Programme Specification for the 2024/5 academic year

LLM International Law

1. Programme Details

2. description of the programme.

Studying a Master of Laws in International Law offers a rewarding learning experience with opportunities to deepen your understanding of international law, and to acquire academic knowledge and inter-personal skills required for a career in the field of international law.

The Exeter LLM is a rigorous programme of postgraduate study designed for the most ambitious and capable students. Delivered by eminent scholars in international law, the Exeter LLM in International Law allows you to create a bespoke programme of learning addressing your specific academic and professional interests, readying you to fulfil your career ambitions or for doctoral study.

In order to enhance your research and learning experience, and to create a vibrant community of postgraduate students enrolled on this programme, you will be affiliated with one of the Law School’s research centres for the duration of your programme. This will provide a forum where, in particular, you can discuss your interests with fellow students and members of academic staff, and receive constructive feedback on your ideas.

3. Educational Aims of the Programme

1. To provide you with a comprehensive understanding of international law and pressing legal challenges in our globalised world. 2. To enable you to identify, locate and critically appraise legal materials and connect these to contemporary problems of international law. 3. To enable you to assimilate extensive documentary legal and non-legal materials; to extract from them the material points; and to make reasoned judgements autonomously as to their application to contemporary problems of international law. 4. To enable you to apply principles and rules of international law to solve and analyse contemporary problems of international law. 5. To enable you to reason logically, supporting your analysis with authority. 6. To provide you with the opportunity to enhance and develop your writing skills by completing a dissertation, and your oral skills by presenting seminar papers and/or your dissertation outline. 7. To prepare you for employment in the field of international law (e.g. law firms, international organisations, international courts, governmental and non-governmental organisations) by developing your transferable and problem-based learning skills.

4. Programme Structure

The LLM International Law programme is a one-year programme of study at National Qualification Framework (NQF) level 7 (as confirmed against the FHEQ). The programme has one ‘Stage’. For the purposes of this programme, a Stage is normally equivalent to a calendar year.

The programme is divided into units of study called modules, which are assigned a number of 'credits'. The credit rating of a module is proportional to the total workload, with 1 credit being nominally equivalent to 10 hours of work. You will take modules adding up to 180 credits. This will include taught modules totalling 120 credits and a 60-credit dissertation module. The dissertation can be written on a topic of your choice related to international law that is agreed by the Law School, under the supervision of a member of Law School staff.

The LLM programme starts in the autumn term. It is delivered over three terms and is University-based throughout this time. Taught components of the programme are delivered over the first (autumn) and second (spring) terms. The third term and most of the summer are dedicated to researching, writing and submitting your dissertation.

5. Programme Modules

The following tables describe the programme and constituent modules. Constituent modules may be updated, deleted or replaced as a consequence of the annual review of this programme. Details of the modules currently offered may be obtained from the College website: https://law.exeter.ac.uk/currentstudents/postgraduatemodules/ .

Please note that modules are subject to change and not all modules are available across all programmes — this is due to timetable, module size constraints and availability.

You may take optional modules as long as any necessary prerequisites have been satisfied, where the timetable allows, and the module is at the appropriate level for the Stage.

Stage 1: 60-credit compulsory dissertation module, 120 credits of optional modules

In addition to the compulsory module listed below, you will study 120 credits of optional modules (60 credits in the autumn term and 60 credits in the spring term) chosen from the list of optional international law modules available in your year of academic study. You may choose to take 30 credits of module(s) outside the Law School, subject to availability and approval by the programme director.

Widener University Commonwealth Law School and Wilkes-Barre-based Wilkes University have signed an agreement to partner on the law school’s 3+3 program.

The agreement provides Wilkes University students an opportunity to earn both an undergraduate degree and a law degree in six years, which officials say will save students time and tuition expenses.

Wilkes University undergraduate students will have the opportunity to earn the final 30 credits of their bachelor’s degree at Widener Law, as they simultaneously pursue their law degree.

“This agreement provides an exciting and valuable opportunity for high-performing students. This 3+3 program allows them to save significant time and tuition costs to pursue a legal career at a respected Pennsylvania law school, with a seamless transition from their undergraduate experience,” Widener Law Commonwealth Dean Michael Hussey, said in a news release. “We are excited to move this terrific partnership forward for their benefit.”

Students who qualify must complete the general education requirements, as well as those for their undergraduate major, by the completion of their junior year at Wilkes. In addition, they need to apply to Widener Law Commonwealth by April 1 of their junior year and take the Law School Admission Test, known as the LSAT, no later than February of their junior year.

Widener University Commonwealth Law School is located in Susquehanna Township.

Graduates Transforming Law Enforcement

phd law exeter

Beverly Hills Police Department officers, Lieutenant Jesse Perez and Captain Giovanni Trejo, returned to the classroom during the pandemic to reshape the future of law enforcement.

Trejo researched organizational change in law enforcement at the top ranks, while Trejo focused on drone technology in policing — both a reflection of their unwavering commitment to excellence and the communities they serve. The pair recently earned education doctoral degrees in organizational leadership.

Captain Trejo’s academic journey began in 2020 during the unprecedented challenges of the COVID-19 pandemic. Reflecting on his experience, Trejo said the program was challenging with virtual learning and intense weekend Zoom sessions, testing his patience and determination at times.

“Two things that helped me get through the program were my love and appreciation for law enforcement. Our communities deserve the best. Anything below the mark of excellence is simply a disservice to them. That mark of excellence was my target when I embarked on this venture. Commitment to public service propelled me and got me to where I am today.”

Trejo’s dissertation was on “Organizational Change in Law Enforcement: Exploring the Use of Change Management Practices of Police Executives Adopting Less Traditional Patrol Procedures.” While he looked at police chiefs and how they connected to the community, he hopes all officers can find inspiration in building bridges and meaningful dialogue.

Perez, a patrol lieutenant watch commander and SWAT/CNT commander, used his 21 years of experience and hands-on work to delve into the transformative potential of drone technology in modern policing. His doctoral research is titled “Law Enforcement and Advanced Drone Technology: A Comprehensive Inside Look at the Use and Implementation of Law Enforcement Drone Technology and Its Effect on Officer Safety, Police Culture, and Public Perception.”

The study offers invaluable insights as law enforcement faces challenges such as losing confidence in government institutions, recruitment and retention issues, community trust, legal changes, and technological advancements. He emphasizes that technology, when used legally, ethically, and morally, can be a significant ‘force multiplier’ in 21st-century policing. He advocates for the responsible use of drone technology to enhance officer safety, gather intelligence, reconstruct crime scenes, search for missing persons, and support SWAT operations. Lieutenant Perez’s vision includes integrating drone technology in partnership with the community to promote transparency, accountability, and legitimacy in law enforcement. His work highlights the importance of using technology as a tool to assist law enforcement, not as a replacement for police personnel.

The officers’ achievement and work garnered recognition from Beverly Hills Police Chief Mark G. Stainbrook and an article local paper.

Congratulations Captain Trejo and Lieutenant Perez!

College of Law

Kate melloy goettel, expert in immigration litigation, joins iowa law school faculty.

The University of Iowa College of Law is pleased to announce that Kate Melloy Goettel, a national leader in immigration law and federal court practice, will join the faculty in August 2024.

Kate Melloy Goettel Headshot

The 2007 Iowa Law School graduate will start and lead an ongoing federal civil rights clinic with an immigration focus. The clinic will teach students civil litigation skills that can be applied to a broad range of legal careers whether at a law firm, government office or agency, or public-interest organization. The cases will focus on impact litigation in the immigration space, representing non-citizens before the federal district and appellate courts.

Goettel has extensive experience practicing immigration law in the nonprofit and government sectors. She has most recently served as senior legal director for the American Immigration Council, leading high-impact class-action and multi-plaintiff litigation under federal statutes and the U.S. Constitution. She previously was associate director of litigation for the National Immigrant Justice Center. In 2019, the Federal Bar Association named her NGO Lawyer of the Year.

From 2009 to 2017, Goettel was a trial attorney and senior litigation counsel for the Office of Immigration Litigation (OIL) in the U.S. Department of Justice, where she litigated cases in nearly 40 federal district courts and handled appeals in the Third, Fourth, Fifth, Ninth, and Tenth Circuit Courts of Appeals, as well as the U.S. Supreme Court. At OIL, she defended federal immigration agencies, trained and supervised attorneys, advised U.S. Attorney’s Offices on civil immigration cases, and served on the inter-agency team that overturned the Defense of Marriage Act in the Supreme Court in 2013 ( United States v. Windsor).

In addition, Goettel is a member of the Executive Board of the Federal Bar Association’s Immigration Law Section and was its 2022-2023 section chair. The association recognized her work and leadership with the 2023 Barry Frager Award for Service to the Federal Bar Association Immigration Law Section.

Goettel is a frequent presenter and lecturer to bar associations and attorney groups. She has appeared in or been quoted by many media outlets and has published articles in immigration-related legal publications.

“I'm thrilled to return to the University of Iowa clinical program, which was instrumental in my legal education,” Goettel said. “The clinic is where I represented my first clients, learned immigration law, and grappled with the challenges of legal practice. I'm excited to work with students as they walk through that learning process, and I'm honored to join such an inspiring group of clinicians.”
