Cabinet Secretaries: Role, appointments and tenure

Before 2013, Kenya operated a presidential system with parliamentary features — the President presiding over a Cabinet consisting of ministers drawn from Parliament. Ministers were accountable to Parliament, though the President could freely dismiss them.

The Constitution of Kenya Review Commission proposed that ministers should not be MPs, and should be nominated by the Prime Minister and approved by Parliament. Public views had expressed support for more technically qualified ministers, and concern that MP/ministers neglected Parliament and their constituencies. These ideas survived through the second draft constitution by the Committee of Experts, which wanted ministers to also have relevant skills or qualifications.

So, when the MPs at Naivasha decided on a presidential rather than a parliamentary system, the change, as far as ministers were concerned, was not so dramatic. In most presidential systems, ministers (called Cabinet secretaries in the US, Mexico and the Philippines — and now in Kenya) are not MPs. They are accountable to the President, who appointed and can dismiss them. The MPs removed the requirement of relevant skills.

In the final Constitution, the CoE added that the President “exercises the executive authority of the Republic, with the assistance of the Deputy President and Cabinet Secretaries”. This puts a little more emphasis on the Cabinet than you would find in some other presidential constitutions (the US Constitution makes no mention of it and does not clearly mention what are today called cabinet secretaries). But the Kenyan Constitution also says that Cabinet Secretaries (CSs) are accountable to the President “for the exercise of their powers and the performance of their functions”.

In a well-functioning parliamentary system, there is considerable debate within the Cabinet (the body of ministers), more so than in presidential systems. Ministers in a parliamentary system are more important and influential than in the presidential, especially because they often have a considerable political base. They tend to be more political than their counterparts in presidential systems, who are often seen as more “technical”. Parliamentary system ministers, sitting in Parliament, have to answer questions, defend government policies and are generally more accountable to Parliament. Usually both they, and the head of government (Prime Minister), are in office because of Parliament’s support.

PRESIDENT’S CHOICE UNDER THE

CONSTITUTION

Formally, the choice of CS is that of the President. Realistically, politically, he must consult his Deputy, with whose community support — at least to some extent — he is in office. And the Constitution requires the “regional and ethnic diversity of the people of Kenya” must be reflected in the Executive. He must not discriminate in his choice because of any personal characteristic (though obviously he must be able to value political support).

He must not forget the principle that not more than two-thirds of the members of elective or appointive seats should be of the same gender. In fact, Justice Joseph Onguto decided in December 2016 “the President has acted in contravention of the Constitution in nominating, appointing and maintaining a Cabinet that does not meet the two-thirds gender requirement”. He suspended the ruling untill after the election.

The President has no other legal restriction. But he should bear in mind why he is free to choose: Not just political support but competence should be borne in mind.

Competence need not mean technical skills in the field. In fact, we can ask whether technical proficiency in a specific area of life is necessarily the best preparation for a related policy making role in government.

Almost certainly, political sense, common sense, and various other non-technical qualities, are just as necessary.

Technical expertise should come from the public servants in the ministry, both the generalists who should understand how government works, and the professionally qualified who understand the specific issues, including the history, the possibilities and the constraints. A CS who tries to push around civil servants in their own areas of expertise will encounter resistance.

PARLIAMENT AND CSs

Political acceptability is crucial. The last hurdle a CS has to go through is getting National Assembly approval. This process is introduced because CSs are not from Parliament. And it should ease relations with Parliament. Though it is the role of Parliament to scrutinise the work of government, it is not satisfactory if there is antagonism between them.

In the US, CSs are vetted by the relevant subject committee of Senate. Here they are vetted by an appointments committee of the National Assembly (the public are invited to submit comments). The committee does try to relate the candidate’s experience to the Ministry concerned, in a general way, but it clearly lacks capacity to consider technical competence in detail. But our MPs are mostly thrown out each election (this time 62%), so committees may not even be formed. Anyway, parliamentarians do not seem very focused on developing the sort of expertise that would enable them to inquire seriously into a CS nominee’s technical ability. Unspoken concerns are more likely to relate to political acceptability, including compliance with diversity requirements. It would be good if they also concentrated on integrity issues—and if the public supplied useful evidence if there is any doubt about that integrity. Unfortunately, the likelihood is that if MPs reject any it will be more because of some personal objection rather than a matter of principle. One remembers that MPs rejected Monica Juma mainly (it was reported) because she had objected to MPs “trooping to her office, seeking appointments and transfers for their people”. Such considerations aside, they are likely to rather tamely follow the President’s wishes. The law regulating parliamentary approval requires the committee to consider “a candidate’s academic credentials, professional training and experience, personal integrity and background”. This would support the idea that candidates must be presented for particular posts. A person is not just appointed CS but CS for….(a certain docket). This surely brings into question the assumption that if a CS is “shuffled” from one Ministry to another there is no need to seek fresh parliamentary approval. If a person was approved for, for example, Defence, why should they be assumed to be suitable for Education?

We lost question time with the 2010 Constitution. But CSs must still appear before a parliamentary committee if asked to answer questions on their responsibilities.

POWER TO DISMISS

The National Assembly may (after giving a CS a fair hearing) pass a resolution requiring the President to dismiss the CS. So there is some accountability to Parliament.

It is usually assumed that the President is otherwise free to sack or move CSs. But, rather remarkably, a South African High Court decided last year that the President could be required to explain why he had sacked a Minister (Pravin Gordhan, who served as Minister of Finance from 2009 until 2014 and again from 2015 to 2017 ). This case has not yet ended (at least President Jacob Zuma appealed), and the legal provisions involved are not identical to ours. But part of the reasoning was based on the Constitution. Zuma accepted that his decisions (including sacking ministers) must be rational. Would our President accept the same? Is this a reasonable rule? Would it also apply to reconstituting a Cabinet after an election?

FINAL REFLECTIONS

President Uhuru seems to call Cabinet meetings not quite once a month — more often than President Mwai Kibaki did. More often than Barack Obama did, too. But what sort of government collegiality has he developed if a large number of CSs are apparently not sure whether they have been sacked or not?

Why is the President adopting this peculiar incremental approach? Why not keep quiet until you have a full quiver? How committed to their jobs can those apparently in limbo be? Does he hope they might actually say “Clearly you don’t want me, I am going”? Does any of them have the courage to say, “I’m leaving”, if there is a silent vote of no confidence in their ability?

A last thought: The DPP has security of tenure to insulate him from government interference. If the President can tempt him to resign with the carrot of being CS, what has happened to his independence?

Kenya’s education system is undergoing major reforms, especially the curriculum and the human resource aspects. The reforms are aimed at fulfilling Kenya’s national and international goals of education, which are assumed to ultimately support the realization of the nation’s development goals. The education governance structure is reflective of the devolved system of government, even though education is a preserve of the national government rather than a shared responsibility with the county government. This chapter examined Kenya’s education governance structure using the top-down and bottom-up perspectives. The aim was to determine whether the current structure-a result of the promulgation of the 2010 Constitution and the introduction of the devolved system of government- acts as a solid foundation for education policy formulation and implementation. Findings indicate that the structure has been solid and has provided a base on which developments in education have been achieved. However, the structure has also brought with it challenges in education management. Lewin’s (1940’s) change management model and May and Finch’s (Sociology 43(3):535–554, 2009) normalization process theory have been suggested as foundation models that can further strengthen Kenya’s education governance structure.

153. decisions, responsibility and accountability of the cabinet.

(1) A decision by the Cabinet shall be in writing. (2) Cabinet Secretaries are accountable individually, and collectively, to the President for the exercise of their powers and the performance of their functions. (3) A Cabinet Secretary shall attend before a committee of the National Assembly, or the Senate, when required by the committee, and answer any question concerning a matter for which the Cabinet Secretary is responsible. (4) Cabinet Secretaries shall --

(a) act in accordance with this Constitution; and (b) provide Parliament with full and regular reports concerning matters under their control.

Dr. Belio R. Kipsang (PhD), CBS, is the Principal Secretary 

Dr. Belio Kipsang is the Principal Secretary, State Department for Basic Education in the Ministry of Education. He was appointed on 2nd December, 2022. Prior to his appointment to the current position, Dr. Belio was the Principal Secretary State Department for Regional and Northern Corridor Development. 

He has previously served as Principal Secretary, State Department for Basic Education and Early Learning. 

He also served as Managing Trustee/Chief Executive Officer (CEO) Coffee Development Fund and Deputy CEO and Head of Operations Higher Education Loans Board (HELB) where he had previously held various Strategic Management positions. 

Dr. Belio holds other distinguished positions. He serves as a Council Member at Mt. Kenya University and Cooperative University College where he also Chairs Finance, Planning and Development. 

He is a Board member Finance Alliance for Sustainable Trade, (FAST) an International Think Tank on Financial Resource Mobilization; Council Member, Advisory Council for Coffee Initiative; Government Delegate, International Coffee Organization (ICO) and; Chair, Operations Committee, Association of African Higher Education Financing Agencies (AAHEFA).

Dr. Belio is a holder of PhD degree in Education (Educational Administration and Planning from The Catholic University of Eastern Africa. He also holds a Master of Arts degree in Economics and a Bachelors (Honours) degree in Education (Business and Economics), both from the University of Nairobi. 

He has had extensive professional training opportunities which has exposed him to local and international conferences and workshops in areas of higher education financing and administration, leadership, management, micro-enterprise development, fraud, corruption and combating economic crime, agricultural value chain financing, computing and other areas of business and management among others particularly in prestigious institutions such as the London School of Economics (LSE) in the UK, Harvard University in the USA, State University of New York in the USA, among other institutions in Kenya, Germany, Belgium, Sweden, Denmark, Thailand among others. 

As an education scholar, Dr. Belio has authored highly competent academic and research papers in the areas of Higher Education Financing and Planning.

As the Principal Secretary for Basic education, Dr. Belio has been  the lead advisor to the Presidential Working Party on Education Reform (PWPER) appointed by the president on 30th September, 2022. 

He is an Associate Member of the Association of Certified Fraud Examiners and also; a member, Institute of Directors of Kenya.

Dr. Belio has received various awards that include: First Class Chief of the Order of the Burning Spear (C.B.S.).

Dr. Beatrice Muganda Inyangala is the Principal Secretary, the State Department for Higher Education and Research, Ministry of Education, Kenya.

She is a passionate educator and leader who is committed to transforming higher education and its impact on the continent and globally. Prior to her appointment, she worked for the Partnership for African Social and Governance Research (PASGR); a pan-African not-for-profit organization for 11 years, and exited as the Deputy Executive Director. Her accomplishments through the Pedagogical Leadership in Africa (PedaL) project are internationally acclaimed.

She has extensive knowledge of actors, issues, challenges and opportunities in African higher education and has trained over 3,000 teaching staff in 91 universities in 11 African countries in innovative pedagogies. She has contributed immensely to the formulation of education policy and participated in education policy debates within the region and globally: Association of

African Universities; EU-Africa policy dialogues; London School of Economics Africa Summit, among others. She holds a B.Ed and M. Phil in Planning and Economics of Education, Moi University, Kenya; PhD from the University of Athens, and has received further training at the International Institute of Educational Planning in Paris, France.

Dr. Esther Thaara Muoria, PhD

Principal Secretary, State Department for Technical, Vocational Education and Training

Dr. Esther Muoria is a seasoned manager with over 30 years’ experience in various managerial roles. Prior to joining the Ministry of Education, she served as the Registrar, Academic Affairs in Jomo Kenyatta University of Agriculture and Technology where she oversaw academic and student matters. She has also served as a Senior Probation Officer in different districts where she was responsible for liaising with other Government departments, local councils and Non–Governmental organizations in coordinating correctional services.

She is committed to promoting technical, and vocational education and training through diversity and inclusion of students from all regions of Kenya as a means of boosting the much-needed technical skills required in the Country and appropriately preparing the graduates for the world of work.

Dr. Muoria holds a PhD from Jomo Kenyatta University of Agriculture and Technology and has published in several journals.

CS salary, allowance and roles

The Cabinet of the Republic of Kenya is made up of the President , Deputy President, Attorney General and Cabinet Secretaries.

The 2010 Constitution of Kenya allows a maximum of 22 ministries under Article 152 and sets the minimum number to 14.

A Cabinet Secretary is not a Member of the Kenyan Parliament and has to be vetted by a parliamentary committee before their appointment.

Kenyan Cabinet Secretary’s Salary and Allowances:

A gazette notice by the Salaries and Remuneration Commission (SRC) indicates that a Cabinet Secretary is entitled to a cumulative salary of KSh 924,000.

The salary includes a basic salary of KSh 554,400, a house allowance of KSh 200,000, and a market adjustment of Ksh 169,600.

Other benefits include;

Official state car, maximum engine capacities of 3,000cc.

Medical benefits – annual medical cover that will cater for one spouse and a maximum of four children under the age of 25.

Inpatient – KSh 10 million.

Outpatient – Ksh 300,000.

Maternity KSh 150,000.

Dental KSh – 75,000.

Optical -Ksh 75,000.

Car loan and mortgage – KSh 10 million car loan and a KSh 40 million mortgage.

Airtime allowance – monthly airtime allowance of up to KSh 20,000.

Travel allowance – domestic and international travel allowances that will be determined by the SRC.

Security – The inspector general of police is tasked with ensuring the Cabinet members are all protected.

Prime Cabinet Secretary Musali Mudavadi Roles:

In his new role as Prime Cabinet Secretary, one-time Finance Minister (1993-1997) Musalia Mudavadi has been assigned the following roles:-

  • Assist the President and the Deputy President in the coordination and supervision of Government Ministries and State Departments; 
  • In liaison with the Ministry responsible for Interior and National Administration, oversee the implementation of National Government policies, programs and projects; 
  • Chair and Coordinate National Government legislative agenda across all ministries and state departments in consultation with and for transmission to the Party/Coalition Leaders in Parliament; 
  • Facilitate inter-ministerial coordination of crossfunctional initiatives and programmes; 
  • Coordinate and supervise the technical monitoring and evaluation of Government policies, programs and projects across Ministries; and 
  • Perform any other function as may be assigned by the President

Requirements For Appointment Of A Cabinet Secretary In Kenya

A cabinet secretary is a typical senior civil servant who provides services and advice to the Cabinet which is made up of the President, Deputy President, Attorney General, and other Cabinet Secretaries.

The CS is expected to act in accordance with this Constitution and provide Parliament with full and regular reports concerning matters under their control and are accountable to the President “for the exercise of their powers and the performance of their functions”.

“The President shall nominate and, with the approval of the National Assembly, appoint Cabinet Secretaries. A Cabinet Secretary shall not be a Member of Parliament. Each person appointed as a Cabinet Secretary assumes office by swearing or affirming faithfulness to the people and the Republic of Kenya and obedience to this Constitution, before the President and in accordance with the Third Schedule and may resign by delivering a written statement of resignation to the President,” the constitution provides.

Qualifications

  • Must be nominated by the president, with the approval of the National Assembly
  • A Cabinet Secretary must not be a Member of the Kenyan Parliament and has to be vetted by a parliamentary committee before their appointment.
  • The candidate must have academic credentials, professional training in the related field.
  •  Must have experience in government or the private sector that is seen as relevant for their post.
  • Must have demonstrated trust and loyalty to Presidents and prime ministers to be appointed into the position.
  • Cabinets must be able to represent the country and its citizens  together with their interest.

In Kenya the president has the power to transfer the cabinet secretary from one Ministry to another when the cabinet is reshuffled. A Cabinet Secretary can be fired or asked to step down on corruption scandals or abuse of the office.

The Basic Education Act of states the functions of the County Education Board in Kenya. The County Education Board is an agent of the National Education Board.

Section 18 of the Basic Education Act contains the functions of the County Education Board in Kenya.

The Cabinet Secretary (CS) mentioned in this article refers to the one in charge of basic education and training matters.

Functions of the County Education Board in Kenya

The functions of the County Education Board shall be to–

  • oversee in consultation with the county government, the operation and management of youth polytechnics, pre-primary education including early childhood care and education programmes in the county;
  • coordinate and monitor education and training in the County on behalf of the national government and the county government;
  • interpret national policies in education based on the county’s needs;
  • initiate proposals for policy reforms;
  • plan, promote, develop, and coordinate education, training and research in the county in accordance with the provisions of the Basic Education Act, the national education policy and the laws and policies of the county government;
  • collaborate with the Board of Management, the Principal, the Head Teacher, and other appropriate authorities in the management of basic schools;
  • register and maintain a data bank of all education and training institutions within the county;
  • monitor curriculum implementation in basic education in the county;
  • monitor the conduct of examinations and assessments at the basic education and training levels in the county in collaboration with all the relevant national bodies;
  • collaborate with the Teachers Service Commission on teacher management within the county;
  • prepare and submit a comprehensive school termly annual report including Educational Management Information System data to the Cabinet Secretary on all areas of its mandate including education and training services, curriculum, policy implementation and school-based audit report within the County;
  • coordinate with all relevant agencies to ensure that all the barriers to the right to quality education are removed and with National Government to facilitate the realization of the right to education within the county;
  • put measures in place to ensure all children and the youth of school-going age within the county attend and stay in to complete basic education.
  • perform such other functions as may be necessary for the better carrying out of the functions of the county education board under the Basic Education Act or any other written law.

In carrying out its functions, the County Education Board shall work in consultation and cooperation with the National Education Board .

Members of the County Education Board

The members of the County Education Board in Kenya are a Chairperson Chairperson and twelve other members appointed by the Cabinet Secretary through an open and competitive process and shoulf include–

  • an educationist of at least five years standing based in the county;
  • the County Director of Education or their representative who shall be the Secretary to the County Education Board;
  • a representative of the county executive in charge of education;
  • a representative of the Teachers Service Commission ;
  • jointly, the National Council of Churches of Kenya and the Evangelical Fellowship of Kenya;
  • the Kenya Episcopal Conference; and
  • the Muslims Education Council;
  • a representative of the association of private schools;
  • two representatives of a trade union representing the interest of teachers;
  • two representatives of parents teachers association;
  • a representative of persons with disability;
  • the Primary School Head Teachers’ Association; and
  • the Secondary School Principals Association.
  • a representative of a child rights organization.

In appointing persons as Chairperson and members of the County Education Board, the Cabinet Secretary shall observe the principle of gender equity, regional, ethnic and religious balance, transparency, openness and competitiveness.

In appointing persons as Chairperson and members of the County Education Board, the Cabinet Secretary shall also have due regard to the principle of equal opportunities for persons with disabilities.

All members of the County Education Board shall have a minimum qualification of secondary education certificate.

The Cabinet Secretary

Prof. Njuguna Ndung’u is the Cabinet Secretary, National Treasury & Economic Planning. He was appointed Cabinet Secretary by President William Samoei Ruto on September 27, 2022. Prior to the current appointment, Prof. Ndung’u was serving as the Executive Director of the African Economic Research Consortium (AERC), a Pan African premier capacity building network of researchers, trainers, students, universities, policy makers and international resource persons. He is an associate professor of economics at the University of Nairobi, Kenya and the immediate former Governor, Central Bank of Kenya.

Prof. Ndung’u has been a member of the Global Advisory Council of the World Economic Forum, Visiting Fellow of Practice at Blavatnik School of Government, Oxford University, Director of Training at AERC, Program specialist at IDRC and Team Leader in Macro-modelling at the Kenya Institute for Public Policy Research and Analysis.  He holds a PhD in economics from University of Gothenburg, Sweden. He is a Member of Brookings Africa Growth Initiative, Member of the Advisory Committee of the Alliance for Financial Inclusion, that coordinates financial inclusion policies in Africa, Asia and Latin America, and Senior Advisor for the UNCDF-based Better Than Cash Alliance.

Explainer: Roles, responsibilities of Chief Administrative Secretaries

If approved, the 50 Chief Administrative Secretaries (CASs) nominated by President William Ruto on Thursday will complete the formation of the largest Executive in recent Kenyan history.

The Chief Administrative Secretary (CAS) post was established in order to help Cabinet Secretaries in accordance with Article 132(4)(a) of the Constitution as read with Section 30 of the Public Service Commission Act, 2017.

The CASs are expected to perform various duties and responsibilities that will enhance service delivery and policy implementation.

One of the key duties of the CASs is to respond to issues and questions related to their portfolio assigned to their office. This means that they will need to have a thorough understanding of their ministry’s area of responsibility, and be able to provide information and answers to queries from both the public and other stakeholders.

Another key responsibility of the CASs is to provide liaison with the National Assembly and Senate. This involves ensuring that communication channels are open between the ministry and these important government bodies, and that any issues or concerns are addressed in a timely manner.

The CASs are also responsible for providing liaison with county governments on matters of concurrent mandate. This means that they will need to work closely with local authorities to ensure that government policies are implemented effectively at the grassroots level.

The CASs are also responsible for providing inter-ministerial/sectoral coordination. This involves working closely with other government ministries and agencies to ensure that policies and programs are aligned and that there is no duplication of efforts.

The CASs will also be expected to represent the Cabinet Secretary at any meeting as instructed by them. This means that they will need to be able to effectively communicate the views and positions of the ministry at various forums and events.

Finally, the CASs will be required to execute any other duties and responsibilities specifically assigned to them by the Cabinet Secretary in furtherance of the interests of the ministry. This means that they will need to be flexible and adaptable, and be able.

The nomination of the 50 CASs has elicited a range of reactions, with some hailing it as a move that will improve efficiency and inclusivity and others condemning it as a waste of public funds.

List of Principal Secretaries in Kenya and their profiles in 2024

As soon as President William Ruto assumed office following the 2022 general elections, one of the first things he did was to appoint cabinet secretaries. The Public Service Commission (PSC) was tasked with interviewing and shortlisting Principal Secretaries for vetting to serve under the appointed CSs. The exercise by the PSC selected 51 Principal Secretaries in Kenya pending their swearing-in.

Principal Secretaries are the head of every ministerial department, fulfilling specific roles and oversight. This position was created to impose proper control in the running of ministries and eliminate ambiguity. Therefore, they are the main pillars, ascertaining that all affairs are running smoothly.

Raymond Omollo previously served as Lake Basin Development Authority Managing Director since 2019. He was born in Kadel, Rachuonyo, in Homa Bay County. He was among the few people from the region who threw their weight behind President Ruto’s campaigns. The alumni of the University of Nairobi has a PhD in Applied Statistics.

Mrs Muriuki is the first female director for Women & Gender at the Kenya National Chambers of Commerce and Industry. She is the founder and Executive Director of St-Petroc Premier School. She is the 2017 Devolution Warrior Award holder.

7. Chris Kiptoo - The National Treasury

Chris Kiptoo was born in 1967 in Elgeyo-Marakwet County. He holds an economics degree and master’s degrees from Egerton University and a PhD from UoN.

He was first appointed as PS by President Kenyatta in 2020 but has been working in the Central Bank of Kenya for more than 15 years. He has also previously worked as an economic advisor to the Prime Minister, then Raila Odinga.

Meet June Chepkemei, 35-Year-Old CEO, Kenya Tourism Board

J une Chepkemei has been appointed as the Chief Executive Officer (CEO) of the Kenya Tourism Board (KTD) for a period of three years.

Tourism Cabinet Secretary (CS) Alfred Mutua announced her appointment in a gazette notice number 3226 dated March 19, 2024.

Chepkemoi has been picked to hold the position effective, Wednesday, March 20, 2024.

“In exercise of the powers conferred by section 37 (1) of the Tourism Act, 2011, the CS for Tourism and Wildlife appoints June Teclar Chepkemei to be the Chief Executive Officer of the Kenya Tourism Board, for a period of three (3) years, with effect from the 20th of March 2024,” the notice read.

Reacting to her appointment, the Consumers Federation of Kenya (COFEK) Secretary General (SG) Stephen Mutoro noted that she was qualified for the role.

In a statement on X, Mutoro said Chepkemei is lucky but doubted whether the appointment was competitive.

“She is a lucky lady. Enough said. She has been named at KTB by CS Mutua. Not sure if it was competitive. But even if she is clearly not qualified, she is suitable for the job!” he said.

June Chepkemei Sparkling Career

At only 35 June Chepkemei has built an outstanding portfolio and stands out among her peers. 

In January 2023, Moses Kuria (then Trade Cabinet Secretary) appointed Chepkemei as the Acting, Managing Director (MD) of   Kenya Investment Authority  (KenInvest). 

KenInvest’s facilitates the implementation of new investment projects, provides after-care services for new and existing investments, as well as organizing investment promotion activities both locally and internationally.

June was the Head of Marketing & Corporate Communications at Konza Technopolis Development Authority (KoTDA) before joining KenInvest.

June’s Contributions to Open University of Kenya Establishment

This made her receive a special recognition when President William Ruto was launching the Open University of Kenya (OUK) in Machakos County on August 3, 2023.

Makueni Governor Mutula Kilonzo Junior pinpointed June Chepkemei as one of the people who tirelessly worked behind the scenes towards the success of OUK.

“There is a young lady whom I must recognize. June Chepkemei, are you here? She is the second person I want to recognize for the work they did including ensuring the title deed for these five thousand acres is securely in the hands of Konza,” remarked the governor.

June was the Communications Business Partner at Safaricom Limited having worked for 6 years prior to joining KoTDA.

The new KTB CEO has also served as the Project Coordinator for Kenya Advance Institute of Science and Technology (KAIST) under the Ministry of ICT & Digital Economy in partnership with the Ministry of Education (MoE).

June pioneered the Konza Innovation Ecosystem Initiative which was voted as the third most inspiring solution by the International Association of Science Parks and Areas of Innovation (IASP).
