Kennedy Hamutenya exits NAMDIA

Namib Desert Diamonds (NAMDIA) founding Chief Executive Officer (CEO) Kennedy Hamutenya is set to exit the diamond sales and marketing company after the expiry of his 5-year term.

The state-owned diamond company’s General Manager of Sales and Marketing, Lelly Usiku, will take over the reins in an acting capacity until a substantive CEO is appointed. 

Hamutenya was appointed in July 2017 to lead NAMDIA on a five-year term after having been headhunted from the Ministry of Mines and Energy where he was the Diamond Commissioner and was the principal advisor to the Namibian Government on diamond policy.

He was a key player in the negotiations between the Namibian Government and De Beers, which resulted in the signing of the Diamond Sales and Marketing Agreement in May 2016.

NAMDIA was established out of an agreement between the government and De Beers in 2016, to verify whether Namibia was getting the best value of its diamonds by going onto the open market.

The Leadership changes at NAMDIA comes as the diamond company in March announced a new client list for the next three-year cycle.

The finalized list of 36 companies is made of companies from Belgium and the United Arab Emirates, India, Israel, the United States of America and two companies from Namibia.

Soon after Namibia became independent, the ministry embarked upon a number of schemes in accordance with the following objectives:

  • to administer the relevant legislation and to exercise control over mineral, energy and other land-based resources
  • to monitor constantly the performance of the existing legislation and to enact any further legislation deemed necessary
  • to monitor and control developments having an impact on geological resources
  • to promote investment by creating an enabling environment conducive to the optimal utilisation of Namibia’s mineral, energy and other land-based resources
  • to maintain and expand the contribution of formal and informal mineral and energy sectors to the economy of Namibia
  • to maintain and promote regional and international cooperation in the mineral and energy sectors
  • to ensure sustainable development of all earth-based resources
  • to develop strategies for optimal land-use planning
  • to minimise the impact of the exploitation of Namibia’s mineral, energy and other land-based resources on the environment by ensuring development in a responsible way and in compliance with the national policy and universally accepted practices and standards
  • to assess the impact of previous mining and development activities on the environment through baseline studies and to develop strategies to manage this impact
  • to develop multidisciplinary and integrated land-use planning, working closely with other ministries
  • to research and disseminate relevant quality scientific data to address national issues related to resources, environment and hazards in earth science and energy-related matters
  • to provide value for money and customer-oriented services to all stakeholders.

Hon Jesaya Nyamu

Miller left the Geological Survey in 1992 to become the first Technical Manager of Namcor. Dr Brian G Hoal, great-nephew of Haughton who headed the Geological Survey in Windhoek between 1926 and 1934, took over from him until 1996. Also in 1992, construction work for a new and custom-built Geological Survey of Namibia started, in full recognition of the fact that the existing facilities were completely inadequate to meet the requirements of a modern Geological Survey. Finally, the comprehensive reference volume “The Mineral Resources of Namibia” was published that same year.

In 1993, the Government of Namibia and the European Union signed an agreement making some 40 million Euro available under the Sysmin scheme for support to the Namibian mining industry. This support programme aimed at reversing unfavouable developments in the mining industry through providing loans at reduced interest rates, and the establishment of a revolving fund, the Minerals Development Fund, which was established in 1996. A major Mining Investment Forum was held in Windhoek in the same year.

To promote hydrocarbon exploration, a first licensing round was held in 1991, which attracted world-class companies to further explore, amongst others the previously discovered Kudu Gasfield offshore southern Namibia. A further licensing round was held in 1994, before the licensing process was opened up in 1998. Negotiations also started with neighbouring Angola for the development of a hydropower station on the Kunene River.

A Geological Museum was established at the new premises and the Geological Survey’s programme of high-resolution airborne geophysical surveys also started in 1994, and has since included some of the largest airborne surveys worldwide.

With the establishment of the Electricity Control Board in 2000, the Ministry saw a number of changes. Simasiku took over as Chief Executive Office of the Board, and Shilamba also followed him.

On 31 August 2002, Hon Jesaya Nyamu left for the Ministry of Trade and Industry, and Hon Dr Nickey Iyambo took over at the helm of the Ministry of Mines and Energy. The first of three regional electricity distributors (REDs), the northern RED or NORED, was established that year.

In 2003, the centenary of the Geological Survey of Namibia was celebrated with a seminar opened by the Right Hon Prime Minister, an exhibition and an open week, particularly aiming at raising awareness amongst young Namibians. In 2004, the institution was named “Research Organisation of the Year” during the National Science Fair. To stimulate exploration in the hydrocarbon sector, another licensing round was held in 2004, and created considerable international interest.

HH was ‘in love with his country’

KELA Hamutenya (35) yesterday said his late father, Hidipo Hamutenya, was a man of high intelligence who was madly in love with Namibia. “I am honoured to have been his son and to have known such a great man.”

Kela’s older brother and Hamutenya’s eldest, Sheefeni (54), said his father was a peaceful man. “He was not somebody who liked quarreling and you could have a difference with him today and tomorrow he would make peace with you.”

Also, numerous dignatories, as well as friends and members of the public, packed the Hamutenya home in Olympia to capacity where they paid a courtesy call on meme Nangula Hamutenya and the family, to convey their condolences.

Veteran journalist and former editor of The Namibian, Gwen Lister, said she and HH come a long way. “In the struggle years and despite his small stature, Hidipo was regarded as inscrutable and, by many, as one of the most feared men in Swapo in exile.”

Referring to the challenged relationship between former president Sam Nujoma and Hamutenya, Lister said: “Somehow, his rift with Nujoma and circumstances dictated that he didn’t get to play a more significant role in Namibian politics post-independence, than had historically been expected of him.”

DTA president McHenry Venaani said the death of HH is a “sad moment” and that the Swapo stalwart had “contributed immensely” to the liberation struggle of Namibia. “He was one of the founding fathers of the Namibian Constitution. He is a man whose life was supposed to be celebrated while he was still alive. He was the crafter of the Namibian white paper on economic diplomacy. He was a great Namibian. We will all pause for a moment and remember him.”

Former magistrate Leah Shaanika said she grew up in front of HH. “He was a very intellectual man. He masterminded the country’s trade relations. We lived two streets away from their house. Let him receive the crown which was due to him – the crown the world did not give him. Let heaven give him that crown.”

Andrew Ndishishi, the acting executive director at the Namibia Institute of Public Administration and Management (Nipam), said about HH: “He was a very good person who contributed to the independence of this country.”

Former NBC iron woman Norah Appolus, a long-time friend of HH, said she was unable to speak. “I am in no state to talk right now. I am just getting emotional. It’s a bit too soon. It is devastating. Give us some time to come to grips with it.”

Gurbir Singh Narula, whose father, Charanjit Singh Narula, was HH’s adviser when the late politician was the minister of trade and industry, said he and Kela are like brothers, and his father might travel from India to attend HH’s funeral. Esther Hamutenya, the sister of diamond commissioner Kennedy Hamutenya, said their mother was HH’s younger sister. She remembers her uncle as a very helpful man. “He helped many people to get work and to set up businesses. He always wanted the best for everyone.”

According to Esther, her uncle held discipline and education in very high regard. “He used to discipline us – not to punish us, but to put us on the right track.”

Getting comment from the Namibian government by the time of going to press, proved to be a mammoth task.

President Hage Geingob was in South Africa. His spokesperson, Albertus Aochamub, said he had no comment from the head of state.

Hidipo Hamutenya

Politician, organization founder, 1939 –, who is hidipo hamutenya.

Hidipo L. Hamutenya is a Namibian politician. A long-time leading member of the South West Africa People's Organization, Hamutenya was a member of the Cabinet of Namibia from independence in 1990 to 2004. He was defeated in a bid for the party's presidential nomination in 2004 and left SWAPO to form an opposition group, the Rally for Democracy and Progress, in 2007. He was elected to the National Assembly of Namibia with RDP in the 2009 general election.
