic, and earlier decisions by oil and gas companies and exporting countries to reduce investments. Russia began withholding gas supplies to Europe in 2021, months ahead of its invasion of Ukraine. All that led to already tight supplies. Russia’s attack on Ukraine greatly exacerbated the situation . The United States and the EU imposed a series of sanctions on Russia and many European countries declared their intention to phase out Russian gas imports completely. Meanwhile, Russia has increasingly curtailed or even turned off its export pipelines. Russia is by far the world’s largest exporter of fossil fuels, and a particularly important supplier to Europe. In 2021, a quarter of all energy consumed in the EU came from Russia. As Europe sought to replace Russian gas, it bid up prices of US, Australian and Qatari ship-borne liquefied natural gas (LNG), raising prices and diverting supply away from traditional LNG customers in Asia. Because gas frequently sets the price at which electricity is sold, power prices soared as well. Both LNG producers and importers are rushing to build new infrastructure to increase how much LNG can be traded internationally, but these costly projects take years to come online. Oil prices also initially soared as international trade routes were reconfigured after the United States, many European countries and some of their Asian allies said they would no longer buy Russian oil. Some shippers have declined to carry Russian oil because of sanctions and insurance risk. Many large oil producers were unable to boost supply to meet rising demand – even with the incentive of sky-high prices – because of a lack of investment in recent years. While prices have come down from their peaks, the outlook is uncertain with new rounds of European sanctions on Russia kicking in later this year.

What is being done?

Pandemic hangovers and rising interest rates limit public responses, while some countries turn to coal.

Some governments are looking to cushion the blow for customers and businesses, either through direct assistance, or by limiting prices for consumers and then paying energy providers the difference. But with inflation in many countries well above target and budget deficits already large because of emergency spending during the Covid-19 pandemic, the scope for cushioning the impact is more limited than in early 2020. Rising inflation has triggered increases in short-term interest rates in many countries, slowing down economic growth. Europeans have rushed to increase gas imports from alternative producers such as Algeria, Norway and Azerbaijan. Several countries have resumed or expanded the use of coal for power generation, and some are extending the lives of nuclear plants slated for de-commissioning. EU members have also introduced gas storage obligations, and agreed on voluntary targets to cut gas and electricity demand by 15% this winter through efficiency measures, greater use of renewables, and support for efficiency improvements. To ensure adequate oil supplies, the IEA and its members responded with the two largest ever releases of emergency oil stocks. With two decisions – on 1 March 2022 and 1 April – the IEA coordinated the release of some 182 million barrels of emergency oil from public stocks or obligated stocks held by industry. Some IEA member countries independently released additional public stocks, resulting in a total of over 240 million barrels being released between March and November 2022.

The IEA has also published action plans to cut oil use with immediate impact, as well as plans for how Europe can reduce its reliance on Russian gas and how common citizens can reduce their energy consumption . The invasion has sparked a reappraisal of energy policies and priorities, calling into question the viability of decades of infrastructure and investment decisions, and profoundly reorientating international energy trade. Gas had been expected to play a key role in many countries as a lower-emitting "bridge" between dirtier fossil fuels and renewable energies. But today’s crisis has called into question natural gas’ reliability.

The current crisis could accelerate the rollout of cleaner, sustainable renewable energy such as wind and solar, just as the 1970s oil shocks spurred major advances in energy efficiency, as well as in nuclear, solar and wind power. The crisis has also underscored the importance of investing in robust gas and power network infrastructure to better integrate regional markets. The EU’s RePowerEU, presented in May 2022 and the United States’ Inflation Reduction Act , passed in August 2022, both contain major initiatives to develop energy efficiency and promote renewable energies.

1. Heating: turn it down

Lower your thermostat by just 1°C to save around 7% of your heating energy and cut an average bill by EUR 50-70 a year. Always set your thermostat as low as feels comfortable, and wear warm clothes indoors. Use a programmable thermostat to set the temperature to 15°C while you sleep and 10°C when the house is unoccupied. This cuts up to 10% a year off heating bills. Try to only heat the room you’re in or the rooms you use regularly.

The same idea applies in hot weather. Turn off air-conditioning when you’re out. Set the overall temperature 1 °C warmer to cut bills by up to 10%. And only cool the room you’re in.

2. Boiler: adjust the settings

Default boiler settings are often higher than you need. Lower the hot water temperature to save 8% of your heating energy and cut EUR 100 off an average bill.  You may have to have the plumber come once if you have a complex modern combi boiler and can’t figure out the manual. Make sure you follow local recommendations or consult your boiler manual. Swap a bath for a shower to spend less energy heating water. And if you already use a shower, take a shorter one. Hot water tanks and pipes should be insulated to stop heat escaping. Clean wood- and pellet-burning heaters regularly with a wire brush to keep them working efficiently.

3. Warm air: seal it in

Close windows and doors, insulate pipes and draught-proof around windows, chimneys and other gaps to keep the warm air inside. Unless your home is very new, you will lose heat through draughty doors and windows, gaps in the floor, or up the chimney. Draught-proof these gaps with sealant or weather stripping to save up to EUR 100 a year. Install tight-fitting curtains or shades on windows to retain even more heat. Close fireplace and chimney openings (unless a fire is burning) to stop warm air escaping straight up the chimney. And if you never use your fireplace, seal the chimney to stop heat escaping.

4. Lightbulbs: swap them out

Replace old lightbulbs with new LED ones, and only keep on the lights you need. LED bulbs are more efficient than incandescent and halogen lights, they burn out less frequently, and save around EUR 10 a year per bulb. Check the energy label when buying bulbs, and aim for A (the most efficient) rather than G (the least efficient). The simplest and easiest way to save energy is to turn lights off when you leave a room.

5. Grab a bike

Walking or cycling are great alternatives to driving for short journeys, and they help save money, cut emissions and reduce congestion. If you can, leave your car at home for shorter journeys; especially if it’s a larger car. Share your ride with neighbours, friends and colleagues to save energy and money. You’ll also see big savings and health benefits if you travel by bike. Many governments also offer incentives for electric bikes.

6. Use public transport

For longer distances where walking or cycling is impractical, public transport still reduces energy use, congestion and air pollution. If you’re going on a longer trip, consider leaving your car at home and taking the train. Buy a season ticket to save money over time. Your workplace or local government might also offer incentives for travel passes. Plan your trip in advance to save on tickets and find the best route.

7. Drive smarter

Optimise your driving style to reduce fuel consumption: drive smoothly and at lower speeds on motorways, close windows at high speeds and make sure your tires are properly inflated. Try to take routes that avoid heavy traffic and turn off the engine when you’re not moving. Drive 10 km/h slower on motorways to cut your fuel bill by around EUR 60 per year. Driving steadily between 50-90 km/h can also save fuel. When driving faster than 80 km/h, it’s more efficient to use A/C, rather than opening your windows. And service your engine regularly to maintain energy efficiency.

Thar coal must be used for generation of electricity. We also need to minimize the circular debt. Private sector should be encouraged to invest in energy sector. Last but not least we must make a electricity commission for addressing this grave problem.

Conclusion The government has been trying to address the issue through a number of measures such as building new power plants and upgrading existing ones but these have not been enough to solve the problem. The country will need to make more significant changes if it is to overcome its energy crisis.

The billionaire made this prediction at the Bosch Connected World conference, explaining that “a year ago, the shortage was chips; neural net chips.” Musk explained that the chip shortage made it “easy to predict that the next shortage [would] be voltage step-down transformers.”

“ You’ve got to feed the power to these things. If you’ve got 100-300 kilovolts coming out of a utility and it’s got to step down all the way to six volts, that’s a lot of stepping down ,” said the X owner.

Musk highlighted the rapid advancement of artificial intelligence and the progress in developing autonomous vehicles as factors that could potentially lead to electrical shortages. “I have never seen any technology advance faster,” he said, referring to these two factors. Additionally, he stated that the demand for chips “is bigger than any gold fever that has ever existed.”

He predicted that the current rate of AI computing growth, which is doubling every six months, is unsustainable in the long run. In 2022, he made this proposal to the Government of Spain . “I should build a massive solar array. “It could feed all of Europe.” Musk’s idea was to build a solar array that would produce energy for the entire continent, taking advantage of the hours of light that our country enjoys.

Few years back, in 1996 Pakistan has the ability to produce 1500 MW electricity which was more than enough to meet our needs. WAPDA and KESC are responsible for the generation, transmission and distribution of electricity throughout the Pakistan. Pakistan is using Poor Technology in the production of electricity. Electricity is mostly being produced in Pakistan through “Hydrel Power Plant”. In Hydrel Power Plant, two methods are used such as: 1. Dams

2. Run of the river projects These both methods are based on the water. When water flows through turbine, electricity is produced. Now it is dependent on water and it stores water from raining and the melting of glaciers.

This water is also used for irrigation purposes in summer. If there will be lack of raining and glaciers will not melt then there will be shortage of water and Hydrel power plants will be unable to produce any electricity. The electricity which is supplied from grid stations to houses and buildings through wires have become old and we have to face the loss of 15 to 20 percent of electricity only because of this poor quality wiring. Once electricity is supplied through the main point ( grid station) then it has to face hurdles at different points because the wires has been used so much that they are unable to transfer maximum amount of electricity to the houses and large amount of energy is being wasted by them. The infrastructure is old and deteriorated. The system is unable to sustain extreme weather conditions hence most of the grids shut down at extreme temperature or either completely stops working. Our every dam that is Warsak, Mangla and Tarbela dams have become old that they can’t store water in large quantity and they are unable to produce enough electricity for domestic use even. These dams are out of date now. Lack of funds: is another big reason of this power crisis.

The governments of Pakistan do not have enough funds so that they can make new dams to fulfill the requirement of electricity. This is because companies from different parts of the world do not make any investment in Pakistan due to which Pakistan cannot make money and the government of Pakistan has to face a gigantic crisis in their funds. When the budget is made, a very small amount of money was secured for this production of electricity due to which new projects can’t be made. We have insufficient technical school for training people how to produce electricity and how to use modern technology. We are mainly dependent on oil, gas and water for production of electricity and they are highly expensive and we cannot even afford this expensive production of electricity with this small amount of funds due to which we are highly facing this power crisis. We should install modern technology like Wind power plant, Solar energy etc for cheaper production of electricity but we have not enough funds to install such kind of modern technologies. As we are all aware of the Prices of petrol changes on weekly basis and we are not strictly bound with international market and its price control department. Due to which of power plants of KESC and WAPDA which are generating electricity from fuel are highly affected and they are bound to produce very expensive electricity and that price has to be paid by the customers . This is done only for the own leisure of the government of Pakistan to make money for themselves by rising the prices of oil from a certain level and due to which county has to suffer from lack of funds. There is also UNEQUAL distribution of electricity in different regions of Pakistan. In Karachi, there is very less amount of energy crisis as compared to all other cities like Lahore, Islamabad, and Multan etc. This is because KESC being privatized is supplying larger electricity to Karachi and the electricity which is being supplied to all other cities are lesser. Corruption: has been made through different power plants projects like Rental Power Plants. The contract was to be made with Turkey that Rental Power Plants will produce the electricity of 16000 MW but they could only produce the electricity of 323 MW. The government was fully aware of this fraud but they themselves were involved in this whole situation for their own benefit. The governmental departments like Railway, Police, and PIA never give their outstanding dues to power supply companies due to which the power supply companies have to face an intense financial loss. The people of Pakistan are also involved in this corruption. They use “Kunda System” to steal electricity which highly illegal. They are also used to slow down the speed and reading of meter so that they could save themselves from paying high amount of bills.

Kala Bagh project was started in 1984 with the help of United Nations under the supervision of World Bank with Water and Power Development Authority (WAPDA). The team of this project were asked to complete the Detailed Designs and Contract Documents for making it ready to enter into the implementation stage. This task was completed in another two and half years and the project was ready for start of construction. But unfortunately, this programme could not be settled due to opposition from some Provincial Governments, mainly on political grounds. Repeated efforts were made by various successive governments but the, so called, consensus could not come to an end because the provinces were against each other for this project and were thinking about their own benefits , ignoring the importance of this project due to which Pakistan had to face the loss of 3.4 billion US dollars. And Pakistan is suffering from a major Energy crisis. Conclusion:

From all these information we conclude that there are many hurdles which should be over come as soon as possible. Government of Pakistan should take firm steps to overcome this problem these are as follow. 1. Line loses: Pakistan is using old and primitive ways for the generation and distribution of electricity throughout the Pakistan. Pakistan actually distributes electricity through long wires which are due to climatic changes are broken and have become old due to which large amount of electricity is wasted during transmission. 2. Inadequate power generation capacity: Government of Pakistan has lesser power houses for production of electricity and due to which they are unable to fulfill the basic needs of their nation. 3. Primitive way of production: Pakistan used old techniques for the generation and distribution of electricity. This is causing shortage of electricity in Pakistan. 4 .Inappropriate distribution system: We are living in scientific era but Pakistani government still use old techniques rather than modern techniques which also cause shortage of electricity. Recommendations:

We shall alternate our old ways of production of with. 1. Nuclear energy: Production of electricity from nuclear power plant is one of new and expensive technique which is efficiently used in many developed countries. To build a nuclear power house it is highly costly and expensive but it includes low fuel cost. 2. Solar energy: It is the most common method which has been using by all developing countries for the generation of electricity. Solar energy is converted into electrical energy by using photovoltaic. Its installation cost is high but it has low maintenance cost. 3. Wind energy: it is the conversion of natural wind into electricity. It is very cheap and economically. 4. Bio-mass and Bio-fuel: Electricity produces from derived animals and plants. It is 2nd largest source of electricity. It is very cheap and effective method.

The load-shedding span has amounted to almost 6 hours a day for industries and about 4 hours for domestic consumers. This destructive power shortage has brought the industrialist as well as the local people on the roads for an urge of protest, but despite all such anti-government actions this struggle is in vain as there is no progress in the electricity supply to the consumers. Due to the unavailability of electricity Pakistan’s export is highly affected as industries are unable to meet up to the orders leaving their clients with no other option instead of switching to other vendors in other countries.

This is not only about the export but the national producers are shifting their production plants to nearby countries like Bangladesh and China where electricity supply is convenient and side by side cheap. In the past 4 years, modern cities are experiencing about 8-12 hours of load shedding as compared to the rural areas where load shedding has to accede to almost 12-14 hours of load shedding. This Electricity Crisis in Pakistan is also affecting the gross domestic product of our country as the country’s GDP is decreasing to 2% every passing year indicating a destructive economic breakdown in the near future if this problem is not coped up.

Karachi Electric Supply Corporation (KESC) is blamed for this electricity shortage but according to them they are also handcuffed by the gas suppliers as they required 22 million cubic feet of gas for normal production which is reduced to about 115 million cubic meters a day, so when there will be no fuel there will be no electricity produced. So, in conclusion, Pakistan is facing one of the most disparaging and critical Electricity crises in Pakistan and if it is not resolved as a major priority Pakistan’s economy which is still not developed will be in real-time danger.
