Dr Olivia Woolley – Olivia undertook research at UCL between 2007 and 2011 (supervised by Professor Jane Holder and Professor Maria Lee) into the use of law to protect ecosystems.  Her thesis presents proposals for a system of ecological governance whose purpose is to improve the protection of ecosystem functionality by driving progressive reductions in the cumulative pressures that human living places on the natural world.  Olivia defended her thesis in September 2011, and the award of the doctorate was confirmed in January 2012 following the completion of minor corrections.  A monograph based on the thesis will be published by Cambridge University Press.  Olivia completed the thesis whilst working as a postdoctoral researcher at the Groningen Centre of Energy Law of the University of Groningen in the Netherlands.  She is now working as a lecturer in energy and environmental law at the University of Aberdeen.

  • Dr Jin Liu – Jin’s PhD considers the urgent need to explore legal regulations for limiting and/or reducing the adverse impacts of aircraft emissions on the environment in the light of new governance theory. It examines the progress which has been made on international aviation emissions abatement and provides an analysis of the reasons for delay. It concludes that the contribution of aviation to climate change is a multi-scalar problem and as such neither conventional top-down international legal regimes, nor any single regulatory instrument can solve it. Drawing on the scholarly literature on new governance, the thesis argues for a multi-scalar regulatory architecture which simultaneously engages multi-level governance, and a multi-party and multi-instrument approach to the problem. Jin successfully defended her thesis, Legal regulation of aircraft engine emissions in the age of climate change , and received the degree in June 2011. Jin taught Climate Change Law and Regulation at Queen Mary University of London in 2012, and is currently busy at home with her two sons Jamie and Harry.

Dr Rónán Kennedy – Rónán carried out research on the application of information and communications technology (ICT) , beginning in January 2010. The final thesis examined the use of ICT by environmental regulators, NGOs, and the general public. It drew on field work (interviews with staff in regulators and NGOs), science and technology studies perspectives, and the theory of the rule of law. It concluded that there is a real need to take proactive steps to protect fundamental legal values from invisible encroachment in an regulatory process that is increasingly managed by ICT. Rónán successfully defended his thesis in January 2015. Portions of it have since been published as academic articles. He works as a lecturer in the School of Law at the National University of Ireland Galway, as he did during his studies.

Dr Christopher Anderson – Christopher’s thesis is a comparative study of administrative law and risk regulation in the European Union and the United States. The analysis proceeds from the premise that the main objective of administrative law is to reconcile the exercise of bureaucratic power with liberal democratic values. In this way, administrative law constructs the legal legitimacy of administrative regulation, including administrative risk regulation. The thesis argues that the most important differences between European and American risk regulation are better explained as expressions of the normative commitments of the two public law systems rather than as the product of fundamentally different attitudes toward technological risk. Methodologically, the thesis is a comparative study of legal doctrine and, as such, its goal is to understand the unique contribution of law as a discourse to the social phenomenon of risk regulation. Christopher successfully defended his thesis in March 2016 and now practices law in Philadelphia, Pennsylvania.

About the journal

Aims and scope.

The UCL Journal of Law and Jurisprudence ( UCLJLJ ) is a law edited and published by graduate (Masters and PhD) students of UCL Faculty of Laws . The Journal publishes scholarly contributions from academics, researchers and practitioners, as well as showcasing outstanding research of post-graduate students at UCL. It accepts submissions in all areas of law and jurisprudence, reflecting the diverse and innovative areas of research at UCL Laws, and its distinguished tradition of legal philosophy. The Journal is a generalist publication, but runs occasional themed issues. The Board of Editors assesses all submissions through a double blind peer review.

Since 2015, it has been published twice annually and is available through open access. We do not accept submissions via email.

U.S. News & World Report Ranks UH Graduate Programs Among Nation’s Best in 2024

Four UH Graduate Programs Rank in Top 10, 17 in Top 50

The University of Houston is once again proving that it is a powerhouse in graduate education, with 13 of its programs securing spots among the top 50 nationwide in the 2024 U.S. News & World Report graduate program rankings, released today. Three engineering programs maintain their top 50 rank pending the release of 2024 engineering rankings, which have been delayed. In total, UH has 17 programs in the top 50.

A total of four UH graduate programs rank in the top 10 nationwide, including three from the UH Law Center: Health Care Law (No. 7), Part-Time Law (No. 8) and Intellectual Property Law (No. 8). The Petroleum Engineering program in the Cullen College of Engineering maintains its No. 9 ranking pending forthcoming rankings in the discipline. Since 2020, UH has seen a 70% increase in the number of graduate programs earning a top 50 ranking.

“Being acknowledged among the nation's top performers in these vital fields is truly gratifying and affirms the national prestige of these programs and the caliber of faculty, staff and students,” said Diane Z. Chase, UH senior vice president for academic affairs and provost.  “Delivering top-tier professional and graduate programs and positioning students for success in their respective fields of graduate study is integral to our vision of ascending as a top 50 public university.”

This year, nine UH Law Center specialty programs are ranked among the Top 50 in the country, with three ranked No. 1 in the state of Texas.

Each year, U.S. News ranks professional school programs in business, education, engineering, law, medicine, and nursing, including specialties in each area. The rankings are based on enrollment numbers, job placement rates, faculty statistics, and other essential quality indicators designed to help prospective students make informed decisions.

Emory University’s graduate and professional schools and programs continue to be ranked among the best in the country, according to U.S. News & World Report’s 2024 Best Graduate Schools, which was released April 9.

The annual list uses data, surveys and other information to rank programs in schools of nursing, public health, business, law and other areas. The publication has delayed releasing rankings for medical schools, engineering schools and clinical psychology programs because of concerns with the data.

Here are the Emory schools included in this year’s national rankings:

The Nell Hodgson Woodruff School of Nursing master’s program ranks 1st in the nation. The school’s doctor of nursing practice program is 6th.

The Rollins School of Public Health ranks 3rd in the nation.  In the category of public health programs, U.S. News issued rankings for several master’s programs: biostatistics (5th), environmental health science (3rd), epidemiology (4th), health policy and management (8th) and social behavior (3rd). 

Goizueta Business School’s full-time MBA program ranks 18th. The Executive MBA program is 13th and the part-time program is 20th.

The School of Law ranks 42nd in the nation. Multiple programs within the school also received rankings including business/corporate law (22nd), constitutional law (25th), contracts/commercial law (21st) and health care law (21st).

The Laney Graduate School awards all PhDs at Emory in partnership with faculty located in various schools and departments across the university. Among doctoral science programs, computer science is 64th.

In U.S. News’ rankings of nursing master’s programs, Emory’s nurse practitioner, adult/gerontology, primary care is 3rd ; nurse practitioner, adult/gerontology, acute care is 4th; and family nurse practitioner program is 4th.

In rankings of Emory’s doctor of nursing practice programs, adult gerontology/acute care is 4th; adult gerontology/primary care is 3rd; family practice 5th; and nurse administration management 6th.

Each school may have additional information about rankings issued to specific programs. Not all graduate and professional programs are ranked annually.

Student Workers File to Unionize at UC Law San Francisco

A group of approximately 200 graduate student workers at UC Law San Francisco on Tuesday filed to form a union, according to organizers.

The new collective bargaining unit, called United Legal Educators , comes as undergraduate and graduate workers have won collective bargaining rights across the state and country in recent years.

“It’s been hard for an isolated law school to come together for student workers and get a unified voice. But, luckily, there’s been a lot of effort in this unionization space,” said Stephen Cosenza, a legal research and writing teaching assistant at UC Law San Francisco. “We saw what was happening at other UCs and felt that momentum on our own campus and ran with it.”

Organizers with United Legal Educators submitted paperwork with the California Public Employment Relations Board on Tuesday asking the state agency to officially recognize the union, which will represent library workers, admissions workers, teaching assistants, researchers and other student employees at the law school formerly called UC Hastings. Next, state and school officials must verify and recognize the union.

Graduate students organizing for better bargaining power at the law school said the two big issues they hope a union will help them address are resolving pay discrepancies and better responding to reports of discrimination .

Organizers like Cosenza cite higher pay at UC Berkeley’s graduate law school, where graduate student workers are represented by UAW 4811.

“I’m getting paid like $4 an hour. And we provide such an essential function,” Cosenza said. “We’re just trying to get something that is more equitable, you know, ideally at least on par with minimum wage.”

UC Law SF student workers are seeking to be recognized as a new bargaining unit with United Auto Workers, which currently represents more than 36,000 teaching assistants, as well as graduate student instructors, researchers and readers across the University of California system.

They will join tens of thousands of student workers across the country. In 2023 alone, 30 new student-worker collective bargaining units formed across the country, more than any year in the last decade, according to a 2023 study from the CUNY School of Labor and Urban Studies.

“It’s thrilling to see over 70% of student workers come together to raise the standards at UC Law SF,” said Mike Miller, director of UAW Region 6, in a press statement. “As these workers join 15,000 other UAW academic workers in the Bay Area and thousands more across the country, they are more than ready to negotiate a strong first contract.”

The largest strike in the history of U.S. higher education took place in 2022, when around 48,000 student workers, researchers, postdoctoral scholars and more walked out of the University of California’s 10 campuses .

“We’re excited to be joining a movement of academic workers forming unions across the country,” said Mikaela Gareeb, a legal research and writing teaching assistant at UC Law SF. “Many of us like our jobs because they give us an opportunity to help our peers build their skills; however, we deserve to be fairly compensated for the work that we put in.”

In a statement emailed to KQED, a spokesperson for UC Law SF said the institution supports student workers’ rights to unionize under the law.

“UC Law SF supports employees’ rights to decide whether or not they think union representation would be beneficial for them,” said John Kepley Chief Communications Officer for UC Law SF. “We have nothing further to add at this time and will engage with the process set forth by [the Higher Education Employer-Employee Relations Act].”

Nursing Rises in ‘U.S. News’ Best Graduate Schools Rankings

Continuing its mission of shaping the nursing profession and the health care environment by developing leaders in education, research, and practice, the University of Maryland School of Nursing (UMSON) has again ranked in the top 10 across the board for public schools of nursing — and moved up in all six categories in which the school is ranked — in the newly released 2024 edition of U.S. News & World Report ’s “ America’s Best Graduate Schools ,” out of 651 accredited nursing schools surveyed.

Both UMSON’s Doctor of Nursing Practice (DNP) and its Master of Science in Nursing (MSN) programs climbed in the rankings among all schools surveyed, with DNP tied at No. 8 (up from No. 15 last year) and MSN at No. 20 overall (up from No. 25 last year). Among public schools of nursing, the DNP program is tied at No. 4 and the MSN is ranked No. 9.

Two UMSON specialties lead the way in the rankings, both ranked No. 1 (tied) nationwide among public schools of nursing:

  • The DNP Adult-Gerontology Primary Care Nurse Practitioner specialty, tied at No. 4 among all ranked schools
  • The MSN Health Services Leadership and Management specialty, No. 2 among all ranked schools

UMSON also is ranked in the top 10 among public schools of nursing for its:

  • Family Nurse Practitioner Doctor of Nursing Practice specialty (No. 3)
  • DNP Nurse Anesthesia specialty (No. 7, tied)

“It is gratifying to continue to be recognized nationally for our Doctor of Nursing Practice program and our Master of Science in Nursing program,” said Yolanda Ogbolu, PhD, NNP, FNAP, FAAN , the Bill and Joanne Conway Dean of the University of Maryland School of Nursing. “The School of Nursing plays a vital role in our collective efforts in Maryland and nationally to increase the number of nurses with advanced education, particularly at the doctoral level. It is essential that we have nurses who are well prepared to meet the changing needs of patients, their families, and our communities at a time when we face increasing complexity in our health care system, growing diversity in our population, and persistent gaps in access to needed care.”

The U.S. News & World Report rankings are based on a variety of indicators, including student selectivity and program size, faculty resources, and research activity, and on survey data from deans of schools of nursing that are accredited by the Commission on Collegiate Nursing Education or the Accreditation Commission for Education in Nursing.

In fall 2023 and early 2024, U.S. News surveyed 651 nursing schools with master’s or doctoral programs. In total, 292 nursing programs responded to the survey. Of those, 216 provided enough data to be included in the rankings of nursing master’s programs and 188 provided enough data to be eligible for inclusion in the ranking of DNP programs. Many institutions were ranked in both, using overlapping data.

The University of Massachusetts at Lowell acted reasonably when it found a graduate student and resident adviser responsible for sexual misconduct and banned him from campus housing, a federal judge said.

The student, suing pseudonymously as John Doe, argued that the university retaliated against him for speech in violation of the First Amendment. But the school “reasonably determined” that his conduct “caused a substantial disruption at UMass Lowell as to female students” who also worked as RAs and invaded their rights, the US District Court for the District of Massachusetts said Tuesday.

Advanced Foundations of International Law of Foreign Investment (LAWS0295)

International law of foreign investment is a field of public international law that primarily addresses the treatment of investment by States, and settlement of disputes between investors and States.

The module provides an advanced introduction to international law of foreign investment protection. This field of international law is expressed in international treaties and customary law obligations and largely implemented through investor-State arbitration, disciplines and structures the manner in which States treat foreign investments and investor. This module introduces the student to the more important aspects of the discipline, including its scope, content of the substantive obligations and exceptions, procedure of investor-State dispute settlement, and conceptual questions raised by the relationship between investment law and other fields and values in international law. There are no formal prerequisites for this module. Nevertheless, it is a public international law module, and a basic knowledge of public international law (sources, responsibility, actors, dispute settlement), whether derived from earlier studies or other PIL modules at UCL, will be an asset.

to ensure that students develop an understanding of the core substantive and procedural principles in investment protection law 

to enable students to appreciate both similarities and differences between different substantive obligations, and between different procedures for settlement of investment disputes (particularly ICSID Convention and UNCITRAL Rules) 

to enable students to discuss critically the regime of modern investment protection law.
