While environmental and economic sustainability have been driving factors in the movement towards a more resilient built environment, social sustainability is a factor that has received significantly less attention over the years. Federal support for low-income housing has fallen drastically, and the deficit of available, adequate, affordable homes continues to grow. In this thesis, I explore one way that architects can design affordable housing that is intrinsically sustainable. In the past, subsidized low-income housing has been built as if to provide a short-term solution—as if poverty and lack of affordable housing is a short-term problem. However, I argue that adaptable architecture is essential for the design of affordable housing that is environmentally, economically, and socially sustainable. Further, architects must balance affordability, durability, and adaptability to design sustainable solutions that are resistant to obsolescence. I conclude by applying principles and processes of adaptability in the design of Apto Ontario, an adaptable affordable housing development in the low-income historic downtown of Ontario, California (Greater Los Angeles). Along a new Bus Rapid Transit corridor, Apto Ontario would create a diverse, resilient, socially sustainable community in an area threatened by the rise of housing costs.

The US Census Bureau reveals the number of families in poverty in the United States in 2014 was 9.5 million, at a rate of 11.6 percent. In the current economic climate, many more families are facing the possibility of eviction, foreclosure and homelessness. Low income families may be able to secure a residence through low-income housing organizations. Orange County Community Housing Corporation is an organization that offers a program in addition to long-term housing in areas such as financial literacy, education, and health. In this setting, tenants may begin to think about more future oriented prospects rather than daily/weekly survival issues. As families become more stable, their perceptions of success and how the program may help them will reveal how services can be tailored more effectively.

The purpose of this ethnographic study is to discover how participants within Orange County Community Housing Corporation define success. As tenants are involved in the program, program definitions may play a part not only in shaping tenants’ immediate goals (i.e., finding employment, returning to school), but also their overall perception of success. Tenants’ definitions of success may also contribute to how the program is shaped. This qualitative study will utilize participant-observation and semi-structured interviews with the overall aim to explore the intersection of tenant and program definitions of success and their convergence towards sustainable outcomes for tenants, which includes averting homelessness and working towards greater “self-sufficiency.”

The Urban Vernacular: A low-cost incremental housing development in the Philippines

This study investigates adaptable housing design as a solution to informal settlements’ issues, including the threat of rapid urbanisation and displacement due to eviction, flooding, and an array of man-made destruction. This study aims to identify design processes and solutions that support and prioritise the housing and community needs of lower-income demographics so they may live safe and healthy lives empowered by adaptable design and construction processes that put them in control of the development and progress of their living environments. This exploration will be grounded in the informal settlements of Baseco, Manila in the Philippines, one of the most densely populated in the country, where urban regeneration has been prominent over the past few years. This study will use a mix of quantitative and qualitative design research methods. This research will use quantitative data in the earlier phases of data collection to build an accurate context as a basis for exploration and understanding. Ethnographic studies will inform design phases through secondary sources supported by simulations and models. This investigation aims to contribute to the discussion of urban regeneration and solving informal housing issues in-situ to keep existing social networks intact rather than relocation. This process will begin through an adaptable building design inspired by the incrementalism of informal construction, argued as a form of urban vernacular. This paper indicates that low-income communities are reactive rather than proactive in responding to vulnerabilities. The design solution aims to be a catalyst in fostering a more proactive approach to risk-mitigation strategies and empowering communities through safer living conditions that prevent displacement that destroy networks of social connection.

2. Art and Heritage museum

To design a building that is important not only for the preservation of the history of the community but to also integrate members of the community and to what they share. This topic uses a method that looks at the study not only qualitatively, but also based on a theoretical foundation, with the acute understanding that comes from familiarizing oneself with concepts and standards of museums, exhibition spaces, contextualism, and exhibit care and preservation.

The project should not only focus on respecting the importance of the historical context, but also ensure that it avoids the damage of pieces of its past. It should shed light on the concept of the museum itself, the types of functions and activities it would encourage, the form and physicality of the building, and the interconnectivity between different elements of the museum . 3. Airport of Urban Architecture Thesis

Many countries in the world, including the USA, are suffering from outdated aviation infrastructure, with most airports being more than 40 years old, and a lot of money being spent on the revamp, expansion or construction to meet the challenging new needs of today. 4. Cinema and theatre architecture

Cinemas and theatres are interesting places, where the anticipation to experience is just as important as the actual film or performance itself. This is why the design and nature of the building hold such great importance.  It should in some way, either reflect the magnitude of the experience that it would showcase, or subdue itself against the marvel of the performance . Either way, it should be taken as a work of art, as architectural icons as done so in the past, which communicate the spirit of the times through the design.

The building requires a careful understanding of the program; it features their relationships with one another, the type of circulation from one space to another, and the allowance of gathering spaces with technical ones as well. The seating arrangement, sound buffering, technical knowledge must be handled as meticulously as possible, as close attention to the sound, visuals, and theatrics are what greatly enhance the experience of the performance. 5. Skyscraper design | Architecture Thesis

There exists in our society an absence of awareness regarding marine ecosystems, especially informal sectors, which has resulted in a lack of opportunities, care, and resources available for marine life. Thus, a thesis project on this topic would not be addressing the administrative concerns related to marine life, but could also cater to providing a recreational public space , where visitors can appreciate and interact with marine life along with exhibition spaces intended to create awareness for the general public.

Whilst taking the project a step ahead, a proper research institute could also be designed to further the knowledge available of the oceans and the organisms that inhabit them. These institutes with research facilities and equipment could provide areas for analysis, experimentation, and research for discovery. Thus, this project would not only help educate the public at large, but help generate revenue as a popular tourist attraction, and plant seeds for much-needed research of marine life.

A convention center is a public building of urban architecture meant to convey ideas and knowledge. It is also perceived to be more like the expansion of a town hall, where people having shared interests, goals, though, religion, or professions, could gather to interact, communicate, learn, and make decisions regarding the public realm. Hence, it is a space that caters to large groups of people, providing them with communal spaces that encourage different uses as well as appropriate exhibition spaces. 

Furthermore, since a convention center is meant to act as a medium for discourse, the first thing to consider is to develop a concept that would intend to attract people. It should have easy accessibility, be welcoming and fascinating and its spaces should be able to provide the necessary means for it to function efficiently and effectively.

9. Library of Urban Architecture Thesis

In the modern age of digitalization, the internet and technology have greatly transformed the manner in which we consume information. With this rapidly changing paradigm, the traditional function of a library is put on a pedestal and called to question. While it is true that the physical collection of books in a certain environment as compared to quick access to data using the internet does question the sustainability of a public library and the resources it offers, we must also keep in mind that a library also functions as a flexible space, that can be transformed to an active social space, agent for interaction and societal growth.

It must not only be considered to be a space that allows access to information, but also an environment that encourages discourse, communication, and exchange of meaningful ideas between people from different ages and social groups. With this in mind, a public library must be considered as one of the most democratic building types available, and one that has huge potential to add value to community development, growth, resource, and service. Therefore, with the sensitivity that comes with designing a library comes great responsibility, and this must be looked at as an area with the potential to be explored as a vital public asset.

10. School of art and design

Projects that are practical solutions to community needs also have greater impacts on communities socially as well as economically. A thesis of urban architecture at a School for Art and Design could immensely help in this regard. It would only provide a platform for artists, architects, students, and citizens from various fields and social groups to gather and interact, share ideas and learn through conventional as well as modern ways and activities. This center would also enable these artists to share and exhibit their work and experiences through exhibition spaces, seminars, events, and conferences with members of their own community and the wider world through event halls, conference rooms, and libraries for research and learning.

With a learning institute as part of the program, the center would also allow aspiring artists to develop skills through formal training as well as informal activities. Thus, this institute would help create inclusivity in society but integrating different groups of people with a shared interest throughout the day and hence, year. It would also act as a viable magnet for social interaction between professionals, beneficial for the community and the campus. This, in turn, would enhance and regenerate the urban fabric, add depth to the context of the city and help drive the society forward in a positive direction. 11. Bus terminal cum commercial complex

Transit facilities are indeed one of the most important and vital functions of a city itself. They constitute some of the most important goals of the city and its government by inviting a large number of people to the city, merges different groups of crows, and bring in opportunities of work and living for the masses, thus building the scope of urban architecture. Therefore, smooth and better transit provides ground for future development and helps the urban fabric to grow incredibly. Transit not only improves the urban squares and nodes, and provides a push to less developed areas to allow them to be at par with the rest of the city.

Understanding the scope of development associated with a bus terminal with a commercial complex attached as an additional function thus presents itself as an interesting topic to pursue. It would not only group different travelers with one another but also with the locals, allowing them to appreciate and value local culture and tradition, as well as activities that integrate the urban living community.

12. Sports stadium of Urban Architecture

A stadium is one of the building typologies that have the power to shape the city or town it is located in. it not only helps put the city on the maps but also establishes an identity for the community and provides a tourist attraction and a focal point in its landscape. It is thus, a huge actor of theatrics that represents the output of a sport, and has a significant role for the city with regards to politics, geography, as well as socio-economics.

Thus, a sports stadium should not be looked at as a revenue-generating machine, but a building type that should be sustainable, iconic in design, with strong structural understanding for it to be considered a marvel in civic urban architecture. It requires a comprehensive understanding of various issues related to planning and design, which also cater to increased interaction and ease of access to its activities, and the environment is contained and encouraged.

This would not only emphasize the importance of education for all sectors of society but would allow meaningful involvement of the community for development projects meant to improve the quality of life for the rural sectors.

The planning involved would recognize the basic functions needed to run a school, especially in a rural setting with a standard of quality education kept in mind. In summer 2017, residents of thousands of socialist-era apartment buildings in Moscow were invited to vote and decide whether their building should be included in the demolition and relocation program proposed by the Mayor’s Office. Renovation is an ongoing urban renewal plan, first announced in Moscow in February 2017, to demolish whole neighborhoods of socialist-era, five-story buildings and replace them with high-rises. The vast project affected more than 5,000 buildings with approximately a million inhabitants.

This dissertation addresses general questions of political agency and the possibility for diverse people in urban neighborhoods to produce change: to achieve desired policy outcomes, transform the rules of political interactions and the configuration of players in the urban political field. Inevitably, the interests, aspirations, and strategies of these people differ. In this thesis, I explore how these different aspirations and different life experiences clash, overlap, and develop into collective strategies, which can transform the relationships of the urban political field. To connect the experiences of Moscow residents facing urban renewal with the longstanding sociological debates, I synthesize theories of agency and strategy, theories of strategic interaction in social movement research, and urban scholarship on citizenship.

Housing is a fundamental human goal, and ways of achieving and keeping a proper home shape a person’s housing strategy . Renovation soon turned into a housing struggle. The reason it sparked a high degree of mobilization in a relatively politically apathetic society is the thing it targeted: housing is literally the issue closest to home, able to provoke even politically indifferent people to act. I seek to demonstrate that political action partly grows out of individual strategies, motivations, aspirations, and feelings. These personal strategies, too, result in turn from earlier social and cultural processes.

Renovation pulled Muscovites into the urban political field , a configuration of interactive arenas where decisions about the city in general and its specific parts can be negotiated. Setting foot in one arena could also motivate citizens to further explore the outlines of the field, and engage in interactions in further linked arenas, such as municipal elections. Previously, not many Muscovites had used or even known about the different arenas of urban and local politics, but the shock of potentially losing their home in Renovation exposed those structures to more citizens than ever before. People learned and tried out individual arenas, learned about the connections between different political arenas, and created new arenas, for example, homeowners’ assemblies or meetings of the new activist communities.

Everyday life in avant-garde housing estates: A phenomenology of post-Soviet Moscow

[FULL-TEXT AVAILABLE AT: http://urn.kb.se/resolve?urn=urn:nbn:se:uu:diva-427671] This thesis explores the lived and social experiences of residents in five centrally-located housing estates in Moscow. These estates — Budenovsky, Dubrovka, Khavsko-Shabolovsky, Nizhnyaya Presnya and Usachevka — were built in the late 1920s at what was then the edge of the city, as the architectonic expression of specific ideals about everyday life and collective living for Soviet citizens. While such ideals have faded, the avant-garde, or constructivist, estates outlived the Soviet Union and continue to serve as a home for thousands of Muscovites. Inspired by humanistic geography’s phenomenological method and Henri Lefebvre’s writings on everyday life and social space, the thesis explores how these avant-garde housing estates are experienced today by inhabitants in the mundane fabric of everyday life. Exploring the avant-garde blocks in their current post-Soviet setting, the thesis looks at structural societal forces and the sweep of historical changes occurring in the built environment, but with a keen eye for the vernacular geographies of place-based experience of architecture and socialization as they are encountered and play out in and around the houses. This study should be of special interest to those concerned with housing and urban planning, urban history, human geography, residential architecture and urban phenomenology.

Paper presents the case study of the socialist residential neighborhood ('massiv'​) "Vynogradar" in Kyiv (1971-1986) from historical, spatial, and social perspective. Taking this neighborhood as an example, it examines economic and administrative conditions of production of residential environment during the late Soviet Ukraine, and various effects of post-socialist transition that could be seen in this neighborhood. The neighborhood itself was a unique example of residential environment of human scale, created within the toughest economic and architectural boundaries of socialist public housing. Ukrainian soviet architect Eduard Bilskiy tried to neutralise the negative effect of monotonous landscape of standardized housing based on prefabricated blocks of flats, by use of monumental art, landscape design and large open spaces, creating neighborhood with 'lyrical mood'. But the specificity of Vynogradar as late modernist project is its incompleteness. Main public and recreational spaces, including cultural complex with adjoining pedestrian thoroughfares were not built in time, because of decline of the state planning system in late USSR. In the conditions of uneven development in contemporary Kyiv, soviet residential districts on the urban periphery, such as Vynogradar, either experience spatial decline due to the underinvestment, or became targets for gentrification and new development. Paper develops ideas for the framework for research of the transformation of socialist built environment.

The Soviet state created mass-housing to reshape the city and everyday life itself. This paper examines the spaces and objects of mass-housing to examine the relationship between residents, the state and objects within Soviet everyday life. Approaching the study of everyday life in the Soviet Union from the early 1920s to the late 1980s via the spaces of mass-housing can offer a tangible approach to a way of life that might otherwise seem strange or uncanny. This paper uses ethnographic analysis by drawing on scholarly sources along with five historical photographs. The mass housing spaces of the kommunalka and later khrushchyovka served as places of push and pull. The state attempted to expand the public realm while residents simultaneously tried to create privacy and individuality. After the collapse of the Soviet Union the search for alternative identities in Russian architecture was projected onto the fundamental reversal and ultimate decline of state structures formerly responsible for design and construction. The evolution of Soviet architecture through post-war decades—from excessive neoclassicism of the 1950s, to technologism of the 1960s, to mass prefab construction of the 1970s, to regionalism of the 1980s, to reconstructivism of the 1990s—follows the metamorphoses of socialist and post-socialist political cycles. New transformations in Russian architecture aim to manifest new identities and glorify national unification. Guidelines offered in this paper: 1) A brief analysis on the “crisis” in Russian architecture with an emphasis on intimate intertwined connections between architecture and society under socialism; 2) The alternate philosophies behind the terms: "utopia" and "fantasy" in architecture and a narrative of Paper architecture of the 1980s showcasing the new generation of Russian architects and the work they created in opposition to official guideline. Also highlighted are threads vectoring historical milestones of Russian revolutionary architecture of the 1920s, and western architecture experiences of the 1970s veiled in the Soviet Union as “alien ideology”; 3) The transformations in Russian architecture of the 1980s–90s, illuminated within the integral framework as underground tremors of societal change; 4) Review of primary concepts of the Moscow urban development with focus on five essential threads. The article considers the evolution of specific spaces of the Soviet and post-Soviet cities of Siberia and the Russian Far East, defined as the «private housing sector». Based on interviews and observations in the regional centres of Siberia and the Russian Far East, the authors show that in the Soviet city, the «private housing sector» is a locality where the architectural landscape, everyday practices, and the organization of communities are weakly associated with urbanism. This exclusion was consolidated by the system for placing urban infrastructure, which can be traced according to the data of urban GIS. At the same time, the specifics of cities enlargement in the Soviet period led to the close integration of such localities into the urban space. The evolution of the «private housing sector» in the post-Soviet period did not lead to the inclusion of such localities in the practices of urbanism. On the contrary, they develop predominantly along with the inner suburb model, reproducing non-urban architecture and everyday practices. Nevertheless, such localities continue to remain an integral part of the post-Soviet city, determining the eclecticism of its physical and social space. This lets us suggest that the organic inclusion of non-urban localities and communities in the urban space can serve as one of the key reasons for highlighting the «Global East» model of the city.

The United States has a major shortage of affordable housing. While surveys have shown that most people support building more affordable housing, these projects often face strong local opposition from groups that don’t necessarily represent the neighborhood as whole.

“When you look at broad, national surveys, people often say, ‘We like affordable housing!’ but the reality is that local opposition by the public at city meetings is still a large barrier,” said Sarah Billington , professor of civil and environmental engineering at Stanford. “So we wanted to understand more about what was shaping opinions to see how we might motivate positive action.”

In a recent study, Billington and her fellow researchers explored the factors that predict support for affordable housing at the neighborhood level. Their work , published in the Journal of Planning Education and Research , shows that people’s emotional responses to affordable housing may play a significant role in shifting hypothetical support of affordable housing to specific opposition to local construction. The researchers point out that these reactions may be rooted in unconscious biases, such as racism or classism, and that addressing them could potentially help garner support for affordable housing developments.

“We really wanted to see how this emotional response, which may be partly driven by unconscious racism or classism, paired with more conscious racism,” said Isabella Douglas , who led the research as part of her doctoral work in Billington’s lab. “There’s been a call in urban planning to grapple with people’s emotional responses to the built environment, and to recognize that these emotional responses – while they may be hard to understand and deal with – have a lot of impact.”

Predictors of opposition

According to the National Low Income Housing Coalition , there are only 34 affordable and available rental homes for every 100 extremely low-income households across the country. The U.S. would need an additional 7.3 million affordable homes to fill this gap.

“It’s a nationwide crisis,” said Deland Chan , a Stanford researcher with a background in urban planning and co-author on the paper. “The topic of affordable housing touches everyone, not just those in major cities, and we need more interdisciplinary perspectives and collaborations to make progress on these complex social issues.”

The researchers distributed an online survey to 534 participants around the U.S. They found that while the majority of participants supported affordable housing at the state, city, and neighborhood levels, the amount of opposition more than doubled at the neighborhood level.

“There’s a proximity effect, where as you get closer and closer to the person, their support levels go down,” said Douglas.

Many of their results were similar to what had been found in a previous study conducted a decade ago: People who made more money, lived in suburban neighborhoods, or were more conservative tended to be less supportive of affordable housing in their neighborhoods. People who had more trust in the federal government tended to be more supportive of it. The researchers also found several trends and correlations that had not been reported previously: People with higher levels of education or who lived in single-family homes were less supportive of affordable housing, and people who had lived in their neighborhood for longer than 10 years or who had personally interacted with affordable housing were more supportive.

The most significant predictors of opposition to affordable housing, though, were racism – as captured through the well-studied symbolic racism scale of beliefs – and negative emotional connotations associated with the idea of affordable housing. While the effects of symbolic racism have been documented, the finding that people’s initial emotional response, potentially arising from unconscious racism or other biases, may affect their views on affordable housing is new.

The researchers also found statistical evidence that these factors interacted with some demographic characteristics at the neighborhood level, potentially helping to explain the shift from support to opposition once real development proposals are on the table. For example, people living in suburban neighborhoods had more negative emotional connotations with affordable housing, so they tended to be more likely to oppose neighborhood developments. This finding was not linked with symbolic racism, highlighting the important role of emotional responses and the potential unconscious biases behind them.

Building housing and public support

It’s slightly unusual for civil engineers to be leading an interdisciplinary study on racism and emotional responses, but Billington and Douglas point out that if engineers want to successfully build more affordable housing, they can’t afford to ignore these biases.

“A lot of times, arguing over the buildings is used as a more socially acceptable way to protest affordable housing projects,” Douglas said. “We’re going to be dealing with the effects of racism in our projects and we need to be able to talk about that and address it.”

The researchers intend for this initial work to be a starting point in understanding how engineers can help increase support for affordable housing developments. People’s biases – both conscious and unconscious – will affect their perceptions of the built environment and shape their opinions on affordable housing. The researchers hope that by understanding these root causes, they can work more effectively to address them. They are continuing to investigate how the built environment affects public perceptions and are looking to work with partner organizations that explicitly focus on racial justice and equity to develop strategies that can improve local responses to affordable housing developments.

“Affordable housing impacts many aspects that are tied to both individual well-being and community well-being,” Billington said. “We need to work to change the narrative in the public’s mind about what affordable housing is and can be for society as a whole.”

Billington is the UPS Foundation Professor at Stanford, chair of the Department of Civil and Environmental Engineering, and a senior fellow of the Stanford Woods Institute for the Environment .

Additional co-author Lucy Zhang Bencharit is from California Polytechnic State University, San Luis Obispo. Isabella Douglas was a National Science Foundation (NSF) Graduate Fellowship recipient while conducting this research.

Faster development, better public transit among high school student wants for Ann Arbor

ANN ARBOR – Community High School students answered questions Monday from Ann Arbor city staff members about topics such as increased housing costs, youth activism and public safety.

Eight student panelists, ranging from 10th to 12th grade, discussed rising home costs pushing out families and what they perceive as Ann Arbor’s lagging development, among other various city policies and topics May 21 at the Ann Arbor City Council Chambers.

All the students are enrolled in a Community High course called “Youth Civic & Community Engagement.” The course was created in January in partnership with Ann Arbor’s community engagement staff. It was designed to educate students about governance.

“In order to organize and make change, you have to understand local government,” Izzie Jacob, 18, said.

Students interacted with various departments, including the Housing and Transportation committees, throughout the semester. They attended a meeting of their choice.

Amy Boeving, a senior who plans to attend the University of Michigan next fall, said they learned about the minute details that local policy change entails. Jacob said she was surprised about what areas the city government covered.

“Before this class I didn’t know how to share my voice,” Jacob, who is attending Northwestern University next fall, said.

Multiple students encouraged city employees to use social media to reach younger constituents. They also recommended school assemblies and better communication within schools.

Boeving told staffers they hoped to see Ann Arbor incorporate more park benches, a grocery store downtown and stronger public transportation. They also explained their family had to move to Ypsilanti because of rising home prices.

Housing prices in Ann Arbor increased 9% in April, compared to last year, according to Redfin. The median price was $515,000.

Other students echoed Boeving’s statement that Ann Arbor was not developing quickly enough to support its residents.

Jasmine Isaac, Ann Arbor’s community engagement specialist, led the course. She previously worked as a teacher in South Korea.

“I think [kids] soak up information and they’re always excited [to learn],” Isaac said.

Isaac, 29, said reception to the course was positive. More students registered for the class than other similar programs at Community High, Isaac said.

“It was a life-changing opportunity in high school,” Jacob said.

Students entered with differing levels of knowledge about governing. Isaac hoped that each had a better grasp of the details of local government by the end of the semester.

“These guys are the future,” Isaac said Monday to attending members.

Houstonians worried most about crime, housing, and economy, Kinder Institute study shows

HOUSTON, Texas (KTRK) -- Rice University released the 2024 Kinder Houston Area Survey on Monday, revealing much about how Houstonians feel about the region's past, present, and future.

More than 5,300 respondents participated in the survey's 43rd year, which chronicled the changes in southeast Texas and provided a blueprint for the future.

ABC13 learned Houstonians are really concerned about three key things: crime and safety, housing affordability, and the economy.

Despite crime going down since 2020, concerns about crime have risen.

With regard to housing affordability, one in five say it's their biggest concern, and Houston is now a majority-renter city at 60%.

Regarding the economy, 46% of Houstonians said they don't have enough money to cover a $400 emergency, which is up 4% in a year.

One other interesting note about our recent reporting on public education funding , 70% of those surveyed said public schools need more money. Most school districts in Harris County are underfunded.

It's important to note that the survey happened before the HPD scandal regarding the lack of personnel code and before the intense, damaging storms and flooding of the past month.

It’s time to recognise the link between housing and health

There needs to be a renewed focus on how good quality homes can act as an effective public health intervention.

Sixteen housing ministers in 14 years exemplifies the merry-go-round nature of Whitehall, especially as the man currently holding the post, Lee Rowley, is doing so for the second time.

And while this is happening, long-term housing policy goals are not always being set or even made, with the last 30 years showing how much housing can be constrained to the political ideology of any current government or minister. But if we look back in history, the most impactful interventions have been from health ministers, Christopher Addison and Aneurin Bevan to name just two. The shock of sometimes appalling housing and health conditions inspired those interventions and led to huge changes in civil society, such as the creation of social housing and the National Health Service.

Unfortunately, many of the shocking aspects of what they saw are still present today in our housing, even if not at the same scale. How is it that in the 21st century there are families with windows boarded up or windows they have been unable to close for years? Or children living in damp and mould, with different generations sleeping on floors or confined to one room, with water cascading down the walls every time it rains? Or a disabled person unable to get through doorways in their own home for many years, while home adaptations are not progressed?

Every week, we investigate cases like this where the intimate link between housing and health is present, but absent in policymaking or on-theground operations. This means risk assessments are not being done, reasonable adjustments are missed and communication between health and housing bodies is ineffective.

Yet the scale of what we are seeing is unprecedented; we’ve completed 1,000 formal investigations over the past two months, and 22,000 remedies to put things right over the past year. But the health implications of these housing conditions go beyond the physical. In some of the most severe cases we see it is not uncommon for residents to be talking of severe stress, anxiety and even suicide.

As part of our report on attitudes, respect and rights, we called for a new royal commission – a major formal public inquiry – into health and housing. A royal commission is independent of government and not impeded by politics. It can take evidence under oath and has powers greater than a judge-led inquiry. We believe this commission could consider the role of public money, presenting a single view of welfare, health and housing spend – given the siloed approach that has existed across government for too long.

We know this would be a success because in areas where we see pockets of good practice, residents report being happier and landlords have fewer issues. For example, one social landlord has a “social prescribing” service. This enables GPs, nurses and other primary care professionals to refer people to a range of local, non-clinical services to support their health and well-being. The landlord commissioned an independent evaluation of this, finding that, of those who were supported, more than 90 per cent showed a positive change in mental well-being.

Social housing arose from a royal commission in the 1880s which envisioned healthier lives as well as new homes. There needs to be a renewed focus on housing as a public health intervention – let’s do this and give social housing the platform it needs to grow once more.

From crime-plagued public housing, Tampa’s West River neighborhood emerges

Things are happening on the swath of land that runs along Interstate 275 at the edge of downtown Tampa. Witness the swarm of construction workers, the bright new landscaping, the tall buildings that keep rising from bulldozed lots.

But there are subtler signs of a place turning into an actual neighborhood.

Sidewalks are decorated with children’s drawings scrawled in pastel chalks. Leashed dogs out for walks keep the poop bag dispensers in perpetual need of refilling. A crowd of kids in backpacks gathers pre-dawn to await the school bus. Later in the morning, elderly people relax on shaded benches.

And in what was once a neighborhood marred by crime and poverty and long considered a food desert comes the surest sign that things are changing, according to a recently-posted placard with the signature green letters spelling out the name of Florida’s premier grocer:

“We’re getting a Publix,” said Alberta Brown, 52, who since October has been a resident of this suddenly-a-neighborhood called West River. “I saw the sign and I got so excited.”

Though the interstate was traditionally considered downtown Tampa’s northern border, city boosters are already referring to West River rising on the other side of the highway as one of downtown’s seven newly designated neighborhoods.

The ambitious $387 million (so far) urban renewal project of walkable streets and high-rise apartments with space for ground-level stores and restaurants is designed for low income residents as well as those who can afford a market rate apartment in a booming downtown . It was once the site of North Boulevard Homes, which was Tampa’s oldest public housing community.

The worn-down 44-acre complex across the street from Blake High School had been completed in 1940. Its military barracks-style buildings, many without air conditioning, became plagued by drug and gang activity. Once, a man who had been shot burst into the Tampa Housing Authority office there during business hours to escape his assailant, said Housing Authority Chief Operating Officer Leroy Moore.

Brown, the new West River resident, said her brother who lived in North Boulevard Homes told her: “You’re welcome to our house during the day, but at night, do not come over here.”

The old structures were bulldozed and today, seven buildings — with more to come —are nearly fully occupied, Moore said. The 160-unit, six story Renaissance at Main Street and Rome Avenue has a well-appointed lobby, computer room, hair salon and fitness center, among other amenities shared by other West River high rises. A street-level restaurant is under construction at Renaissance, and a Grow Financial Federal Credit Union branch has opened on the ground floor of one of the nearby Boulevard towers.

“We’re not commercial developers,” said Moore. “But the neighborhood retail we think eventually will thrive.”

The Housing Authority is working on West River in partnership with the city and Miami-based developer Related Group.

On the east end, near where Publix is planned, 174 units of workforce housing are coming. Beyond that, Manor West River, 360 units of market rate apartments with views of the Hillsborough River and the downtown skyline, is getting built.

The idea is a place “where everyone can live together in homes that are all the way from market rate to subsidized,” said Mayor Jane Castor, “and you can’t tell the difference.”

It makes for a wide range of rents in the same neighborhood — an average $350 a month for a subsidized one-bedroom apartment, depending on the resident’s income, and up to $2,000 for a market rate one-bedroom unit in one of the privately held buildings.

Brown, who worked at banks and a hotel chain before medical issues left her 100% disabled, said she appreciates the mixed-income concept. “The people who (pay) regular rent, they get to see that people who are less fortunate are not bad,” she said. “We’re just in a different situation.”

A one-bedroom apartment in downtown Tampa costs on average about $2,737 monthly, according to the rental platform Zumper.com .

Two hotels, a Cambria Hotel and an extended stay Staybridge Suites, are also under contract for West River along the interstate.

The only surviving original building is the Mary McLeod Bethune Apartments, named for the educator and civil rights activist , which has housed low-income tenants for half a century. Rehabilitated down to the original terrazzo floors, the 150-unit, eight-story building remains affordable housing for seniors, as is Renaissance next door.

As downtown’s growth sprawls, West River sits in what’s become a prime location. Julian B. Lane Park on the river, which in recent years got a $35 million makeover, is blocks away, Downtown proper, with its museums, Tampa Riverwalk, performing arts center, restaurants, bars and Amalie Arena are just beyond that, across the water from the iconic buildings of the University of Tampa. The popular Armature Works food and event hall is just over the bridge from West River. And the region’s new pro women’s soccer team, Tampa Bay Sun FC, plays its first seasons in an upgraded stadium along the river that it will share with Blake High until it finds a permanent home.

West River also has an amenity most other downtown neighborhoods don’t: Free parking, with the lots and garages tucked inside the development so the homes face the street. The Housing Authority can’t charge for parking, Moore said.

On a recent morning, Helen Jordan, 70, sat in in the shade outside her building with her small dog Cocoa, not far from a 10-foot metal sphere of public art called Boulevard Flow by artist Ya La’ford. She likes the dog park at her building. “I wouldn’t move out of here,” said Jordan, who previously lived in St. Petersburg. “It’s comfortable.”

Some 2,000 residents were moved from the old North Boulevard Homes ahead of the 2018 demolition. They were given first right of refusal for the new West River public housing units, and about 50 have returned, according to the Housing Authority.

Large oak trees from the North Boulevard Homes days still dot the property and line Main Street. One of them blocks Brown’s view of downtown, but she likes sitting on her balcony at night listening to the cars flowing by on the highway. Like her neighbors, she’s looking forward to the Publix opening expected by year’s end.

“To have one right in the neighborhood,” she said, “it makes it feel like a neighborhood.”
